Non-Exempt SUMMARY Under the direct supervision of the State Division of Veteran's Affairs, the Veteran's Service Officer shall provide, within the county or counties employing the office, local contact between fieldmen of the State Division of Veteran's Affairs and persons in the armed service or those discharged from such service, and the dependents of such persons. The County Veteran's Service Officer shall aid or assist volunteer service officers in securing evidence and perfecting claims; advise those in the armed service and veterans or their dependents of benefits available to them; and aid them in completing required forms and complying with regulations. The Veteran's Service Officer shall also provide periodic updates and changes to benefit the public. The County Veteran's Service Officer works under the supervision and direction of the State Division of Veteran's Affairs.ESSENTIAL DUTIES AND RESPONSIBILITIES
include the following, but are not limited to: Assist and advise veterans, veteran survivors, and their dependents of their rights under military service benefits acts and other relevant legislation. Investigate and conduct interviews to obtain a comprehensive case history to determine eligibility for aid and establish the best course of action. Problem solves sensitive and complex cases arbitrarily utilizing comprehensive knowledge of all pertinent rules, regulations, and statutes. Process, monitor, and review claims submitted via computer, fax, and mail, to numerous counties, state, federal agencies, and businesses, maintaining timely and efficient benefit claims process. Maintain a confidential and professional working relationship with clients, many who have complex physical and mental issues and come from diverse ethnic and economic backgrounds. Process claims usingVETRASPEC
to record historical notes and communication within client's records. Advise claimant that information provided should be true and accurate to the best of their knowledge. Advise claimants regarding other benefits to which they may be entitled, including social security, vocational rehabilitation, Medicare and Medicaid, and all need-based federal and state programs.SECONDARY DUTIES
Coordinate and schedule transportation for veterans having VA appointments. Attend local county veteran organizations to brief members on current veteran's benefits. Prepare and operate within annual departmental budget, that is approved by County Commission. Maintain confidential records in accordance with all the requirements of the data privacy laws and HIPPA, to include record retention and disposition per county and state regulations. Participate in local programs such as Sea of Goodwill and Veteran's Court. Attend appropriate seminars and training courses yearly, as requested and approved by the Commission. Perform duties in a manner consistent with safe practices and policies. Perform other duties and functions as deemed necessary.MINIMUM QUALIFICATIONS and SKILLS:
High School Diploma or G.E.D. Certification. Bachelor's degree preferred.APPLICANTS MUST MEET THE FOLLOWING REQUIREMENT TO BE CONSIDERED.

For the purposes of all statutes relating to rights, privileges, ceremonial recognition, exemptions, and benefits (except a state bonus) of veterans and their dependents, the term, veteran, means any person who: Has served the full obligation for active duty, reserve, or National Guard service in the military, or received an early discharge for a medical condition, hardship, reduction in force, or at the convenience of the military; and Has been separated or discharged from such service honorably or under honorable conditions. This position is eligible for Veterans' Preference per ARSD 55:10:02:08. Ability to operate computer systems and software such Microsoft Word, Excel, Outlook, copy machine, fax machine, calculator, and Internet. Ability to demonstrate good communication skills. Ability to work well with others and get along with the general public.EXAMINATION, TESTING, AND CERTIFICATION
Must possess a valid social security number and a valid driver's license. Successful competition in written and/or oral interviews. Attendance and testing-Certification and compliance. Successful applicant(s) will be required to undergo a background investigation. An arrest/conviction record will not necessarily bar employment. The Division of Veteran's Affairs of the Department of Military and Veteran's Affairs shall establish a training program for County Veteran's Service Officers. Kingsbury County Veteran's Service Officer shall annually complete the training program established by the division and successfully complete a test administered by the Division of Veteran's Affairs. Other such examination as deemed appropriate and necessary by the County.PHYSICAL DEMANDS
