JOB SUMMARY
Under general supervision, to perform journey level mechanical work. Diagnose and repair computer controlled fuel and ignition systems. Perform periodic maintenance and safety inspections of CHP regulated equipment. Maintain plant equipment such as irrigation gate operators and power plant hydraulic components. Perform major and minor design, fabrication, repair and alterations of equipment using all types of cutting and welding equipment; perform repairs in the field. Examples of Duties
DUTIES AND RESPONSIBLITIES
Diagnose, repair/replace computerized parts or computers on automotive and electrical equipment. Inspect, diagnose, and locate mechanical difficulties on District automobiles, trucks, construction, canal and electrical line maintenance equipment. Determine extent of necessary repairs. Tune up, overhaul, repair, and adjust internal combustion engines including those powered by gas, diesel and alternative fuels; transmission, differentials, and clutches. Clean and adjust carburetors, valves, and HEUI type systems. Replace or repair faulty parts including ignition parts, fuel injectors, filters, pumps, alternators, generators, distributors, relays, lights switches, wheel bearings, clutches, oil seals, shock absorbers, exhaust systems, steering mechanisms, vehicle air conditioning, air compressors, electronic and computerized control systems, gas, diesel, and alternate fuel powered engines, and related parts. Inspect, diagnose and repair mechanical difficulties with hydraulic and air brake systems with and without ABS . Inspect, diagnose and repair hydraulic equipment, such as tractors, heavy construction equipment, digger derricks, aerial devices, cranes, and reel trucks. Inspect, diagnose, repair and replace parts on automotive type heating and air conditioning systems. Repair a variety of small tools: electrical, hydraulic, pneumatic, etc. Install and maintain special equipment on District vehicles. Design, fabricate and install specialized hydraulic and electrical systems. Fabricate and modify parts. Perform electric and acetylene welding. Repair irrigation gate operators and related equipment. Repair hydraulic components in power plants and substations. Perform minor and major AC/DC electric repairs on automotive related equipment. Maintain work, time, and materials records. Inspect, test, repair, and document lifting devices such as; aerial devices, digger derricks, hoists, cranes, and chain jacks. Prepare reports upon request. Develop parts lists and estimate labor requirements. May be required to procure parts, maintain inventory levels and necessary documentation. Utilize a computerized Fleet Management Information System. Perform other related duties as required or assigned by supervisor. Typical Qualifications
QUALIFICATIONS
Any combination of experience and education that would likely provide the required skills and abilities is qualifying. A typical way to obtain the skills and abilities would be: Education Equivalent to completion of the twelfth grade. Experience Five years of journey level experience in the repair of automotive and light and heavy power driven equipment. Skills and Abilities Interpersonal and Communication Must have ability to: understand and carry out oral and written directions; and establish and maintain cooperative relationships with those contacted in the course of work.
Technical and Analytical Knowledge of:
tools, equipment and procedures used in the overhaul, repair, and adjustment of automotive and related power driven equipment; computer controlled fuel and ignition systems; operating principles of internal combustion engines powered by gas, diesel, and alternative fuels; safe work practices; repair of cranes, draglines, hydraulic booms, digger derricks, personnel lifts, wire pulling, track layer, hydraulic, pneumatic, automotive type heating, air conditioning and electrical equipment; basic electricity; rigging methods, Gantry crane safety, mobile crane inspection, overhead crane/hoist inspection.
Ability to:
inspect gas, diesel alternative fuel power driven equipment to locate difficulties and estimate the cost and time of repairs; perform minor and major mechanical repair on District-owned mechanical equipment; use a variety of tools and equipment with skill; and utilize a Fleet Management Information System.
Operation of:
boom trucks, aerial equipment, and overhead cranes. Administration and Operations Ability to maintain a variety of shop and repair records. Must have good organizational and time management skills with the ability to work independently with minimal supervision. Must be able to prioritize fluctuating work load and be able to handle multiple projects at one time. Must maintain knowledge of current technology by way of periodicals, contact with industry representatives and job related training. Supplemental Information Necessary Special Requirements Possession of an appropriate California driver's license. Ability to obtain : ASE Master Technician Certification in either Automobile/Light Truck or Medium/Heavy Truck classifications. ASE Parts Specialist Certification in either Automobile/Light Truck or Medium/Heavy Truck classifications. Must furnish own hand tools.

Turlock Irrigation District utilizes the Anthem Blue Cross Prudent Buyer PPO Network . Out-of-pocket expenses can be limited if Anthem Blue Cross plan providers and hospitals are used. Employees have a choice of a PPO Plan or a HDHP (High Deductible Health Plan) during open enrollment or a qualifying event as per IRS plan guidelines. Prescription Insurance is administered by Express Scripts . We have a four-tiered co-pay structured plan: generic; formulary; non-formulary; & specialty. For maintenance medications, the Express Scripts "Mail Order" plan is most cost effective. Dental Insurance is provided by the District and administered through Delta Dental PPO Network. Preventative benefits are paid at 100%; basic benefits are paid at 80%, crowns, jackets and cast restoration benefits are paid at 50%. The District offers a voluntary Base Plus Buy-Up plan. Employee costs are minimized when utilizing a Delta Dental PPO Dentist/Orthodontist. Vision Insurance is provided by the District and administered through VSP . Employee costs are minimized when utilizing a VSP Optometrist. The District offers a voluntary Buy-Up Vision plan. Flexible Spending Account (Section 125) is made available to employees to cover health and/or dependent care expenses on a pre-tax basis. A flexible spending account credit card is provided by BCC for health care reimbursable expenses as per IRS regulations. Health Savings Account is made available for those employees electing the High Deductible Health Plan (HDHP) only. A Health Savings Account credit card is provided by BCC for health care reimbursable expenses as per IRS regulations. Life Insurance & Accidental Death & Dismemberment Insurance is provided by the District through VOYA Employee Benefits . Coverage amount is two times the employee's annual base salary. The maximum benefit is $200,000. Supplemental Life Insurance (Employees/Dependents) is available to District employees on a voluntary basis from VOYA Employee Benefits. Employees may elect up to $500,000, in addition to electing spousal coverage up to a maximum of $100k. Long Term Disability is provided by the District and administered by VOYA Employee Benefits. The benefit may reimburse up to 66.66% of basic monthly earnings. Deferred Compensation (457b plan) is available on a voluntary basis to District employees. Contributions are made before taxes through payroll deductions. Employees can authorize withholdings per IRS guidelines. Catch up provisions are available at age 50. Social Security/Medicare participation is required for all employees. The District matches the employee contribution. Retirement Benefits are provided by the District with a contribution by employees. The Defined Benefit Plans are based on date of hire, age, years of service, and average monthly salary at the age you elect to retire.
