This position supports the Building Division's permit counter operations, including processing permit applications, issuing permits, reviewing submittals for completeness, calculating fees, and providing information and assistance to contractors, designers, and members of the public. This is a customer-facing role that requires a combination of technical knowledge, attention to detail, and strong interpersonal skills. The Building Permit Technician I is the entry-level classification. The Building Permit Technician II is the journey level, distinguished by the ability to perform the full range of duties with greater independence and handle more complex permit types and fee calculations.
SUPERVISION RECEIVED AND EXERCISED
Permit Technician I :
Receives direct supervision from the Permit Center Supervisor. May receive functional direction from journey level Permit Technician and or Senior as directed. May exercise technical and functional direction over lower-level staff as coordinated and directed by the supervisor.
Permit Technician II :
Receives supervision from the Permit Center Supervisor. May receive functional direction from Senior Permit Technician as directed. May exercise technical and functional direction over lower-level staff as coordinated and directed by the supervisor. Minimum Qualifications
EXPERIENCE AND EDUCATION
Building Permit Technician I Experience:
Three (3) years of increasingly responsible clerical or technical work is required. Experience providing assistance in community development, building permit, plan checking, construction engineering or similar work is desirable.
Education:
Education equivalent to graduation from high school is required. College coursework or other training in building construction, technical engineering, community development or other related field is desirable.
Building Permit Technician II Experience:
Two (2) years of experience as a Building Permit Technician I with the City of Fairfield or with another municipal agency with equivalent experience is required. A typical way to obtain the equivalent experience would be two (2) years of public contact work in permitting, building code enforcement or similar department. Experience with land use regulations and the construction process is required.
Education:
Education equivalent to the completion of the twelfth grade is required. Two years of college course work including classes in construction technology, building inspection or civil engineering is desirable.
LICENSE AND/OR CERTIFICATE
Both classifications require possession of a valid Class C California Driver's License. Building Permit Technician II - in addition to the above: Possession of or ability to obtain an International Code Council (ICC) certification as "Permit Technician" or equivalent within 12 months of appointment. Licenses and certifications must be maintained as a condition of employment.
