Job Description
INSTALLATION PLACE OF PERFORMANCE/HOURS OF OPERATION
The contractor shall support the DMA CA and each Installation Commander addressed in this contract. Camp Pendleton (SMR) Virginia Beach, Virginia One (1) IACP at main gate, 3 shifts, 24/7, manned by two (2) guards per shift. Security staff on duty will be required to hold the Master Keys for the Billeting Program in case of an after-hours need, as well as hold keys for the Billeting Program and issue them to guests that check in after hours, when the Billeting office is closed.- This location will have special events requiring an additional IACP, traffic/parking control, and crowd security.

MINIMUM GUARD REQUIREMENTS.
Civilian or military law enforcement/security experience is highly preferred; however, the contractor will ensure that all guards meet the following qualifications prior to posting: Be a citizen of the United States Be at least 21 years of age Be drug free and remain drug free for the duration of this contract. Have knowledge of procedures and experience with use of wire and radio communications and report writing. Be a high school graduate or possess a Graduate Equivalency Degree (GED). Must be able to communicate effectively in English, including speaking, understating, reading, and writing. Possess a valid, REAL ID compliant driver's license. b. MEDICAL Contractor will ensure all employees meet the medical requirements of paragraph 3-13 and Appendix C, Army Regulation 190-56. Provide the results of a medical evaluation of any contract personnel assigned or to be assigned to a security guard position to the CO. Promptly report any data concerning personnel that is relevant to assignment, retention, or disqualification under the IRP. c.PHYSICAL AGILITY TEST
(PAT) Contractor will ensure employees complete a Physical Agility Test at least once every 12 months, IAW Appendix D orAR 190-56.
d.INDIVIDUAL RELIABILITY PROGRAM
(IRP)STANDARDS
This RFP requires compliance with the standards contained in the most current version of AR 190- 56.
BACKGROUND CHECKS
Contractor will ensure all employees meet requirements in AR 190-56, paragraph 2-3 and the following criteria: (1) Wants and Warrants Investigations. The contractor shall perform and provide a preemployment Wants and Warrants investigation on each individual to the extent required for state armed guards in the Commonwealth of Virginia. Investigations shall include, at a minimum, employment history, verification checks of conviction records, ongoing criminal charges, credit check, driving record, and proof of possession of a valid driver's license. The contractor is responsible for pre-employment background investigation results to the CA or designee. (2) NCIC and NAC Requirements. After a preliminary review/evaluation/candidate endorsement, the contractor shall provide the CA or designee the name (first, MI, last), full social security number, and date of birth of each recommended prospective guard candidate. The contractor will perform a National Crime Information Center (NCIC) check on all prospective contractor on-site employees. If NCIC results indicate an individual does not meet National Agency Check (NAC) requirements, the CA or designee reserves the right to require removal. The contractor may temporarily assign a potential employee pending a favorable NAC report if the contractor has submitted all required information to the CA or designee and there is no known disqualifying information. (3) Lautenberg Amendment. Persons who are prohibited by 18 U.S.C. 922(d) (9), Lautenburg Amendment, form possessing firearms cannot be employed under this contract. This includes persons who have been convicted of or charged with any felony or have been convicted of a misdemeanor crime of domestic violence, or who are subject to a court order that restrains the person from harassing, stalking, or threatening. Personnel currently employed who are formally charged with a criminal act (to include domestic abuse) shall be suspended from work pending the outcome of such chargesTHE GUARD SHALL PROVIDE DUTY EQUIPMENT
: Badges The Guard shall provide personnel identification badges to wear while on duty. The badges must be able to withstand inclement weather. Badges shall be worn in a uniform manner on the outermost garment in full view above the waist. (3) Miscellaneous Equipment Unless specifically stated otherwise, each item of guard equipment, less than lethal weapon, and associated items are to be provided on a 1:1 basis. Duty Belt- appropriate holster, flashlight holder, uniform belt keepers (4), single magazine case, less than lethal weapon holder(s), handcuff case, and latex glove case. All duty belt equipment must be constructed of the same black leather or nylon base material, not mixed (i.e. web belt with web gear) and approved by the CA. Handcuffs

CA. DJCS GUARDS SHALL ENSURE THEY HAVE COMPLETED MANDATORY TRAINING PRIOR BEING HIRED
All Security guard personnel must complete and have initial training based on state and local laws and statutes, and Army regulations prior to assignment of duties. Contractor will ensure training is complete and provided in the following areas. listed. Contractor shall notify DMA of when training and other required testing events will be performed and provide the results to the Va ARNG Security Specialist. (1) Use of Force/Rules of Engagement in accordance with state and local laws and statutes. (2) Legal authority and jurisdiction include potential conflicts of interest and Posse Comitatus Act issues. Contract security guard personnel while wearing the duty uniform and/or badge, may not be deputized or exercise any additional authority and jurisdiction while on duty under this contract. (3) Vehicle, Area, and Personnel Search Authority and Procedures. (4) Personnel Identification procedures, including authorized identification cards/badges. (5) Communication procedures and equipment. (6) Antiterrorism and Operations Security requirements. (7) Protective Equipment and procedures to include bloodborne pathogens training. (8) Specialized access control and screen equipment. (9) Task certification (for specific job for which hired).To include as a minimum:
Standards of conduct and ethics, to include all Commonwealth of Virginia and DMA standards of conduct. Law, including authority and jurisdiction, use of force, U.S. Constitutional law and current Federal legislation, pertaining to law enforcement, state criminal law as part of the Assimilated Crime act, and the Federal Magistrate System. Equal opportunity training. Sexual harassment awareness training. Response force organization, mission, deployment, tactical movement, and rules of engagement. Use of and defense against chemical and riot control agents. Unarmed self-defense and restraint techniques. All contractor employees, including subcontractor employees, requiring access to h.MENTAL DEMANDS
Contract security guard employees must be mentally alert at all times and capable of taking prompt and efficient action to mitigate emergency situations such as a fire, attempted theft, espionage, sabotage and other acts detrimental to safeguarding military personnel, civilian employees, resources and property. i.PHYSICAL DEMANDS
Contract security guard employees are expected to be physically able to perform the following functions in the performance of their assigned duties: frequent and prolonged walking, standing, sitting, stooping, climbing, crawling, jumping, occasional running or sprinting, and subduing and detaining violent or potentially violent individuals. They must be able to lift up to fifty (50) pounds and administer self first-aid and buddy care. The contractor employees shall be capable of performing all duties without regard to any physical limitations that would preclude full performance of duty. Physical stamina and strength in all forms (endurance, temperature/climate, stress, etc.) is needed to meet the demands of this position. Individuals who have not demonstrated they are unable to withstand the physical requirement of their assigned position will be removed from this contract upon the CA or Installation Commander's request. j.MEDICAL EXAMINATIONS
Medical evaluation for new hires and current employees will be conducted in accordance with prescribed medical evaluation standards, appendix C, AR 190-56, and cardiovascular evaluation guidelines. These medical standards and evaluation guidelines are designed to ensure the new hires for a guard or police position and current employees are capable of performing the essential functions of the position with or without reasonable accommodation. A licensed Physician will review the results of the initial and periodic medical evaluations (see AR 190-56, Para 2-2b) to determine whether the employee can take the PAT and perform the essential functions of the job. The contractor shall ensure that all personnel are free from any conditions that would interfere with the full performance of duties, as demonstrated by the results of a physical examination withing thirty-five (35) days prior to their performance start date. Disqualifying conditions include presence of any bloodborne pathogens, including hepatitis and HIV. The contractor must ensure current immunizations meet the local civilian law enforcement requirements prior to performance start date. Contractor is responsible for all costs associated with the physical exam and blood tests. k.DRUG SCREENING
The contractor is responsible for all associated costs of drug screening for contract security guard employees throughout the term of this contract. Contractor is responsible for conducting the initial drug tests for all employees within the standards of Army Regulation 600-85 per Army Regulation 190-56 prior to performance start date. A positive initial drug test disqualifies the individual from employment under this contract. Employed contract security guard employees are subject to random drug screening at all times. The contractor shall conduct random drug screening of their contract workforce, resulting in 25% tested within a quarter, and 100% tested within a one-year period. Contractor will submit timely drug test procedures and results to the CA or designee. Contractor will notify the Installation Physical Security Officer or designee of any positive drug test results within seventy-two (72) hours of drug test result notification. A positive drug test disqualified the individual from further employment under this contract.Pay:
