Job Description

(This recruitment series is to fill two open positions within the Fleet Services team in the Public Works Department. To be considered qualified, an applicant must meet the minimum requirements for one of the following three levels of the Fleet Service Technician positions.) An employee in this class is respon­sible for the scheduling and completion of maintenance and repair of all City vehicles and equipment. Work is under the general supervision of the Fleet Services Division Manager who primarily reviews work through results ob­tained.
Fleet Technician I:
Grade 13•Monthly Salary $5,287.00•$6,727.00
Fleet Services Technician II:
Grade 14•Monthly Salary $5,552.00•$7,064.00
Fleet Services Technician III:
Grade 16•Monthly Salary $6,120.00•$7,788.00 ESSENTIAL
JOB FUNCTIONS
Performs routine tests, services and repairs on vehicles and mechanical equipment. Most situations are resolved using standard procedures and established guidelines. Requires knowledge of procedures and the ability to evaluate and select the correct solution from defined alternatives. Carry out, and evaluate preventive maintenance schedules for all vehicles and mechanical equipment, either personally, or through outside vendors. Operate a variety of diagnostic instruments and hand, electric, and air driven tools. With supervision, inspect, adjust, and replace necessary units and related parts in the performance of repair and maintenance work. Follow approved shop procedures. Purchase parts and supplies as needed. Provides emergency field assistance to disabled equipment as necessary. Maintain records and utilize software for Fleet Operations and other specialized maintenance records. Regularly operate a motor vehicle to attend to vehicle maintenance-related issues and inspections at various City locations. Operate a variety of vehicles and equipment required to perform duties, including but not limited to automobiles, backhoes, pickup/utility trucks, 12-yard dump trucks, sweepers, chain/trimming saws, snowplows/blowers, miscellaneous power and hand tools, graders, weed eaters, lawn edgers, loaders, riding and manual lawn mowers, large rotary mowers, and farm tractors. Supports the operation and utilization of Asset Management for planning, scheduling, and documenting work activities with respect to priorities identified by the Asset Management Plan. Assists with asset management plan development, supporting the identification of asset inventory and condition, calculating business risk evaluations, determining asset net present value and life cycle costs, and developing alternatives for cost-effective operation and maintenance and long-term investment. Supports condition assessment of existing assets to improve and enhance fleet planning and budgeting. Performs other duties as assigned.
Fleet Technician I:
Mandatory Requirements:
High school graduation or equivalent plus a minimum of one (1) year of experience in engine and power train repair, or any equivalent combination of education and experience that demonstrates the ability to perform the above-described duties.
Necessary Knowledge, Skills, and Abilities:
Thorough knowledge of automotive mechanics, gas and diesel engines, transmissions, hydraulics, generators, and powertrains. Ability to establish and maintain effective preventive maintenance programs, policies, and procedures. Ability to complete assigned projects. Effective verbal and written communication skills. Ability to establish and maintain effective working relationships with employees, supervisors, vendors, and the public.
Desirable Requirements:
For desirable requirements to be considered, one must have met the mandatory requirements noted above: A minimum of two (2) years of experience in engine and power train repair, or any equivalent combination of education and experience that demonstrates the ability to perform the above-described duties. First Aid and CPR certification, Forklift certification, and certifications relevant to the repair and maintenance of gas and diesel engines, Police, and Fire apparatus. Working knowledge of hazards and safety precautions common to municipal maintenance and repair activities. Working knowledge of practices, methods, materials, and tools used in modern equipment maintenance. Ability to weld and complete light fabrication projects associated with repair and maintenance. Possession of, or ability to obtain, ASE (Automotive Service Excellence) and EVT (Emergency Vehicle Technician) certifications. The City of Redmond will support the necessary training and education to maintain and achieve desired certifications.
Special Requirements:
This position requires the use of City vehicles. Possession of, or ability to obtain, a valid Oregon driver's license within thirty (30) days from date of hire. Possession of or must obtain within six (6) months from date of hire, a valid Oregon CDL license of the required classification to operate Public Works Department vehicles and equipment. The City of Redmond will support the necessary training and education to achieve this license. Must have and maintain a safe driving record.
Fleet Technician II:
Mandatory Requirements:
High school graduation or GED equivalent plus a minimum of three (3) years of experience in engine and power train repair or any equivalent combination of experience and training which demonstrates the ability to perform the above-described duties.
Necessary Knowledge, Skills, and Abilities:
Knowledgeable in basic automotive mechanics, including familiarity with gas and diesel engines, transmissions, hydraulics, generators, and powertrains. Ability to perform routine diagnostics and repairs on diesel and gas engines, and to work with hybrid and electric vehicles with guidance. Proficient in using diagnostic tools and equipment for routine maintenance and repairs, with a willingness to learn advanced techniques. Skilled in performing preventive maintenance tasks and following established procedures for vehicle and equipment upkeep. Able to independently complete assigned projects and tasks with a moderate level of supervision. Strong communication skills, both verbal and written, for effectively interacting with team members, supervisors, and external vendors. Capable of establishing and maintaining productive working relationships with employees, supervisors, vendors, and the public. Competent in operating a variety of vehicles and equipment safely, including but not limited to automobiles, pickup trucks, and basic power tools. Able to follow shop procedures and guidelines for purchasing equipment, parts, and supplies as needed. Demonstrates a strong work ethic, reliability, and a willingness to take on new challenges and learn from more experienced technicians.
Special Requirements:
The position requires employees to operate a motor vehicle during their position. Possession of or must obtain within thirty (30) days from date of hire, a valid Oregon driver's license. Possession of or must obtain within six (6) months from date of hire, a valid Oregon CDL license of the required classification to operate Public Works Department vehicles and equipment. The City of Redmond will support the necessary training and education to achieve this license. Must have and maintain a safe driving record.
Desirable Requirements:
Five (5) years of experience in engine and power train repair, or an equivalent combination of education and experience that demonstrates the ability to perform the duties described above. An Associate's Degree in Automotive Technology or a related field, or a certificate from a post-secondary vocational school. Certified in First Aid and CPR. Possess relevant certifications for the repair and maintenance of gas and diesel engines, and basic certifications for Fire and Medic apparatus. Have a solid understanding of the hazards and safety precautions associated with municipal maintenance and repair activities, with a reliable record of following safety protocols. Demonstrate practical knowledge of modern equipment maintenance practices, methods, materials, and tools, with hands-on experience in applying these techniques to various types of equipment. Capable of performing basic arc welding tasks on heavy and light steel, with the ability to produce satisfactory welds. Hold, or be able to obtain, ASE (Automotive Service Excellence) and EVT (Emergency Vehicle Technician) certifications, showing a commitment to maintaining industry standards. HVAC experience and/or an EPA Section 609 Technician Certification. The City of Redmond will support the necessary training and education to maintain and achieve the desired certifications.
Fleet Services Technician III:
Mandatory Requirements:
High school graduation or equivalent; plus, an Associate's Degree in Automotive Technology or a related field, or a certificate from a post-secondary vocational school; plus, a minimum of five (5) years of experience in engine and power train repair; or any equivalent combination of experience and training that demonstrates the ability to perform the above-described duties.
Necessary Knowledge, Skills, and Abilities:
Comprehensive expertise in automotive mechanics, including advanced knowledge of gas and diesel engines, transmissions, hydraulics, generators, and powertrains. Demonstrated ability to diagnose and repair complex diesel and gas engine performance issues, as well as hybrid and electric vehicles. Proven experience in training other technicians on the advanced use of diagnostic tools and systems. Skilled in establishing and maintaining effective preventive maintenance programs, policies, and procedures. Capable of completing assigned projects independently and effectively. Strong verbal and written communication skills, for effectively interacting with team members, supervisors, and external vendors. Capable of establishing and maintaining productive relationships with employees, supervisors, vendors, and the public. Competent in operating a variety of vehicles and equipment safely, including but not limited to automobiles, pickup trucks, and basic power tools. Able to follow and train others on shop procedures and guidelines for purchasing equipment, parts, and supplies as needed. Exhibits exceptional work ethic, reliability, and a proactive approach to tackling complex challenges.
Special Requirements:

Certified in First Aid and CPR. Possess relevant certifications for the repair and maintenance of gas and diesel engines, as well as specialized certifications for Fire and Medic apparatus. Thorough understanding of the hazards and safety precautions associated with municipal maintenance and repair activities, with a proven track record of adhering to safety protocols. In-depth knowledge of modern equipment maintenance practices, methods, materials, and tools, with extensive experience in applying these techniques to various types of equipment. Expertise in performing arc welding on both heavy and light steel, with a demonstrated ability to produce high-quality welds. Possession of, or the ability to obtain, ASE (Automotive Service Excellence) and EVT (Emergency Vehicle Technician) certifications, underscoring a commitment to maintaining high industry standards. MVAC experience and or an EPA Section 609 Technician Certification. The City of Redmond will support the necessary training and education to maintain and achieve desired certifications.
PERSONAL PROTECTIVE EQUIPTMENT

PHYSICAL DEMANDS
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
TOOLS AND EQUIPMENT USED
Telephone system, mobile radio, copy machine, fax machine, computers (including asset management software, Microsoft Office programs, internet, and similar programs); Operate motorized vehicles for mechanical testing purposes, power and hand tools and equipment for vehicle and mechanical system work; mechanic's tools including jacks, hydraulic lifts, air tools, and other tools required for minor repairs and routine maintenance of motorized vehicles; electronic vehicle diagnostic equipment; computer, calculator, phone; copy and fax machine, mobile radio. This position requires use of City vehicles.
WORK ENVIRONMENT
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Employees in this position are required to work in areas or around equipment which may meet or exceed the OSHA Hearing Conservation sound level. Employees in this position will participate in the City of Redmond Hearing Conservation Program. Employee may be required to work evenings, weekends, or holidays.
