This position is loced an Air Nional Guard aviion wing. Its purpose is to serve as the Aircraft Maintenance Group Commander, with responsibility for directing, and managing the Aircraft Maintenance Group. It partners with the Wing Commander, as well as the Mission Support Group, and the Operions Group Commanders in planning, scheduling, and implementing an Operionally Risk Managed (ORM) flying program. The scope of work for the positions is identified with an authorized work force ranging from 325 to 674 Military Technicians, Traditional Guard members, Active Guard/Reserve (AGR), Non Dual Stus Technicians, ste employees, and contract personnel.
MAJOR DUTIES
(1) Collabores with the Wing Commander and other group commanders to plan, develop and implement numerous long term plans to include: the Wing Stregic Plan (mission, goals, values, objectives, etc.), the Base Master Plan (facilities), Communicions/Computer Plan (infrastructure capabilities/upgrade), the Vehicle Replacement Plan, Four Year Deployment Plan, Aircraft Modificion Plan, Depot Input Plan, force management and recruiting/retention plans, weapon system conversions, base supplements to tasking operional plans, operional planning for Aerospace Expeditionary Forces (AEF) participion, and others. Collabores with the Wing Commander, other group commanders, and the HRO on major organizion changes, and changes to Unit Manning Documents (UMDs) based on Logistics Composite Model (LCOM), etc. (2) Through subordine functional supervisors, directs and supervises staff and production functions affecting very complex high performance aircraft with a wide variety of high cost, sophisticed systems, controlling approximely two thirds of base dollars. (3) Plans, organizes, schedules, controls, and directs all unit aircraft maintenance resources to meet mission requirements. (4) Plans, schedules, controls and directs the use of all resources to assure timely, effective and complete support of mission requirements. (5) Plans and institutes fiscal policies to implement federal law and higher headquarters directives. (6) Coordines with the operions and maintenance groups to ensure an integred approach to the solution of problems reling to availability of A/C, and the ability to conduct the military mission. (7) Plans, implements, and executes contingency operions involving from two to six like units in support of Aerospace Expeditionary Forces. (8) Represents and speaks for the Wing Commander, with representives of the Nional Guard Bureau, the Adjutant General, USP&FO, other military components, ste/local governments, business and other public/prive groups or organizions and persons having an interest in the programs of the wing/group. (9) At least semi-annually, meets with other aircraft maintenance group commanders, of the same and/or different mission design series, to advise on policies and procedures affecting the Air Nional Guard aircraft maintenance workforce, infrastructure support, and regulory guidance. (10) Maintains surveillance and ensures effective operion of the maintenance program. (11) Develops CONUS and OCONUS deployment plans to meet unit mission goals, inspection schedules, and deployment requirements. (12) Manages a resource protection program, which includes physical security, informion security, and industrial and occupional safety and health. (13) Prepares for and participes in various types of readiness evaluions. (14) Develops group-level policy and oversees the maintenance automed informion systems. Must have 1-year specialized experience to least the next lower grade th provided experience in applying principles, concepts, and methods of equipment, facility, or service operions sufficient in planning assignments. Experience using well-established occupional methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restorion, repair needs, etc. Experience in determinion of resource needs, allocion of resources, and budgeting/funding needs. Experience in human resources management policy mters affecting the entire organizion, with personnel actions affecting key employees to include experience coordining work forces and resources and negotiing with management or clients concerning problems. APPOINTMENT FACTORS
This is a temporary promotion opportunity in the Excepted Service. The position possesses the potential for non-competitive conversion to a permanent promotion, subject to the availability of resources. This position is authorized to be filled as long as there are funds to support it not to exceed 4 years. Placement in this position is subject to the return rights of the permanent incumbent. In the event the incumbent returns, the selectee may be reassigned to their previous position and grade, or placed in a lower-grade position as authorized by regulions.
