Definition Under the administrative direction of the Superintendent, provide leadership and administrative responsibility, including planning, operation, supervision and evaluation of the divisions/departments of finance, facilities, construction and maintenance, purchasing and warehousing, transportation, nutrition services and safety. Distinguishing Characteristics This is a Senior Management position and a member of the Superintendent's Cabinet. Oversee the preparation of the annual budget consistent with the District's goals and objectives, applicable laws, codes and professional accounting standards. Advise the Superintendent of Schools and Board of Education on matters related to financial and business operations. Plan, organize, assign, direct and review the work of Fiscal Services, Construction, Maintenance, Operations and Facilities, Transportation, and Nutrition Services. Plan, organize and supervise the activities of staff in budget preparation and control, payroll preparation and maintenance, receivables, payables cash flow, and has administrative responsibility for the District purchasing activities, stores accounts, controls and accounts for income and receipts. Determine student enrollment projections and estimated funding from local, state, and federal sources. Determine district wide staff and program operation needs. Represent the school district at various County meetings. Make financial forecasts and prepare reports, analyses, and recommendations. Manage cash flow, investments, and physical assets. Advise the District's administrators on matters related to financial and business operations. Make a variety of complex and detailed presentations to a wide spectrum of audiences, including, but not limited to, the Board of Education, City, County and State agencies, the District's employees, and community groups. Recommend and implement changes to the organizational structure and procedural operations to ensure efficient and cost-effective business services operations. Represent the District in a variety of legal, contractual and other business matters. Assume responsibility for public financing, including TRANS, COPS and GO Bonds, including analysis, issuance and reporting. Maintain contacts with City, County and State agencies related to the District's facilities and other business operations. Arrange for the annual external audit and assure that audit findings are addressed. Conduct internal audits as required. Ensure that all required financial and attendance reports are completed in a timely and accurate manner. Develop long and short-range financial plans and budgets. Develop and implement asset management program, and oversee the development of long and short-range Facilities Master Plans. Participate in employee negotiations as needed. Establish and maintain cooperative work relationships. Assure safe and welcoming facilities for students. Represent the District in County and State Emergency Management Operations. Oversee the Districts Nutrition Services Department and assure accurate budgeting and State and Federal compliance of all applicable. Oversee the Districts Transportation Department, specifically safety, maintenance, and replacement of District assets including buses and white fleet. Minimum Qualifications:
Education:
Bachelor's or Master's degree in Business Administration or related field or any combination of education and experience equivalent to a Master's Degree from an accredited college or university, with a major in a public or business administrations or a related field. Experience:
Equivalent to a minimum of five (5) years of increasingly responsible experience in supervision and administration in a public school system. Previous experience as a business officer in a California public school district is desirable. Knowledge of:
Principles and methods of public and business administration management. Principles and practices of governmental accounting. Principles and practices of leadership, management, supervision and training. Business related data processing. Technology and computer software applications relative to education, business and administration. Laws ordinances, rules, and regulations pertaining to business services. Public sector collective bargaining and contract administration. Objectives and operating practices relative to the above listed divisional responsibilities. Ability to:
Apply the principles and methods of public and business administration management. Analyze problems and involve staff in developing effective solutions. Establish priorities and coordinate a variety of complex fiscal and support services. Develop a collaborative working relationship with the Board of Education, Superintendent of Schools and the school community. Prepare and deliver oral presentations. Understand and be sensitive to those of culturally and linguistically diverse backgrounds. Interpret and apply laws, policies and regulations. Analyze problems and Work constructively with officials and employees of the District and outside agencies. Utilize proper discretion in dealing with confidential matters. Assemble and analyze data and make appropriate recommendations for action. Utilize superior communication and interpersonal relationship skills. License:

This job operates in an office environment, predominately seated. This role routinely uses standard office equipment such as computers, phones, copy machines, filing cabinets, and fax machines. The noise level can vary depending upon daily activity but will remain within moderate noise level range. The incumbent has direct and indirect contact with public and other district staff. The position requires working with high volume, tight deadlines, and being subject to frequent interruptions. Physical Demands:
Primary functions of the position require physical ability and mobility to work in an office setting as follows: to sit for extended periods of time; to occasionally stand, walk, stoop, kneel and twist; to reach and bend at, below and above shoulder level; to lift, move, push, and/or pull objects up to twenty (20) pounds without assistance; to operate office equipment requiring the use of hands, fingers, repetitive hand movements, and fine coordination to operate a keyboard and other office equipment; to see within normal visual range and hear within normal audio range with or without correction; to effectively communicate, both orally and in writing, in order to receive, provide and exchange information with others; daily physical attendance at work is an essential requirement of this job class.
