Essential Duties and Responsibilities Essential duties listed below are intended only as illustrations of the various types of work that may be performed. Performs routine preventive and corrective maintenance/repair on water and sewer lines, lift stations, hydrants, wells and pumps, manholes and related infrastructure to prevent service interruptions. Assesses, troubleshoots, and performs building and grounds maintenance of water and sanitary sewer facilities and distribution systems. Performs and understands basic operations of computerized control panels and related instrumentation equipment used in the provision of water and sewer services. Participates in citywide snow plowing activities, including sidewalks, using specialized equipment. Prepares and/or analyzes written or computer data, including the use of word processing and spreadsheet programs, CityWorks asset management system, and SCADA. Properly and safely handles water treatment chemicals such as chlorine, fluoride and sulfur dioxide in compliance with applicable OSHA and department standards. Uses proper confined space entry and competent person procedures in assisting with the excavation and repair of the water and sewer distribution system components Performs emergency operations on water and sewer infrastructure, diagnosing power outages and connecting generators for backup power. Understands utility maintenance operations and assists with reconstruction projects. Performs hydrant flushing and repairs, and water meter repairs and replacements. Conducts water sampling as required or assigned. Operates vehicles requiring a valid class B driver's license, including tanker and air brake endorsements. Proficient and safe operation of specialized tools and equipment, including but not limited to; vactor (jetting/hydro-excavating), excavator (track and wheeled), crane, skid loader, loader, plow, gate valve exerciser, sand blaster, forklift, scissor lift, lift truck, locating equipment, and hand tools. Maintains positive and professional working relationships with all staff levels, other jurisdictions and outside agencies and the public. Follows oral and written instructions such as supervisor's work orders and equipment operation manuals. Provides effective and respectful communication and interactions with other employees, supervisors, individuals from other organization, and citizen customers. Performs essential position duties and responsibilities under the working conditions and physical demands described herein. Regular and reliable attendance during scheduled work hours and outside regular hours as necessary. Required to be on-call evenings, weekends and holidays as assigned. Performs other related functions as apparent or delegated. Required Knowledge and Abilities To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skills, and/or abilities required. Thorough practical knowledge of principles, practices, and methods including tools and equipment used in utilities maintenance. Practical knowledge and capabilities and limitations of City equipment, repair techniques and preventative utility maintenance requirements. Ability to perform specialized tasks involving initiative and independent judgment. Ability to work cooperatively with all levels of City personnel, external vendors, and the public. Ability to establish and maintain effective working relationship with others. Ability to perform duties with tact, diplomacy, and discretion. Ability to be detail oriented and follow through with tasks. Ability to maintain a team and service-oriented approach to work. Must have the ability to accept constructive criticism or discipline in a positive manner, initiating self-development to improve job performance. Must strive to promote a cooperative atmosphere in the department and exhibit a positive attitude. Qualifications and Other Information
MINIMUM QUALIFICATIONS
A combination of training and experience substantially equivalent to the following: High school diploma or equivalent. One year of experience working for a public or private utility company, public works utility division, or related field. Valid Class B driver's license including tanker and air brake endorsement, or ability to obtain within six months. Valid Minnesota Department of Health (MDH) Class D Water Certificate and Minnesota Pollution Control Agency (MPCA) Class S-D Operator Certificate upon appointment or must obtain within one year of appointment.
PREFERRED QUALIFICATIONS
Experience operating utility maintenance and repair equipment and machinery, including heavy equipment (skid loader, vactor truck, etc.). Experience repairing components of water and sanitary sewer systems, including lift stations, pumps, meters/valves, and distribution piping. Working knowledge of SCADA, GIS, CityWorks and other computer software programs (word processing and spreadsheets). Three years' experience working for a public or private utility company, public works utility division, or related field. Technical degree or certificate in related field. Valid Class "C" Water and "S-C" operator certificates. NASSCO certification and/or PACP training related to the use of CCTV televising equipment.
PHYSICAL DEMANDS
