GENERAL DESCRIPTION OF POSITION
Provides the initiative, technical ability and responsibility to manage operations and maintenance of the power plant or plants, of both wholly owned and Joint Owned facilities, consistent with policies of the organization.
ESSENTIAL DUTIES AND RESPONSIBILITIES
+ Manages the activities of power plant personnel working with and through the Assistant Plant Manager, the Maintenance Supervisor, and the Office Manager/Lab Technician. Oversees AECC's interest in assigned Joint Owned Facility. + Oversees the procurement of equipment, material, and services required for the operation and maintenance of the assigned plant or plants and prepares and issues purchase orders in accordance with policy. Works with Little Rock staff review and approve all Joint Owned invoices and capital projects. + Maintains familiarity with and adheres to all applicable internal policies and procedures regarding NERC and FERC compliance and provides training and direction to plant personnel to insure compliance. + Investigates problems with plant operation and maintenance and strives to identify and implement solutions working with and through plant personnel. + Reviews all aspects of plant operation and maintenance and insures all applicable laws, regulations, and permit requirements are adhered to. + Inspects plant equipment routinely including equipment located at remotely located hydroelectric turbine and/or combustion turbine plants. Performs Joint Owned facility visits on a regular basis, depending on need. + Authorizes plant, office, and grounds repair and improvement as required. + Reviews operations and maintenance results periodically and compares them to planned work programs and schedules to determine any changes or corrective actions required. + Submits weekly operating reports to Power Supply Operations for each assigned power plant. + Implements training program for plant personnel including safety training as developed in consultation with Power Supply Operations, Maintenance Advisor, and other Plant Managers. + Informs AECC Power Market Operators of plant availability and confers with them about generation schedules as necessary. + Develops and implements a planned maintenance program in coordination with the Maintenance Supervisor and the Assistant Plant Manager and with the assistance of the Maintenance Advisor. + Reviews all time reports, outage reports, job orders and other reports which reflect time spent, work accomplished, and material and equipment used. + Submits a list of proposed investment budget items and anticipated large maintenance items annually and initiates investment, maintenance, and retirement work orders as necessary. Works with Little Rock staff to make sure Joint Owned plant(s) budgets are submitted in a timely manner. + Establishes and maintains levels of spare parts and supplies in coordination with the Maintenance Supervisor and the Assistant Plant Manager. + Performs any other related duties as required or assigned. + The ability to handle necessary stress and work well with others are essential functions of this position. + Due to our obligation to provide continuous, reliable electric service to our customers, the ability to maintain regular and punctual attendance and the ability to work outside your regularly scheduled office hours when necessary is an essential function of the job. + Maintain awareness of and compliance with applicable laws and regulations from various regulatory entities, internal policies, procedures, and directives. Ensure ongoing monitoring and timely incorporation of any changes to maintain adherence to compliance standards.
MINIMUM QUALIFICATIONS
+ Knowledge of a specialized field (however acquired), such as basic accounting, computer, etc. + Equivalent of four years in high school, plus night, trade extension, or correspondence school specialized training, equal to two years of college, plus 9 to 10 years related experience and/or training, and 5 years related management experience, or equivalent combination of education and experience.
REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS
+ Arkansas Boiler Operators License. + Valid driver's license and the ability to legally operate commercial motor vehicles under 26,000 pounds.
