Job Description
Serve as the leader of the electrical safety effort for construction projects. Work to ensure that appropriate energy control safety procedures are established and followed. Act as the liaison between the Owner, contractors, subcontractors, and vendors to foster a safety conscious culture that implements practical and appropriate energy control procedures. Promote a positive, "can-do" safety atmosphere that enhances the overall work environment of the project and one that is customized for the unique characteristics that each project possess. Itemized Duties 1. Conduct or review
NFPA 70E
training on Standard for Electrical Safety in the Workplace and other required training. 2. Train and supervise Deputy Energy Marshals and the LOTO Managers and LOTO Coordinators. 3. Confirm all individuals working on energized or de-energized and locked out equipment are Qualified Workers based on NFPA 70E, OSHA, or an equivalent qualified electrical safety training standard. 4. Organize and schedule pre-energization meetings in advance of energizing or de-energizing major pieces of equipment, making certain that all critical steps and safety concerns are identified and used to generate daily work plans. 5. Provide final approval and accountability prior to all energizations. 6. Supervise the work of the Deputy Energy Marshals and the LOTO Managers or LOTO Coordinators. 7. Confirm existence of and review LOTO plans for all jobsite work and ensure that only approved LOTO plans are incorporated into daily work plans and work activities. 8. Review single-line drawings and ensure all workers involved in LOTO activities are educated on the involved systems. Responsible for one-line drawing updates.[BS1] 9. Ensure completion of all contractor, owner and equipment manufacturer pre-energization inspections. 10. Verify all Foreign Objects and Debris (FOD) inspections are completed prior to beginning any energization process in compliance with the Owner's and Contractor's FOD requirements. All re-entry into previously energized equipment shall be approved and managed by the Energy Marshal or Deputy Energy Marshall, who shall ensure appropriate FOD re-inspections and re-tamper tagging are completed prior to re-energization. 11. Ensure tamper seal access restriction procedures are followed properly from pre-energization through the appropriate milestones. 12. Restrict access to electrical equipment during energization and commissioning activities through proper safety barriers such as cones and bones [BS2] and other means. 13. Prior to energization verify the following a. Removal of temporary protective grounding/earthing equipment provisions. b. Correct position of switches, circuit breakers, and transfer switches for control circuits, instrument transformer circuits, and power circuits. c. Test switches and terminal block disconnects/switches are in the correct position. 14. Conduct audits and inspections to ensure compliance with the Energy Control Plan (ECP) and LOTO Program. 15. Lead the ECP Task Force 16. Manage MOPs and MOP reviews. 17. Manage overall governance of the ECP. 18. Attend execution of all medium voltage and high voltage switching evolutions. 19. Serve as the ECP Compliance Subject Matter Expert 20. Train subcontractor Energy Marshalls and lead the ECP Task Force 21. Ensure safe conditions for MOP/AP[BS3] processes. 22. Facilitate and lead MOP and ECP status meetings to ensure the process is being executed as planned. 23. Ensure pre-energization paperwork for MOPs and APs are reviewed and approved before execution of the MOP and/or AP. 24. Develop MOP weekly work plans to support project management schedules. 25. Lead root cause analysis investigations for incidents involving energy control issues. Requirements 1. Servant leader mentality willing to both lead by example and by decree when appropriate. 2. Ability to enforce both rigid adherence and practical flexibility depending upon the situation such that all the priorities of a project team are balanced appropriately. 3. Strong electrical background with experience in fast-paced data center construction project with power distribution responsibilities and understanding of critical power redundancy. 4. Experience with writing, reviewing and executing Methods of Procedure (MOPs) for critical power LOTO and initial energizations. 5. Possess an understanding and appreciation of unique data center construction nuances and equipment operation. 6.NFPA 70E
Trained and Qualified 7. OSHA 10 or OSHA 30 Certification a plus 8. Excellent problem-solving skills and attention to detail 9. Qualified licensed Electrician or Electrical Engineer strongly preferred. 10. Strong communication and teamwork skills 11. Ability to interpret line drawings and system redundancies to ensure design of effective LOTO systems. 12. Previous experience in an Energy Marshal or Energy Management role on data center construction projects 13. Willingness to travel weekly or relocate locally to whatever project you may be assigned to with the understanding that some projects may last for years. 14. Willingness to work weekends or nights depending upon the needs of a given project.Job Type:
