Works under the supervision of the Deputy Director of Public Service.
SUPERVISION EXERCISED
This position may instruct personnel who are assisting this position.
POSITION CLASSIFICATIONS
The position of Specialist - Service in the City of Stow is classified by the Stow Municipal Civil Service Commission, is Non-exempt under the Fair Labor Standards Act and is covered by a collective bargaining agreement.
PURPOSE:
Provides assistance to the Deputy Director of Public Service by performing a variety of routine and complex skilled, technical and administrative work in the maintenance and repair of City buildings and facilities. Assists in the planning and implementation of maintenance and improvement projects, including procurement of necessary materials. Performs duties related to carpentry, plumbing, new construction, HVAC repairs, infrastructure improvements, electrical updates, and general labor assistance to projects as assigned. Fields internal complaints and initiates appropriate corrective action within incumbent's scope of authority. Operates equipment and assists other work crews. Inspects conditions of structures, facilities and equipment for repairs and needed improvement(s). Keeps inventory, time and material records and maintains work reports as assigned. May serve as a member on various employee committees. Oversees and inspects maintenance work and improvements performed by private contractors. Coordinates activities and schedules with utility companies, contractors, property owners and other City departments. Resolves conflict within scope of authority. Provides information and responds to inquiries from contractors, property owners, staff and the general public regarding assigned work projects. Compiles information and prepares work progress reports as required. Makes certain that the shop remains clean and safe. Participates in leaf pick-up and snow plowing programs. Compliance with all City of Stow city-wide and departmental policies, work rules, and procedures. Regular, reliable, predictable, and punctual attendance is an essential function of the position. (This is due to the fact that employees work as part of a team, and that there are a limited number of employees available to perform numerous tasks critical to meeting the efficient and effective delivery of statutory services to the public, and/or among whom the responsibilities to perform those numerous tasks can be distributed.) Performs other duties related to those of the position and/or resulting from the needs of the organization. Must have graduated from high school or have a GED equivalent. Must have a minimum of five (5) years of building maintenance or construction experience. Preference will be given to those with plumbing or carpentry experience. Must have an equivalent combination of education and experience to demonstrate possession of the required knowledge, skills and abilities to perform the duties of this position. Must possess a working knowledge of applicable laws, standards, codes and regulations relating to construction, inspection, safety and control. Must possess considerable skill in reading and interpreting construction drawings, plans and specifications. Must possess the ability to prepare, organize and maintain inspection field and office data, reports and systems. Must have a working knowledge of the practices, methods, materials and tools used in building, facilities and park maintenance. Must possess skill in the proper and safe operation of listed tools and equipment. Must possess a working knowledge of first aid and applicable safety procedures. Must be able to carry out assigned projects to their completion. Preference will be given to State of Ohio Licensed Plumbers, HVAC, Electrical orRefrigeration through the Ohio Department of Commerce or individuals who possess Pipefitting Journeyman Certification or Carpenter Journeyman Certification through the Associated Builders and Contractors. Must be able to acquire, within six (6) months of date of hire, a valid State of Ohio Commercial Driver's License (CDL) Class "A" with tanker endorsement. License and endorsement must be maintained throughout the term of employment. Preference will be given to individuals who possess a valid State of Ohio Commercial Driver's License (CDL) Class "A" with tanker endorsement. License and endorsement must be maintained throughout the term of employment. Must have the ability to establish and maintain effective working relationships and communicate, both orally and in writing, with City employees and officials and the general public.
TOOLS AND EQUIPMENT
: Operates equipment as listed in the "Equipment Classification" list under Specialist (Exhibit "C") of the
A.F.S.C.M.E.
Service Unit Contract, including but, not limited to: powered and non-powered hand tools and machinery repair equipment for building and facilities maintenance; multi-meter electrical testers; automobiles and light trucks less than one ton. Also operates telephones, mobile and portable radios, computers, including basic word processing and spreadsheet software programs, copy and facsimile machines.

The employee must routinely lift and/or move up to 50 pounds and occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.

While performing the duties of this job, the employee regularly works near moving mechanical parts and in outside weather conditions. The employee frequently works in high, precarious places and is exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals and vibration. The employee is occasionally exposed to the risk of electrical shock. The noise level in the work environment is usually quiet while in the office, or moderately noisy when in the field.
