POSITION
: Surveillance Observer
I SALARY
DOE; starting at $20.54 per hour
REPORTS TO
Surveillance Manager
LOCATION
Omak, Washington
BASIC FUNCTIONS
Non-exempt . Under the general supervision of the Surveillance Manager, an Observer I shall cooperate with yet perform independently of all other departments. This is a mid-level position. The Observer I writes comprehensive reports and logs, with the ability to conduct investigations. The Observer I maintains the integrity of the casino using clandestine surveillance operations and performs other duties as assigned by the Surveillance Manager or Gaming Director. Incumbents who wish to be promoted to the second and final level of the multi-tiered career path may be exposed to on-the-job training to learn the technical knowledge for installing and maintaining surveillance equipment. The Observer I will operate cameras in the monitor room and utilize computers for routine paperwork. The Observer I is to be fully knowledgeable of Federal and Tribal Internal Control Standards (TICS) and CTGC- approved procedures and policies. The Observer I must also be familiar with all rules and procedures for all games in the Casinos, including but not limited to the table games of Craps, Roulette, Blackjack, etc. The Observer must have experience or aptitude for using electronic surveillance equipment.
MINIMUM QUALIFICATIONS
Education and Experience:
 Must possess a high school diploma or GED; AND Knowledge of all table games or must pass table games training within 90 days of employment; AND 12 months above satisfactory experience with any of the following areas: surveillance, casino operations, casino cage, casino security, or table games; AND Cash handling experience in a casino or bank environment preferred.  Must possess and maintain a valid driver's license and be eligible for the Tribe's vehicle insurance.  Must be qualified and suitable for a tribal gaming license under Tribal, State, and Federal requirements. Tribal gaming license applications must be completed and submitted with a CCT job application for consideration.  Must adhere to a healthy drug-free lifestyle in compliance with Tribal policy and the Commission Personnel Addendum.
Knowledge, Skills, and Abilities:
Working Knowledgeable of:
 All table games Rules of Play (CTGC approved and in operation).  Card cheats and basic strategy  Methods of cheating games and other related criminal activities.  Mathematic/accounting skills for computing table game payoffs.  Computers and skills using specific Microsoft Office software applications.  Basic knowledge of:  Class II and Class III gaming regulations and rules under the Indian Gaming Regulatory Act (IGRA), National Indian Gaming Commission (NIGC), the CCT Tribal/State Compact, and the Colville Tribal Gaming Commission (CTGC).  Basic network navigation and general office practices and procedures.  Skills and Ability to:  Utilize proper grammar and spelling with skill in drafting grammatically correct reports and other written documents  Utilize office equipment such as copiers, fax machines, multi-line phone systems, handheld radios, etc.  Handle and maintain confidential information.  Work well with people in a team environment and communicate effectively in both written & oral formats.  Work independently for long periods of time and maintain a high level of concentration and productivity.  Read, understand, and apply appropriate gaming rules, regulations, policies, and procedures, as well as related tribal, federal, and state compact requirements.  Must have efficient written and verbal communication and reporting skills  Observe and investigate  Learn and adapt to the ongoing changes in the organization.  Meet deadlines.  Physical Abilities  The incumbent must be able to function indoors and engage in primarily sedentary and occasionally solitary work. 
Requires:
 Sufficient ambulatory ability to move about office environs and locations.  Sufficient arm, hand, and finger dexterity in order to use a personal computer keyboard, surveillance equipment, and other office equipment.  Visual acuity to read printed materials and computer screens and a high level of observatory skills.  Hearing and speaking skills to communicate in one-on-one and group settings.  Manual finger dexterity as required to perform daily job duties.  Requires the ability to:  Sit for extended periods of time and be highly concentrated.  Requires the ability to occasionally:  Stand for prolonged periods of time  Work near or around electricity  Lift and/or move up to 25 pounds  Bend, squat, and reach  Must be able to travel as required. Travel to multiple casino sites is required.  Must be able to tolerate frequent exposure to tobacco smoke.
