Job Description

Position Summary Under limited direction supervises electric linemen crews in the safe installation, maintenance, and repair of overhead and underground electric distribution, service lines, transformers, troubleshooting outages and operating heavy equipment & machinery; supervises and participates in the daily operation, maintenance of the City's electric power distribution system, including one substation, distribution breakers & fuses, and related electric grid components. Ensures safe, efficient, and compliant operations of high, medium, and low voltage system. Ensures high standards of safety and service to the public and electric division. Essential Duties and Responsibilities The following duties are representative and not all-inclusive: Plans, schedules, directs, and assists with work related to the City's electrical distribution system and substations. Supervises and reviews the work of electrical linemen and provides guidance, training, and recommendations for safe work practices. Installs and assembles transformers, switches, pad-mounted facilities, street lighting, capacitors, circuit protection equipment; installs and repairs meter equipment; performs service installs/removals/transfers. Reads and interprets construction plans and schematics (related to the installation of electric power distribution lines). Establishes and oversees daily operations, inspections, and preventative maintenance programs for electric grid systems and breaker facilities. Performs inspections and quality control activities related to operation and maintenance of substation and electric distribution infrastructure. Directs and operates heavy machinery involved with digging, setting and tamping poles in energized lines, pulling overhead and underground conductors in energized environments, digging and backfilling trenches or other excavations. Maintains records and prepares reports related to power monitoring and regulatory compliance. Ensures proper maintenance, cleanliness, and safe operation of vehicles, tools, and equipment. Implements and enforces safety procedures and ensures compliance with industry standards and regulations. Performs and assists with maintenance and repair of electric systems, including work involving high and low voltage conditions. Schedules and oversees preventative maintenance for equipment, vehicles, and machinery. Conducts safety inspections, including voltage testing, grounding checks, and related system evaluations. Assists in budget management and provides recommendations for division expenditures. Communicates effectively and courteously with the public, contractors, and other City employees. Carries out directives from the Director of Public Works and/or City Manager. May assist or work in other departments or divisions as needed. Performs other related duties as assigned.
Qualifications:
Working Conditions & Physical Requirements This position requires significant physical activity and exposure to hazardous and outdoor environments. Frequently lifts and carries up to 80 pounds. Pushes, pulls, or drags up to 150 pounds. Climbs, kneels, crawls, squats, stoops, and bends regularly. Stands or walks for extended periods. Works in extreme weather conditions including heat, cold, and inclement weather. Exposure to electrical hazards including high and low voltage currents. Exposure to dust, fumes, odors, and potentially toxic substances. Regularly works around heavy equipment and energized electrical systems. Work schedule is typically five (5) days per week, forty (40) hours, with rotational on-call duties and emergency response as required. Knowledge, Skills, and Abilities Thorough knowledge of electrical distribution systems, substations, transformers, and power line operations. Working knowledge of applicable best practice electric distribution systems, safety standards, and regulations. Skill in operating equipment and tools used in electric system maintenance and repair. Ability to perform both minor and major repairs safely and effectively. Ability to plan, organize, and supervise the work of others. Ability to communicate effectively and maintain positive working relationships with employees and the public. Be proficient in pole top, bucket and vault rescue. Minimum Qualifications High School Diploma or GED equivalent. Valid Texas Class B Commercial Driver s License (CDL) or higher. Certification in overhead power distribution and maintenance.
