DEFINITION
Under general supervision, performs complex and difficult work in support of all District collection system installation, inspection, preventive and corrective maintenance and repair activities; performs underground televised wastewater line inspection and hydrocleaning of lines; inspects and performs preventive maintenance, servicing and mechanical repair of stationary pumping station and mobile equipment; trains lower level staff and schedules/assigns work orders; and performs related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision and training from the Wastewater Maintenance Manager. Exercises technical and functional direction over and provides training to less experienced field maintenance support staff.
CLASS CHARACTERISTICS
This is the advanced journey-level in the maintenance worker class series that performs complex duties required to ensure that District infrastructure, systems, and facilities are maintained in a safe and effective working condition and provide the highest level of safety for public use. Responsibilities include inspecting and attending to assigned areas in a timely manner, and performing a wide variety of tasks in the maintenance and repair of main sewer lines, laterals, pumping stations and mobile equipment. Positions at this level are distinguished from the II level by the performance of complex wastewater maintenance duties as well as training, scheduling and assigning work orders to lower level staff. In addition, positions at this level require Possession of a valid Grade III Wastewater Collection System Operator Certificate. This class is distinguished from the Wastewater Maintenance Lead Worker in that the latter is responsible for technical and functional supervision of lower-level maintenance staff and is capable of performing the most complex duties assigned to the division. Examples of Typical Job Functions (Illustrative Only) Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job. Performs complex inspection, construction, maintenance, and repair activities of District infrastructure; rates condition of manholes as necessary. Schedules and assigns work orders; trains assigned employees in work methods, use of tools and equipment, and relevant safety precautions. Tracks root and roach infestation in pipe segments; recommends locations for root foaming application or spraying as necessary. Oversees inventory of wastewater maintenance tools, equipment, and supplies; tracks inventory and notifies higher level staff when inventory is low. Monitors fuel tank levels and notifies higher level staff when fuel level is low. Operates specialized vehicles and a variety of light, medium, and heavy equipment related to the maintenance and repair of the District's sanitation infrastructure system. Operates hydrocleaning and rodding equipment to clean and flush sewer lines on a scheduled or emergency basis. Inspects pumping stations on a scheduled basis; reads and records flow meters and gauges; performs servicing and repair of pumps, motors, valves and other mechanical and electrical equipment, including pulling and de-ragging pumps; responds to power outages and installs generators and bypass pumps, as necessary. Checks and interprets the District's Supervisory Control and Data Acquisition (SCADA) and Geographic Information (GIS) systems. Responds to customer complaints or problems and uses inspection equipment to identify causes and facilitate repair. Inspects underground sewer pipes, lateral connections and associated appurtenances using closed-circuit television equipment to locate leaks, breaks, infiltration and the buildup of dirt, debris, roots and other materials on a scheduled preventive maintenance basis. Sets up traffic control and safety equipment when using vehicles on a street or other roadway; uses safety equipment and observes all safety procedures as specified by the District. Notifies supervisor of the need for repair or additional maintenance as found during routine inspection and cleaning activities; prepares work orders or notes service requirements. Operates a variety of hand and power tools and equipment related to work assignment as instructed. Services and maintains mobile equipment in a clean and orderly condition; makes minor repairs as needed; services and repairs specialty hydrocleaning and television inspection equipment. Contacts the public to inform them of activities and shutdowns; explains applicable rules and regulations. Responds to emergency calls for service; mitigates overflow spills and damage as required. Maintains public facilities, shop and garage areas, storage sites, and other work areas in a clean and orderly condition, including securing equipment at the close of the workday. Enters data into an automated work order tracking system; maintains accurate records of work performed. Performs confined space entry, as necessary. Serves as Wastewater Maintenance Lead Worker as necessary. Performs after-hours emergency work and on-call duties as assigned. Performs other duties as assigned.
Qualifications Knowledge of:
Advanced principles, practices, tools, equipment and supplies required to maintain and repair a wastewater collection system, including underground sewer lines and laterals and pumping stations. Basic principles of training. Advanced principles and practices of mobile equipment servicing and repair. Traffic control procedures and traffic sign regulations. The operation and minor maintenance of a variety of hand and power tools, vehicles, and light to heavy power equipment. Operational characteristics of specialized construction maintenance and repair equipment. Occupational hazards and safety equipment and practices related to the work, including the handling of hazardous chemicals. Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility. Safety practices related to the work, including confined space entry. Computer applications related to the work. Principles and practices of mathematics. Safe driving rules and practices. English usage, spelling, vocabulary, grammar, and punctuation. Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and District staff.
Ability to:
Train others in proper and safe work procedures. Identify and implement effective course of action to complete assigned work. Perform skilled work related to the installation, inspection, maintenance and repair of underground sewer lines and laterals, and pumping stations. Perform servicing and minor maintenance on a variety of stationary and mobile equipment. Safely use hand and power tools related to the work and drive and operate trucks and hydrovactor equipment. Perform assigned maintenance and repair duties with accuracy, speed, and minimal supervision. Operate specialized construction maintenance and repair equipment. Interpret and apply the policies, procedures, laws, codes, and regulations pertaining to assigned programs and functions. Set up and operate traffic area construction zones, including cones, barricades, and flagging. Read, interpret, and apply technical information from manuals, drawings, specifications, layouts, blueprints, and schematics. Follow District policies and procedures related to assigned duties. Make accurate mathematical calculations. Respond effectively to emergency situations and troubleshooting such situations. Maintain accurate logs, records, and basic written records of work performed. Organize own work, set priorities, and meet critical time deadlines. Communicate effectively, both orally and in writing. Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines. Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work. Education and Experience Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Equivalent to the completion of the twelfth (12 th ) grade and three (3) years of experience in wastewater or storm sewer line cleaning and maintenance or in underground pipeline construction. College-level coursework is preferred.
Licenses and Certifications:
Possession of, or ability to obtain, a valid California Driver's License by time of appointment, and satisfactory driving record. Valid class B driver's license with the appropriate endorsements, and satisfactory driving record. Possess and maintain a valid Grade III Wastewater Collection System Operator Certificate issued by the California Water Environment Association (CWEA). PHYSICAL DEMANDS
Must possess mobility to work in the field; strength, stamina, and mobility to perform medium to heavy physical work, to work in confined spaces and around machines, to climb and descend ladders, to operate varied hand and power tools and construction equipment, and to operate a motor vehicle and visit various District sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work sites. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 75 pounds, or heavier weights with the use of proper equipment.
ENVIRONMENTAL ELEMENTS
Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives and contractors in interpreting and enforcing District policies and procedures.
WORKING CONDITIONS
May be required to be on-call and to work various shifts or emergencies on evenings, weekends, and holidays.

  • $2,140 RETIREMENT BENEFIT The District contracts with California Public Employees Retirement System (CalPERS).
The monthly retirement allowance is determined by age at retirement, years of service credit and final compensation. The basic benefit is 2% of final compensation for each year of credited service upon retirement at age 55, 60, or 62. CalPERS Tier 1 Employees hired on or before July 1, 2011
  • 2% at 55 plan. The District pays both the employee contribution (7% of gross annual income) and employer contribution (varies). CalPERS Tier 2 Employees hired on or before July 1, 2011 to December 31, 2012
  • 2% at 60 plan.
Employees pay the employee contribution (7% of gross annual income) and the District pays the employer contribution (varies). CalPERS Tier 3 Employees hired on or after January 1, 2013 are enrolled in the 2% at 62 plan. Employees pay the employee contribution (50% of the Normal Cost) and the District pays the employer contribution (varies).
WORK SCHEDULE
Full-time employees work a 4/10 schedule. MEDICAL The District offers medical insurance through CalPERS. Employees elect the plan and tier of their choice.

The District offers dental vision, and supplemental life insurance through Special District Risk Management Authority.
LIFE INSURANCE, ACCIDENTAL DEATH AND DISMEMBERMENT
(AD&D)
INSURANCE
the District pays for a Life Insurance/AD&D policy for all full-time employees that provides a $50,000 coverage. Full-time employees are eligible on the first day of the month on or after completing 90 days of continuous employment. Part-time employees are ineligible for this benefit.
LONG-TERM DISABILITY INSURANCE
the District pays for a non-work related Disability Insurance plan for all full-time employees that pays up to 60% of an employee's basic monthly earnings not to exceed $5,000 per month following a 90 day waiting period of continuous disability. Full-time employees are eligible on the first day of the month on or after completing 90 days of continuous employment. Part-time employees are ineligible for this benefit.
CELL PHONE ALLOWANCE
$960 annually
EMPLOYEE ASSISTANCE PROGRAM
(EAP) The EAP provides confidential counseling, education and referral on work and life challenges 24 hours a day, seven days a week.
RETIREMENT HEALTH SAVINGS PLAN
(RHS) through MissionSquare. Employees contribute 1% of their base salary and the District matches 1%. Funds can be used to pay healthcare premiums and out-of-pocket expenses in retirement. Employee amount is 100% vested immediately. Vesting in the employer contributed amount occurs at 5 years of service with the District, at which time there is 100% vesting.
BILINGUAL PAY
Eligible employees who are certified and designated as "District Translators" shall receive premium pay for the performance of bilingual written and/or oral skills.
WASTEWATER MAINTENANCE EMPLOYEES PREMIUM PAY
Employees who are routinely and consistently assigned to repair and maintain sewer systems shall receive a premium pay of 1.5% of their base pay for each California Water Environment Association Collection System Maintenance and/or Electrical Instrumentation Grade Certification level achieved.
WELDER PREMIUM PAY
Employees who are routinely and consistently assigned to repair sewer manhole covers by application of welding skills and who possess a current welding certification, shall receive a premium pay of 1.5% of their base pay.
STANDBY PAY
For each day on standby duty where an employee is assigned to respond to emergency locations that occur after regular working hours, the employee employee will be paid a flat rate of $75 per day for the Primary Standby Person and $50 a day for the Secondary Standby Person.
SHIFT DIFFERENTIAL PAY A
non-exempt Wastewater Maintenance Worker or SCADA Technician/Industrial Electrician employee required to work a shift cleaning sewer lines between the hours of 6:00 p.m. and 5:00 a.m. will be compensated an additional 7% above the employee's base hourly rate of pay for hours worked during that time period.
CLOSED CIRCUIT TELEVISION
(CCTV) PAY Employees who successfully pass the Pipeline Assessment & Certification Program from the National Association of Sewer Service Companies, and who routinely televise, view, and analyze CCTV of sewer pipes as part of their regular duties, shall receive a premium pay of 1.5% of their base pay.
MANHOLE ASSESSMENT CERTIFICATION PAY
Employees who are routinely and consistently assigned to repair and maintain sewer systems shall receive a premium pay of 1.5% of their base pay for successfully passing the Manhole Assessment & Certification Program (PACP) from the National Association of Sewer Service Companies (NASSCO.)
COMMERCIAL DRIVER'S LICENSE PAY
Employees who are required to maintain a Commercial Driver's License, Class "C" or who maintain a Class "A" for the performance of their assigned job duties, will receive an annual pay of $520.
OPTIONAL BENEFITS DEFERRED COMPENSATION PLAN
(457B) This voluntary 457 Plan through Empower provides employees with the opportunity to invest a portion of their salary on a pre-tax basis. The plan includes a hardship loan option.
TECHNOLOGY LOAN PROGRAM
The District will assist with the purchase of technology equipment and software for personal use by granting an interest free loan in the amount of $200

TUITION REIMBURSEMENT PROGRAM
Full-time employees, who have completed six months of service, are eligible for tuition reimbursement for a maximum of $5,000 per year for educational courses in order to foster personal development in job-related areas as well as career advancement.
SUPPLEMENTAL INSURANCE
The District offers optional Short-Term Disability Insurance; Hospital Insurance; Cancer Insurance; Specialized Health Event and Accident Insurance through
AFLAC. WELLNESS PROGRAM REIMBURSEMENT
The District encourages employees to achieve and maintain a healthy lifestyle through physical fitness. Employees will be reimbursed up to $25 per month for eligible Wellness Program items.
REWARDING IDEAS PROGRAM
The Rewarding Ideas program is an employee suggestion program that encourages employees to generate ideas for organizational improvements. Monetary rewards range from $100 to $1,000.
LEAVES SICK LEAVE
Full-time employees accrue sick leave at the rate of 3.70 hours per pay period. Part-time employees who work 30 or more days in a year are entitled to 40 hours of paid sick leave.
VACATION
Full-time employees accrue 92 to 284 vacation hours annually based on years of service. Employees may use vacation after six months of continuous service.
HOLIDAYS
The District observes the following 12 holidays: New Year's Day; Labor Day; Martin Luther King Day; Thanksgiving (Wednesday
  • Friday);President's Day; Veteran's Day; Memorial Day; Christmas Eve; Christmas Day; Fourth of July.
Employees also receive two floating holidays to be used incrementally by the end of the fiscal year.
COMPENSATORY
(COMP) TIME Accrued by converting overtime hours to Comp time off hours. Comp time is used like vacation and may also be used like sick leave.
ADMINISTRATIVE LEAVE
Exempt full-time employees receive 40 hours of Administrative Leave each fiscal year.
CALIFORNIA FAMILY RIGHTS ACT
(CFRA) LEAVE Provides eligible employees with up to 12 weeks of unpaid, job-protected leave to care for their own serious health condition or a family member with a serious health condition, or to bond with a new child.
BEREAVEMENT LEAVE
