Description General Description This is skilled, journey-level automotive mechanic work in the maintenance and repair of City of Johnstown vehicles, equipment, and parts. An employee in this position performs skilled maintenance, inspection, and repair on a wide range of gasoline- and diesel-powered vehicles and equipment, including cars, trucks, tractors, fire apparatus, emergency vehicles, and construction machinery. Work includes diagnosing mechanical and electrical problems, performing preventive maintenance, and ensuring compliance with state safety and emissions standards. Employees may direct or assist other maintenance staff, such as Tradesman Helpers, Laborers, or Equipment Operators, during repair or maintenance projects. Assignments are received through general instructions, work requests, and the Automotive Fleet Preventive Maintenance Schedule. Employees work independently within established mechanical and safety guidelines and are reviewed by the Automotive Mechanic Supervisor or an administrative superior through inspection of work results and completion reports. Examples of Work (The following examples illustrate the types of work performed by employees in this class. All duties may not be performed by every position, and this list is not all-inclusive.) Repairs and overhauls vehicles such as cars, trucks, fire apparatus, and heavy-duty equipment including sweepers, backhoes, and plows.
Diagnoses and repairs diesel and gasoline engines, transmissions, clutches, brakes, cooling systems, and electrical components.
Performs preventive maintenance; conducts tune-ups, oil changes, and tire replacements.
Performs official state inspections and emissions testing; completes inspection records and affixes proper documentation.
Repairs and maintains hydraulic, pneumatic, and air brake systems.
Conducts welding and fabrication using MIG and stick welders; uses cutting torches as needed.
Repairs or replaces shock absorbers, alternators, hour meters, and other components.
Tests, repairs, and installs electrical wiring, switches, lighting, and multiplex systems.
Repairs small engines and related mechanical equipment.
Diagnoses and repairs mechanical failures on the road and prepares service reports.
Keeps detailed records of repairs, parts usage, and maintenance schedules.
Orders and obtains parts and materials as needed.
May instruct or oversee less experienced mechanics or helpers.
Performs other related duties as assigned by the Director of Public Works or Automotive Mechanic Supervisor. Knowledge, Skills, and Abilities Thorough knowledge of automotive vehicles, equipment, and the standard practices of the mechanic trade.
Strong understanding of diesel and gasoline engine systems, including troubleshooting and preventive maintenance.
Knowledge of heavy-duty automatic transmissions, air brake systems, and hydraulic systems.
Knowledge of electrical systems, including 12-volt and multiplex wiring.
Familiarity with fire service water pumps, small engine maintenance, and equipment diagnostics.
Ability to read and interpret technical manuals, diagrams, and schematics.
Knowledge of state inspection and emissions regulations.
Skill in using diagnostic tools, measuring devices, and electronic testing equipment.
Skill in welding, cutting, and light fabrication.
Ability to perform emergency repairs under adverse conditions.
Ability to follow oral and written instructions and complete detailed records and reports.
Ability to establish and maintain effective working relationships with coworkers and supervisors. Minimun Experience and Education High school diploma or equivalency certificate.
Four (4) years of experience in the automotive mechanic trade; or completion of an approved apprenticeship; or any equivalent combination of experience and training.
Completion of relevant trade school or technical coursework preferred.
ASE certifications preferred. Licenses and Certifications Possession of a valid Pennsylvania Class A Commercial Driver's License (CDL) with applicable endorsements.
Must possess or obtain within 90 days of hire a Pennsylvania State Inspection and Emissions License.
Must possess or be able to obtain certifications as required, which may include:
CFC-12 or 134A Refrigerant Recycling Certificate
Compressed Natural Gas Certificate
EVT (Emergency Vehicle Technician) Certification Physical Demands and Work Environment Ability to perform heavy physical labor, including lifting, bending, and standing for prolonged periods.
Ability to perform mechanical repairs in confined or awkward spaces.
Work may involve exposure to noise, grease, fumes, and hazardous materials.
Must be able to use hand and power tools safely and follow all applicable safety procedures. Additional Requirements Must possess a quality set of personal mechanic's tools.
Must be available for emergency call-outs, overtime, and special events as needed.
Ability to pass a background check and physical examination, including a drug test.
