Full Job Description Overview:
The Tribal Gaming Licensing Agent ensures the integrity of the gaming operation by conducting background investigations and processing license for casino employees, vendors and their representatives. Licensing Agents ensure and enforce compliance with Tribal, federal, and state regulations, review applications for accuracy, and assess applicant suitability to prevent unlawful influences. Understand implications of, and apply, Federal, State, and Tribal gaming rules and regulations Perform compliance monitoring of the licensing files to ensure compliance with the
NIGC/MICS/TICS/SICS
regulations The Licensing Agent will perform their duties in a way to ensure and uphold the integrity of the National Indian Gaming Commission (NIGC) and LEGC Gaming Licensing process and regulations Conduct face-to-face interviews with applicants/licenses to obtain, review, and verify all information provided on the licensing applications; The Licensing Agent oversees the licensing process for employees and vendors and oversees the maintenance and security of the records involved in the licensing process Maintain a licensing database, maintain a detailed license investigation logs, maintain a licensing spreadsheet, maintain a vendor license spreadsheet, Maintain and audit a proxy badging system Required to hold a Licensing certification with the
NIGC & FBI CJIS
program, utilize and maintain an electronic fingerprinting system, Schedule and maintain fingerprinting session with applicants Required to be the Tribal Gaming Local Authority Security Officer (LASO), LASO serves as the primary security liaison between the TGA and
FBI'S CJIS
Division, Managing Criminal history record information The Licensing Agent will be responsible for ensuring that the existing Gaming License policies and procedures are current and will recommend amendments and ensure implementations as needed Work in conjunction with the State & Tribal Courts during a license investigation and may be required to testify before the Commission on any given background check Prepare timely, detailed, clear, and concise suitability reports on each applicant/license; for both the Gaming Licenses and Vendor Licenses Generates in a timely manner the Notice of Results (NOR) and a Notice of Gaming License Issuance report (IOL) for all applicable profiles for submission to the National Indian Gaming Commission (NIGC); Ensures appropriate NIGC reporting requirements are met on all applicable Key and Primary Management Licensees Make recommendations on denying, suspending, and revoking temporary and permanent Gaming Licenses for all employees and vendors Perform basic clerical and accounting duties as needed by the Department Perform monthly compliance licensing audits, work in conjunction with the
NIGC & FBI CJIS
Crosstrain and performs other duties throughout the department assigned by the Department Supervisor, Manager or Director Attend meetings, training or other proceedings as designated by the
TGA Supervisor or Director Desired Qualifications:
Must be 21 years of age or older Must possess a High School Diploma or G.E.D Must pass a credit and criminal background check and suitable to hold a gaming license under tribal, state and federal requirements Must possess and maintain a valid Washington State Driver's License Must have UA testing prior to employment Must have knowledge and ability in the use of office equipment (i.e.-computers, copiers, 10-keys etc.), Microsoft Office programs Must have strong mathematical and accounting abilities for computing and verifying daily cash transactions. Must have excellent organizational skills, multi-tasking skills, and investigative reporting skills Must be able to work weekends, holidays, rotating shift schedules, and any shift assigned 12 months' experience in the Casino industry and/or Regulatory Agency 12 months' experience with Gaming Licensing requirements, procedures and regulations Knowledge and experience in conducting compliance audits, financial investigations, including fraud, record searching, and criminal investigations Knowledge of Class II gaming regulations and rules as applicable per the Indian Gaming Regulatory Act (IGRA), National Indian Gaming Commission (NIGC), the Tribal-State Compact, the Lower Elwha Gaming Commission, and the
Internal Controls of Casino Operations Special Conditions of Employment:
Employee shall disclose the names of all Gaming Operation or Commission employees who are close relatives (parent, child, sibling, grandparent, grandchild, and spouse) and any other person residing in the same household, including significant other Commission employees are prohibited from participating as a player in any gaming activities conducted by the
Lower Elwha Klallam Tribe Physical Requirements:
Must be able to sit and stand for extended periods of time (up to 10hrs a day) Must be able to observe CCTV monitors for extended periods of time Must be able to tolerate a smoking environment Ability to lift and carry materials weighing up to 10-40lbs Must have manual and hand dexterity for equipment operations With all positions of the Lower Elwha Klallam Tribe this position is Indian Preference in hiring, in accordance with P.L. 93-638.
