Job Description

About Us:
Uwchlan Township is a vibrant 2nd Class Township in the heart of Chester County, Pennsylvania, committed to maintaining a high quality of life for our residents. Our Public Works Department is dedicated to ensuring the safety, efficiency, and reliability of our community's infrastructure. We are seeking a reliable, safety-minded, and hardworking Public Works Laborer primarily assigned to the Parks Division. This position plays a vital role in maintaining Township parks, facilities, playgrounds, and public spaces to ensure they remain safe, attractive, and enjoyable for residents.
Position Overview:
The Public Works Laborer - Parks Division supports the day-to-day maintenance and improvement of Township parks, landscaped areas, playgrounds, and municipal properties. The position performs a wide range of manual labor tasks, operates equipment and tools, and supports seasonal operations including snow removal and emergency response activities. This is a full-time, non-exempt position and is classified as an Essential Employee requiring availability for emergency response and on-call assignments as needed.
Key Responsibilities:
  • Perform landscaping and groundskeeping tasks including mowing, trimming, planting, and general park upkeep.
  • Maintain and repair playgrounds, park amenities, and Township facilities.
  • Support Public Works projects by loading/unloading materials, transporting tools and supplies, and assisting with work site setup.
  • Operate hand tools, power tools, and light equipment such as mowers, blowers, and compactors.
  • Perform routine cleaning and preventative maintenance of equipment and vehicles.
  • Participate in snow removal and de-icing operations, including use of plows, spreaders, snowblowers, and hand tools.
  • Assist during emergency events such as flooding, downed trees, debris removal, or other urgent Public Works response needs.
  • Help establish and maintain safe work zones (including traffic control/flagging when necessary).
  • Assist in special projects as assigned.
Minimum Qualifications:
  • High school diploma or GED.
  • Prior experience in landscaping, park maintenance, municipal work, or similar field.
  • Ability to follow verbal and written instructions.
  • Working knowledge of hand tools, power tools, and basic equipment operation.
  • Strong teamwork, dependability, and communication skills.
  • Ability to perform physically demanding work in all weather conditions, including lifting 50+ lbs.
  • Valid driver's license with the ability to obtain a Class A Commercial Driver's License (CDL).
Preferred Qualifications:
  • Previous experience in a laborer or construction role.
  • Valid Class A CDL.
  • Public Pesticide Applicator's License/Certification (Parks and Public Rights of Way - PA Department of Agriculture).
  • Certified Playground Safety Inspector (CPSI).
  • Emergency services experience.
  • Comfortable using technology such as maintenance management systems (TRAISR) and GIS tools.
Physical Requirements:
  • Must be able to lift up to 50 pounds.
  • Ability to work in various weather conditions.
  • Willingness to work irregular hours, including evenings and weekends, as needed.
