MINIMUM TRAINING & EXPERIENCE
Graduation from high school, plus a minimum of one (1) year of experience in construction work and operation of equipment and/or construction of street and drainage related projects; building, ground, landscaping, irrigation maintenance. Must possess a valid Florida Driver's License and have and maintain an acceptable driving record.
SPECIAL REQUIREMENT
Must be able to use hand tools, read simple blueprints and schematics. Must possess trade skills in one or more of the following: landscaping, street construction, drainage work and irrigation systems.

) In addition to the above Minimum Training and Experience and Special Requirement, must possess a valid State of Florida Class "A" Commercial Driver's License (CDL) and have and maintain an acceptable driving record.
EMERGENCY DECLARATION STATUS
Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident-by-incident basis, the employee's Department Head will make the determination as to who will be required to work.
GENERAL STATEMENT OF JOB
Under general supervision, working independently or in teams, may perform maintenance and construction work on street and drainage-related construction projects; may perform litter/debris removal; mowing and other landscape maintenance duties along road rights-of-way and other public property throughout the City. Work may involve maintaining the City's streets, curbs and sidewalks, and applying tac asphalt, pouring and forming concrete; performing landscaping duties to protect completed project sites; assisting in surveying by using level and checking established grade lines, operating hand and power tools in preparing concrete, operating a forklift and hand tamper, and cleaning and maintaining equipment utilized. Work may involve working in the City's sign shop and assisting the Traffic Operations staff. Employee may also be responsible for placing concrete or asphalt, operating motorized equipment (mower, sidewalk grinder, tamper, roller, etc.). May be responsible for the Holiday Flags. Work may be required on holidays and weekends. Employee is required to use tact and courtesy when dealing with the citizens and employees. Must exercise some independent judgment and initiative in ensuring proper completion of work assignments. Complete daily work orders and input into the online system. Reports to assigned Supervisor.

) In addition to the above, employee performs specialized skilled work in the operation of one or more types of motorized heavy equipment. Work involves driving diesel and non-diesel trucks to haul gravel, dirt and concrete; operates various types of heavy equipment utilized by the Department, such as heavy dump trucks, front-end loaders and backhoes.
SPECIFIC DUTIES & RESPONSIBLITIES ESSENTIAL JOB FUNCTIONS
Repairs and maintains mains, ditches; places pipes and fittings into excavated ditches; dig up roads to install pipes; maintains irrigations systems. Assists in surveying swales and utilizing surveying equipment. Operates motorized equipment such as mowers, rollers, sidewalk grinders, tampers, and other equipment used to install pipes, asphalt and sidewalks. May be required to use blowers, weed eaters and edgers in the performance of assigned work. May be required to operate forklifts and hand tampers on various projects. May operate hand and power tools installing concrete and performing landscaping functions; maintains and services minor equipment utilized. Uses hand tools and equipment for land clearing and grading. Installs and repairs asphalt, concrete, sod, and rip-rap for construction projects; drainage pipes, catch basins, and manholes; installs concrete curbing and sidewalks; performs manual labor functions maintaining and installing roadway and drainage projects. Work may include the removal and disposal of obstructions that block the view of regulatory and other signs; the removal and disposal of dead and undesirable trees and shrubbery; the removal and disposal of yard waste and other cut debris; the policing of the public roadways to enhance their beauty and safety; sweeping and cleaning off of sidewalks and roadway surfaces; removal and disposal of non-permitted signs and other non-approved items from the roadways; application of herbicide, pesticide and fertilizer. Work includes the collection, removal and disposal of litter/debris; mowing; tree trimming and pruning; de-weeding and edging of curb lines, borders, fences, sidewalks and pavement edges; weed and grass trimming around poles, signs, fire hydrants, guardrails, irrigation distribution heads, drainage inlets, trees, shrubs, flower-mulch-rock beds and other objects that may be located within the public roadways and city facilities. Performs landscape work, planting trees and shrubs. Trims trees, shrubs and other plants and maintains flower beds; trim trees or shrubs, police grounds and dump trash cans, mow, weed-eat or edge. Fills and levels ditches and excavations, patches, grades and repairs roads and driveways. Loads and unloads equipment or materials on trucks. Responsible for directing traffic around construction sites and ensuring proper signage is displayed. May be assigned to shift work. May be required to work weekends and holidays. May be required to respond to after-hour calls. Responsible for completing any special assignments which are given by the supervisor. Inputs daily information into the online system. Maintains logs and records of maintenance and repair work performed, and supplies and materials requisitioned and consumed. Responsible for maintaining a sufficient supply of materials and equipment necessary to perform the tasks assigned. Must be prepared to assist drivers and pedestrians with route directions when asked. Responds to citizen and staff complaints and other concerns that involve any of the functions described herein. Performs routine maintenance to include the daily cleaning of the truck and all equipment. Responsible for the Holiday Flags and related activities. May be required to attend public functions representing the City regarding the City's Adopt-A-Road/Median community enhancement programs and Keep Brevard Beautiful and Litter Hot Line Program and support the efforts of the City's Adopt-A-Road Teams by removing litter/debris items piled up under the team signs after a collection cycle has been completed. Assists the Traffic Operations staff by providing the labor needed in the installation, and fabrication of traffic signs, and pavement markings; also, may help with the installation of tube counters, and to help set up work zone as directed by Sign and Traffic Technician. Also responsible to help the Traffic Operations staff when working on traffic signals by handing the technician tools and supplies, and directing traffic as requested. Present a neat appearance. Use courtesy and tact when dealing with the public and employees.

Life Insurance:
The City of Palm Bay provides each employee with life insurance in the amount of one time their annual base salary at no cost. Additional coverage is available at the employee's cost up to the Guaranteed Issue amount of $250,000.
Dependent/Spouse Life Insurance:
The City of Palm Bay provides each employee with dependent/spouse life insurance in the amount of $5,000 per dependent at no cost. Additional coverage is available at the employee's cost.
Short Term Disability:
Coverage pays 66 2/3% of employee's annual base salary during a short-term disability period not to exceed 26 weeks.
Long Term Disability:
Coverage pays 66 2/3% of employee's salary at time of disability after a 180 consecutive day waiting period.
Defined Contribution Retirement Plan:
City contributes a base of 3%. Employees may contribute up to 6% and the City will match the employees contribution.
Holidays:
11 holidays, 1 birthday holiday and 1 anniversary holiday.
Paid Leave:
Accrue 96 hours of vacation per year, accrued hours increase after 5 years of service based on years of service. Accrue 96 hours of sick leave per year.
Tuition Reimbursement:
Upon completion of the initial probationary period, employees are eligible for tuition and book reimbursement for college level courses for Associate's, Bachelor's and Master's Degrees. (Currently frozen due to budget)
