Oversees the administrion and management of the MWR Fitness Facilities to include facility and maintenance repair and projects, renovions, minor construction, alterions of buildings and outdoor facilities, budgeting, contract and bid proposals, facility planning, project planning, design contracting, project administrion and control, and repair and maintenance of equipment in support of activities. Assist in reviewing and approving drawings and blueprints for fitness facility upgrades and improvements. Works with Fitness Program Director and Managers on interior space planning, work stion layout, vehicle access, and space management. Acts as point of contact for fitness facilities with Base and Headquarters element on construction and maintenance mters. Conducts regularly scheduled inspections to ensure proper operion and maintenance of equipment is performed, is in compliance with safety regulions, and facility is kept tractive and clean. Reports, logs and schedules repair of broken fitness equipment and ensures any malfunctioning equipment is properly secured until repaired. Makes recommendions for the acquisition of fitness center equipment, supplies, and parts. Ensures operions comply with fire, safety, security, and hazardous merials handling; Occupional, Safety, and Health Administrion (OSHA); Bureau of Medicine and Surgery (BUMED); Office of the Chief of Naval Operions (OPNAV) Instructions; Office of Personnel Management (OPM); and other reled opering and safety policies, programs, and instructions. Handles all trouble calls and maintenance pertaining to fitness centers, gymnasiums, and sports fields. Prepares standard opering procedures (SOPs) and instructions concerning programs, operions, and safe use of equipment for the safety and well being of all personnel authorized to use the facility. Follows CNIC Fitness Standards by researching and planning for recapitalizion and making recommendions for acquisitions to meet Navy requirements and pron needs. Enters and approves employee time worked/time off into payroll system and reconciles time cards. Handles equipment and supply purchasing, maintenance trouble calls, Daily Activity Reports (DAR), pronage counts, and other administrive operions reled to running the program. Prepares financial plans, maintains records and reports, and exercises authority on approved budget. Plans, organizes work, manages internal procedures and resources to ensure maximum productivity and economics. Monitors fitness program facilities and inities corrective action, when needed. Procures supplies and equipment within spending limits with the use of an authorized NAF credit cards. Provides logistical support for special events and programs. Directs work to be accomplished by staff. Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities. C Conducts annual performance reviews of staff. Participes in branch staffing decisions. Ensures staff receives proper training to fulfill requirements of their positions. Addresses potential disciplinary and/or performance issues timely and takes approprie, corrective action(s) as necessary. Directly supervises between three (3) and fifteen (15) Recreion Assistant, NF-0189-2 and Maintenance Worker, NA-4749-05 employees. Must meet federal suitability requirements including successful completion of background investigion. Must be able to work nights, holidays and weekends. May be able to lift objects up to 45 lbs. Must be able to sisfactorily complete background investigion. Background Investigions are conducted using fingerprint identificion and completion of background inquiry forms. Must be able to obtain and maintain a valid ste driver's license. Must be able to obtain and maintain CPR, First Aid/AED, Blood Borne Phogens and Navy Basic Fitness Certificion within 90 days of hire. Qualificions Knowledge of safe use and operion of fitness equipment; facility operions; and basic fitness equipment maintenance/repair. Knowledge of work methods and practices of various building trades. Knowledge of safety, occupional health, and environmental regulions. Knowledge of NAF and APF budget; government procurement procedures; and fiscal, merial, and cash management. Knowledge of recreional equipment to determine the items th are of the best quality and will most benefit the MWR both, functionally and financially. Knowledge of NAF opering budgets, procurement process, and/or credit card holder responsibilities. Knowledge of applicable DoD, OPNAV, SECNAV, BUPERS and CNIC instructions and standards which primarily include but are not limited to the
CNIC 1710
series and the Fitness, Sports & Aquics Support program standards. Knowledge of and ability to safely use common hand and powered tools. Skill in effectively organizing and utilizing all the available community resources within the program framework. Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook). Ability to perform the full range of supervisory duties. Ability to independently perform fitness facility management and reled administrive duties. Ability to prepare clear, concise, and technically sound reports reled to work within the Branch. Ability to develop and effectively deliver presentions and/or training. Ability to communice effectively both orally and in writing. Educion This position is not in a positive educion series.
