SOLIDWASTE MANAGEMENT DEPARTMENT, ENERGY RECOVERY SECTION, MAINTENANCE GROUP, PUENTE HILLS GAS-TO-ENERGY FACILITY, WHITTIER NOTES
The incumbent is responsible for working overtime as needed and responding to emergencies, which includes being placed on a weekend emergency callout list and promptly attending to emergency callouts as required. Furthermore, this position directly involves handling the Annual Power Plant and Facility outages. Puente Hills Gas-to-Energy is the base location, but this position also supports the Puente Hills Landfill, Spadra Landfill, Scholl Canyon Landfill, Palos Verdes Landfill, Mission Canyon Landfill, Calabasas Landfill Gas-to-Energy Facility, Calabasas Landfill, Puente Hills Material Recovery and Intermodal Facility, Downey Area Transfer and Recycling facility, South Gate Transfer Station, Mesquite Regional Landfill and Intermodal Facility, and Tulare Lake Compost Facility. A crane certification from the State of California may be required. Should it be required, crane certification involves attendance at training sessions, passing written and/or practical examinations and providing annual evidence of medical fitness. The incumbent operates a utility body service truck equipped with a 5,000-lb. crane and is expected to follow safe driving practices at all times. The selected candidate must be medically cleared to wear a respiratory protection device. This is a 9/80 position with alternating Fridays as the regular-day-off (RDO).ESSENTIAL FUNCTIONS
To perform more skilled preventive repair and maintenance of stationary equipment, machinery, and steam turbines, gas turbines, gas collection systems and water extraction systems at Solid Waste and Energy Recovery Facilities. The major job duties are listed below. For a detailed list, please see job description . Performs precision repair, major overhaul, installation, and preventive/predictive maintenance on landfill gas-to-energy equipment including reciprocating engines and/or turbines, gas compressors, blowers, pumps, gearboxes (e.g., speed reducers and increasers), heat recovery and cooling systems, lube oil systems, and process and instrument air compressors using mechanical tools, diagnostic equipment, rigging devices, and manufacturer specifications to ensure safe, reliable, and efficient power generation. Maintains and repairs mechanical components of landfill gas collection, compression, and treatment systems including gas headers, moisture separators, knockout pots, condensate pumps, and associated piping and support systems to ensure proper gas flow, pressure regulation, and environmental compliance. Maintains and repairs stationary hydraulic and pneumatic systems including pumps, cylinders, regulators, valves, and associated components to ensure proper system pressure, responsiveness, and operational safety. Disassembles, inspects, and evaluates rotating and stationary mechanical components using visual inspection techniques and precision measuring instruments (e.g., gauges, calipers, micrometers, dial indicators) to determine wear, alignment, tolerance compliance, and functional capacity prior to repair, rebuild, or replacement. Collects, interprets, and documents diagnostic field data (e.g., vibration waveform analysis, ultrasonic readings, temperature trends, and other condition-monitoring data) using predictive maintenance technologies to detect developing mechanical deficiencies and recommend corrective action. Communicates and collaborates closely with other mechanics and operations staff (e.g., instrumentation technicians, power plant operators) to diagnose and resolve mechanical issues, communicate findings, and document corrective actions to ensure safe, efficient, and reliable plant operations. Applicants must possess all of the following: A valid California Class C driver license One of the following: Equivalent to four (4) years of directly related experience in the stationary mechanic apprenticeship program with the County Sanitation Districts of Los Angeles County, one (1) year of which must have been at the Apprentice II level Four (4) years of experience performing directly related skilled maintenance or craft duties involving the repair and overhaul of a variety of comparable machinery and equipment One of the following substitution options may be applied toward the experience requirement: Twelve (12) semester units of college coursework approved by the Districts or completion of one (1) year of a two (2) year trade school in a mechanical technology or closely related program may be substituted for one (1) year of the required experience Graduation from a two (2) year trade school in a mechanical technology or closely related program may be substituted for two (2) years of the required experience The competitive selection process may cover:Knowledge of:
Principles and practices of maintaining and overhauling stationary and rotating mechanical equipment used in industrial power generation facilities Operating characteristics and common failure modes of reciprocating engines, gas compressors, pumps, blowers, gearboxes, and associated cooling and lubrication systems Mechanical alignment, vibration behavior, lubrication systems, hydraulic and pneumatic system fundamentals, and power transmission concepts Preventive and predictive maintenance concepts, including condition-based monitoring techniques Ability to: Inspect, diagnose, and repair complex stationary and rotating mechanical equipment in a gas-to-energy facility Disassemble, rebuild, and reassemble mechanical components in accordance with manufacturer specifications and tolerance requirements Interpret blueprints, schematics, and technical manuals to perform equipment installation and repair Use precision measuring instruments and diagnostic tools to evaluate equipment condition and verify mechanical tolerances Perform preventive and predictive maintenance procedures to identify developing mechanical deficiencies Communicate technical findings clearly and collaborate effectively with operations and maintenance personnel Provide guidance or instruction to less experienced mechanics or apprentices in safe and proper trade techniques This posting will remain open until vacancy is filled and is subject to closure without notice.SELECTION PROCESS
