BRIEF POSITION SUMMARY
Performs complex (journey-level) grounds, building maintenance, HVAC, plumbing, or electrician construction work. Work involves caring for and maintaining the appearance of grounds; maintaining and repairing buildings, utility systems, and stationary equipment; operating motorized equipment; requisitioning material and supplies; and maintaining records. May provide guidance to others. Reports to the Maintenance Supervisor. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
Performs inspections, preventive and corrective maintenance on facilities and assigned equipment to achieve equipment reliability, identify and solve problems, and repair equipment. Orders parts, tools, and materials required for maintenance. Operates riding mowers, tractors, loaders, pick-up trucks, ground maintenance trailers, and related equipment to perform maintenance work. Operates handheld lawn maintenance equipment such as; weed-eaters, blowers, edgers, and chain saws. Demonstrates ability to follow procedures directed by work orders, higher level technician or supervisors, to conduct rudimentary troubleshooting preventative maintenance and repairs. Adheres to safety standards by promoting a safe work environment through attending safety committees, training, and verifying all safety concerns are addressed. Prepares and validates the preventative maintenance schedule. Responds to emergency situations during or after hours for the purpose of resolving immediate safety concerns. Identifies and recommends long-term needs and strategies for facilities and components, resulting in cost savings. Informs personnel regarding procedures and/or status of work orders for the purpose of providing information for making decisions, taking appropriate action and/or complying with building and safety regulations. Maintains vehicle, tools and equipment for the purpose of ensuring availability in safe operating condition. Leads training and department orientation for new and existing associates. Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook. May be required to perform duty in support of national emergencies, disasters and other missions, to include holidays and weekends. May occasionally work evenings, weekends or holidays. Performs related work as assigned by supervisor(s). Qualifications
MINIMUM QUALIFICATIONS EDUCATION
Graduation from a standard senior high school or equivalent is required.
EXPERIENCE
Two (2) years of experience in construction management or building maintenance and repair work is required. Experience in using Microsoft applications to include Microsoft Word, Outlook and Excel is required.
PREFERRED EXPERIENCE
Experience in performing electrician work is preferred.
REGISTRATION, CERTIFICATION OR LICENSURE
Valid driver's license is required.
  • The ability to obtain a Texas Driver's License will be required within first 30 days of employment.
A satisfactory driving record is required for driving state or federal vehicles to conduct agency business. HVAC, plumbing, or electrician certification is preferred.
OTHER REQUIREMENTS
Background Investigation . Selected candidate must pass federal security background investigation. This position is security-sensitive, and employment is contingent upon favorable results of a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for background investigations. Eligibility to Work in the U.S. The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization. All offers of employment are contingent upon the candidate having and maintaining legal authorization to work in the United States. Failure to present such authorization within the time specified by the U.S. Department of Labor will result in the offer being rescinded. Sponsorship . Candidates must be eligible to work in the United States without requiring sponsorship. KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:
construction, repair, maintenance, and operation of buildings, equipment, and utility systems; building materials, plumbing, electrical, AC units, welding and miscellaneous maintenance techniques; construction practices and terminology; fire and safety regulations; and military structure and culture.
Skill in:
selecting appropriate tools and equipment; troubleshooting situations to determine appropriate actions to resolve problems; communicating effectively; expressing information in a clear and concise manner; and operating computers using Microsoft Office Suite to include Outlook, Word, and Excel.
Ability to:
follow instructions; operate, maintain, and repair grounds equipment; apply proper methods, techniques and procedures in the maintenance and repair of buildings; read and interpret drawings, diagrams and blueprints; follow through until projects and/or any corrective measures are completed; interpret policies, procedures and regulations; establish effective working relationships; work in a team environment; and work in a military environment.
PHYSICAL/WORKING CONDITIONS
Work involves frequent standing, walking, bending, stooping, and kneeling, as well as prolonged computer use and repetitive hand motions. Ability to stoop, bend, crawl, lift, climb, kneel, stand, walk, sit, carry, push, pull, balance, reach, crouch and uncomfortable positions. Required to climb and work above 8-foot heights, and do strenuous work involving repairs and installations from ladders, scaffolding, and platforms; and where the parts of systems are in hard-to-reach places. Frequently lifts, carries, and sets up equipment and materials that exceed 50 pounds. The work is performed inside and outside, and usually involves exposure to dirty, dusty and greasy areas and where fumes are present. Travel is required 5% of the time.
