SCIF/MILCON
experience (Wright-Patterson AFB, OH - Onsite) Innovative Technologies Corporation (ITC) is seeking a Sr Security Manager with
MILCON/SCIF
construction experience to support a proposal we are bidding on for the National Space Intelligence Center (NSIC) Project Delivery Team (PDT) at Wright-Patterson Air Force Base, Ohio. We estimate the award will be made in late 2026. This position will provide senior-level security program management support for the NSIC Space Force Intelligence Facility (SFIF) Military Construction (MILCON) project. The selected candidate will serve as the lead security subject matter expert supporting SCIF planning, construction security, ICD 705 compliance, accreditation activities, construction surveillance, TEMPEST coordination, and overall security integration throughout the facility lifecycle. Required Clearance Level Active Top Secret (TS) security clearance. Ability to obtain and maintain SCI eligibility and any required SAP access. Required Qualifications 15+ years of Physical Security and TEMPEST experience. ICD 705 training. Site Security Manager (SSM) training. MILCON project management experience. TEMPEST training. Construction Security Plan (CSP) authoring and implementation experience. Technical Surveillance Countermeasures (TSCM) coordination and implementation experience.
IDS/ACS/WIDS
design, installation, and operations experience.
SCIF/SAPF
accreditation process experience. Security training development and delivery experience. CDSE SPeD certifications (SFPC, PSC, SAPPC) Expertise in oral and written English communications skills. Advanced skills in the Microsoft Office environment is essential (Word, PowerPoint, Excel, Teams, SharePoint). Desired Qualifications Experience supporting Department of Defense intelligence organizations. Experience supporting DIA accreditation efforts. Experience supporting Intelligence Community construction programs. Experience supporting TS/SCI operational environments. Experience supporting Special Access Program Facilities (SAPF). Experience supporting large-scale SCIF construction projects. Experience supporting United States Space Force, Air Force, NASIC, or NSIC organizations. Key Responsibilities Provide security programming and design expertise relevant to SCIF operations and mission requirements. Apply ICD 705 requirements to ensure compliance of construction designs and plans. Identify construction products, samples, and submittals required to complete fixed facility checklists and DIA accreditation requirements. Develop, submit, and oversee security documentation including: Construction Security Plans Pre-Construction Checklists Inspectable Materials Checklists TEMPEST documentation Develop and oversee construction surveillance programs. Manage site security surveillance on active construction sites. Provide oversight of site security technicians. Support SCIF testing and accreditation activities from design through full operational accreditation. Assist with security planning and resource requirements across the NSIC services portfolio. Coordinate with government stakeholders and construction teams to ensure compliance with all security requirements. Immediately report security incidents and support risk mitigation activities. Compensation & Benefits The Salary for this contingent hire position is $140,000 to $175,000 based on experience and includes medical/dental/vision benefits, 10 days PTO and 7 days sick time; other benefits available.
