Performs skilled maintenance, repair and construction work on mechanical and plumbing systems, buildings, and facilities, and performs basic carpentry, painting and minor electrical building maintenance work; performs general maintenance work, and related work as required.SUPERVISION RECEIVED
Works under the general supervision of a foreperson or designated supervisor who assigns general work areas and specific work to be performed; work is carried out with considerable independence and judgment to reach the desired results. Work is reviewed for assurance that desired results are obtained, and that appropriate care and safety is exercised in the operations, and reports and tracks work accomplished to applicable supervisor.SUPERVISION EXERCISED
Provides lead work supervision to maintenance staff assigned to specific jobs, and may provide general supervision to temporary helpers.EXAMPLES OF ESSENTIAL DUTIES
Performs a variety of semi-skilled and routine tasks, light and heavy labor, and related work. Organizes work in a safe, efficient and professional manner in accordance with supervisor's instructions. Performs building maintenance work, e.g. carpentry, painting and minor electrical work. Uses hand tools and power equipment, e.g. and welding machine. Maintains work area in clean and safe condition. Performs manual labor in department units as assigned. Follows a preventive maintenance schedule. Performs cleaning, adjusting, repair and related tasks in maintaining heating, cooling and other mechanical systems. Inspects mechanical equipment, mechanical systems, and facilities, and recommends repair or replacement to supervisor. Trouble shoots malfunctions and makes mechanical, plumbing and minor electrical repairs as needed. Follows safety practices and procedures at all times. Studies building plans, blueprints, diagrams or drawings to determine equipment, tools and materials required. Plans work procedures using repair manuals, charts and experience. Uses testing equipment, power and hand tools to analyze, test, inspect and determine malfunctions. Repairs, replaces parts, or installs new equipment as needed. Maintains time and materials records. Performs in-house plumbing and pipe fitting for buildings and facilities. Leads in the installation and repair of pipes, fittings and fixtures of heating, water and drainage systems. Cuts and threads pipes, using pipe cutter, cutting torch and pipe threading machine. Follows the City's and OSHA required safety policies, procedures and practices at all times, and wears personal protective equipment & clothing and equipment as is necessary and required. Performs winter and storm emergency work in the Facilities and Energy Division. Operates snow removal equipment including snow blowers, and uses hand tools such as shovels. Maintains City owned properties including cleaning up debris/trash, grass and vegetation cutting, and any other related property and site maintenance required. Performs safety checks before and after operating vehicles and equipment. Maintains tools and equipment utilized including preparing and servicing assigned equipment with fuel, lubricants, and accessories. Drives trucks and other vehicles as necessary. Operates tow behind compressor powered tools, circular saws, pumps, generators, air hammers, tractor, and other power driven equipment. Operates a wide variety of small equipment, including but not limited to: string trimmers, mowing equipment, on and off road motor vehicles, snow blowers, chain saws, tractors, hedge trimmers, wood chippers, and water pumps. Performs related work as is required.EXAMPLES OF INCIDENTIAL DUTIES
Assists supervisor in reviewing plans for major renovations and/or installation of mechanical systems by independent contractors. May inspect work being performed and assists in final acceptance procedures. Performs basic landscape work as required such as mowing and trimming grass, and other similar work. Operates department vehicles in moving materials, supplies and tools, and uses power and hand tools, including soldering and welding equipment and maintains assigned tools and equipment. May assist in the maintenance and repair of buildings systems and related equipment.KNOWLEDGE, SKILL AND ABILITIES
A working knowledge of building and facility mechanical and plumbing systems, equipment, tools, and methods of trade. A working knowledge of the occupational hazards and safety precautions of the trade. Ability to maintain a working knowledge of changes in mechanical or plumbing systems and equipment. Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagrammatic form. Ability to add, subtract, multiply and divide all units of measure. A working knowledge of safety procedures and practices. Ability to work in a professional manner with other city employees, the public, and contractors. Ability to perform duties and operate assigned equipment in a safe and effective manner. Ability to perform preventive maintenance on assigned equipment, tools, etc. Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagrammatic form. Ability to work with other employees and to relate positively and professionally with the public. Ability to work cooperatively and deal effectively with all City personnel, the public, and private contractors, in a courteous and positive manner. Ability to perform semi-skilled tasks and manual tasks which require physical strength and endurance.MINIMUM QUALIFICATIONS
High school diploma, GED, or completion of a vocational technical school program in the trades or of an approved apprenticeship program in the trades, and three years experience at the journeyman level; or an equivalent combination of experience or training.LICENSE OR CERTIFICATE
A valid CT driver's license is required, and current Connecticut CDL Class B is desirable. Current licenses associated with building trades such as electrical, plumbing, and heating and air conditioning licenses are also desirable.PHYSICAL EXERTION/ENVIRONMENTAL CONDITIONS
Performs duties in extreme weather conditions, including heat, cold, rain or snow. Must wear protective clothing and safety equipment. Exposed to the hazards of operating machinery. Must be able to lift and/or carry objects of medium to heavy weight. Some highway driving may be required to carry out duties. Exposed to hazardous conditions during routine work and in general emergencies. Physical strength and agility sufficient to do heavy manual work.NOTE:

The probationary period for this position shall be one (1) year for new hires to the City and six (6) months for employees that enter this job through an internal promotion.THIS EXAMINATION WILL BE COMPOSED OF
OPENCOMPETITIVE EXAMINATION PASSING GRADE
The minimum passing grade is 70%. •The City reserves the right to select any of the examination weights listed above.PASSING GRADE
The minimum passing grade is 70%. In the written examination phase only, the passing grade will be established utilizing the flexible passing point system. In no event will this passing point be set less than 60% of raw score.DURATION OF EMPLOYMENT LIST
A certified employment list shall be in effect for one year from the date of its establishment by the Civil Service Commission. The Civil Service Commission, may, upon the showing and finding of exigent or extenuating circumstances, extend the duration of the list when it is in the best interest of the City. However, in no case shall any certified employment list remain in force for more than two years.RULE OF FIVE PLUS THREE
When a vacancy exists for this position, the Appointing Authority is sent the first five names in rank on the certified employment list plus the next three highest City residents. All may be considered equally for the one job vacancy.PHYSICAL EXAMINATION
Prior to beginning work, the successful candidate must complete and qualify on a City medical examination , background check and drug screen.REASONABLE ACCOMMODATIONS
