This role is classified as Exempt and non-Union. The salary range is from $102,383 up to $127,979 annually depending on skills, experience, and certifications/licenses. Summary of Job The manager of maintenance operations and training directs the maintenance and construction activities for all Housing Authority of the City and County of Denver (DHA) owned and/or managed residential properties. The position has responsibilities, authority, and accountability for resolving a diverse array of maintenance and quality control issues. It also ensures the maintenance staff maintains properties to the highest standards in the most cost-effective ways. The position will organize, coordinate, and implement maintenance training programs for staff at appropriate levels within the organization. Essential Duties Performs quality control functions ensuring the DHA receives quality products and services by drafting accurate and complete specifications for procurement solicitations and/or supervising work in accordance with the plans and specifications that have been provided by licensed architects and engineers. Coordinates, discussed and resolves day-to-day issues regarding DHA property maintenance and construction projects by dealing with development managers, maintenance supervisors, contractors, vendors, and office staff to determine appropriate solutions, excluding projects managed by Real Estate Development. Conducts or supervises the daily inspections of all public housing and non-HUD housing development sites to ensure adherence to all codes and regulations including but not limited to plans and specifications, Real Estate Assessment Center (REAC), 504 Accessibility requirements and maintenance standards. Participates or supervises the job close outs and final inspections by architects and project managers for acceptance. Prepares change order requests on assigned construction projects. Ensures regular and effective communication to staff, residents, and outside agencies regarding status of projects and relevant agency decisions. Provides estimates on proposed scope of work and current work including but not limited to materials, number of employees required, timelines and costs; schedules work to be completed. Conducts cost analysis reviews of estimates provided for structural, mechanical, and electrical work; males necessary changes and recommendations. Conducts fiscal analysis, prepares and presents budget recommendations for projects; reviews all budget reports for status and accuracy. Plans, organizes, and directs the development and implementation of comprehensive residential maintenance operating systems; assists residential property manager in developing an annual prevention maintenance work plan for their respective development. Ensures efficient fund management and has oversight responsibilities for assigned public, affordable and mixed-oncome housing developments; establishes spending limits, authorizes expenditures, oversees other financial activities related to property maintenance and construction projects. Plans and implements modernization and rehabilitation programs on an ongoing basis. Supervises employees who act as agency trainers in a classroom setting or on-the-job training. Develops, designs, and implements new trainings courses and procedures. Evaluates training and educational programs to appraise the success of the programs in meeting training objectives and recommends revisions or additions, when necessary. Designs and implements student progress evaluations and adjusts teachings and training methods to accommodate student needs. Remains current with standards relative to energy efficiency, green and sustainable construction practices in order to achieve DHA's strategic goals and objectives. Reviews construction plans and specifications for current and upcoming public, affordable and mixed-income housing developments. Prepares and submits management reports and monthly board reports; attends board and committee meetings and makes presentations as necessary or as required. Other duties as assigned. Minimum Qualifications Bachelor's degree in construction management, project management, or related field. A combination of appropriate education and experience may be substituted for the minimum educational requirements. Minimum of ten (10) years' construction experience. Minimum of three (3) years' experience in building maintenance trades. Seven (7) years progressive management experience. Must have prior supervisory experience. Vendor and contract management experience, preferred Licenses and/or Certifications Class A Contractor License, preferred Must have a valid Colorado driver license. Maintain driving record in accordance with DHA Policy. Knowledge, Skills Knowledge of construction practices and principles; ability to review construction and remodeling plans. Ability to problem solve with minimal supervision and supervise construction projects to completion. Strong communication and project management skills. Ability to provide expert advice to maintenance supervisors and management staff. Knowledge of housing codes, laws, and HUD regulations; knowledge of building codes and regulations. Ability to interpret and analyze data including but not limited to regulations, instructions, reports, charts, etc. Excellent organizational, time management, and analytical skills. Exercise high degree of initiative, judgement, and discretion in carrying out the work functions. Proficient in MS Suite applications Knowledge of safety practices and procedures. Ability to effectively negotiate at different levels of vendor and contract management responsibly. Working Conditions Primarily operates within an office environment and is subject to varying and unpredictable situations. May require visiting and inspect properties, as well as monitor various aspects of property management. Subject to varying and unpredictable working conditions which may include after-hours emergency calls.

May experience high levels of stress resulting from human interactions, long and irregular hours, a high volume of work, and frequent interruptions.
