Position Purpose:
The Facilities Maintenance Supervisor is responsible for managing all assigned facility assets and personnel, ensuring the facilities are in a state of good repair and professionally maintained. This position requires strong leadership and decision-making skills, as it operates with a high level of autonomy. The Facilities Maintenance Supervisor will work closely with the Facilities Maintenance Manager to ensure objectives are implemented effectively and efficiently.
Essential Duties/Responsibilities:
The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all-inclusive. Leadership & Supervision Prioritize work and provide daily direction to Facilities Maintenance staff. Conduct quarterly check-ins and annual performance reviews for direct reports. Ensure staff training aligns with industry standards and organizational requirements. Review and approve bi-weekly payroll submissions. Enforce uniform policy and all RFTA standards. Assist with overseeing snow removal or grooming operations during the winter months. Coordinate with external and internal partners, property owners, and agencies as appropriate. Safety & Regulatory Compliance Ensure all required safety training is current and enforce safety rules and guidelines. Conduct periodic safety inspections, walkarounds, and safety meetings to promote a culture of safety. Become a certified trainer for designated programs to meet department needs. Ensure compliance with all federal, state, and local regulations, inspections, and permits. Maintain inspection logs, certifications, and compliance documentation for regulatory agencies. Ensure assets meet federal and state definitions of "state of good repair." Ensure adherence to operating manuals, safety policies, vehicle policies, and organizational procedures. Asset & Maintenance Management Oversee management of RFTA assets using the appropriate software system. Ensure preventive maintenance schedules are followed, and work orders are completed in a timely manner. Complete daily work order reviews and monthly inspections. Review asset condition reports and collaborate with the Facilities Maintenance Manager on updates and planning. Complete condition ratings updates for assets and collaborate with appropriate departments and staff on lifecycle planning. Financial & Budget Oversight Monitor department budget and report variances to the Facilities Maintenance Manager. Review and reconcile monthly credit card statements. Review and verify invoices from direct reports prior to submission. Review contractor invoices for compliance before approval for payment. Procurement & Contractor Management Manage procurement processes for services, including development of Scope of Work (SOW) and Independent Cost Estimates (ICE). Utilize CDOT cost data or other accepted benchmarking data for procurement activities. Ensure contractors adhere to contract terms and enforce compliance when necessary. Ensure contractors are following established RFTA policies when on-site. (e.g., Access Control, PPE, Hi-Visibility) Parts procurement is initiated and tracked within the asset management software, with purchasing and fulfillment handled by the Parts Division. Certain specialized or non-standard parts may require assistance from the Facilities Supervisor to source and procure. Operational & Administrative Responsibilities Maintain accurate documentation related to inspections, maintenance activities, and compliance reporting. Coordinate with the Facilities Maintenance Manager to ensure departmental objectives are implemented effectively and efficiently. Operate with a high level of autonomy in day-to-day decision-making.
Knowledge, Skills, and Abilities:
Advanced knowledge of facility repair, maintenance, and infrastructure management. Ability to manage time effectively, prioritize tasks, and provide clear direction over a large geographical area (Aspen to Rifle). Strong supervisory and managerial skills with the ability to motivate and guide staff in a positive working environment. Proficiency in using computer systems and entering data accurately. Solid understanding of federal, state, and local laws, especially OSHA and safe working practices. Strong diagnostic and problem-solving skills related to equipment and facility issues. Ability to read and interpret safety data sheets, product labels, and safety manuals. Demonstrates proficiency in reading, interpreting, and applying architectural and construction plans to support facility operations and maintenance. Knowledge of various construction trades (e.g., carpentry, plumbing, HVAC, electrical) and safe working practices. Mechanical aptitude and the ability to operate all relevant facility and grounds equipment safely. Ability to physically perform the work required in a facility setting. Strong communication and writing skills in English. Basic Spanish proficiency is a plus.
Qualifications:
Education Bachelor's degree in project management, business, engineering, Natural Resources, Environmental Science, Public Administration, Construction Management, or a related field, or equivalent experience. Certifications and Licenses (to be obtained within 2 years -specific certifications may vary based on area of focus within the maintenance team) Underground Storage Tank (UST) A/B and C Certification. Compressed Natural Gas (CNG) Fueling Certification. CNG Safety and Operation Certification. Stormwater Inspector Certification. HazMat Certification. CDA Pesticide Applicator License (or ability to obtain within six months) Valid driver's license and ability to operate truck and trailer. Experience Minimum 5 years of supervisory experience. At least 2 years of experience in facility management and project management. Experience with various construction trades (e.g., painting, drywall, plumbing, HVAC, electrical).
Working Conditions:
Position requires strenuous physical work. Heavy lifting, pushing, or pulling of objects up to 100 pounds occasionally and/or up to 50 pounds frequently. Works in a typical industrial environment. Encounters exposure to moving equipment and vehicles, and related fumes and chemicals. Works in all weather conditions, at varied shifts, and on the roadways. May come into contact with bodily fluids. Works with hazardous and toxic materials while strictly adhering to all safety rules and regulations pertaining to their use, storage, and proper disposal. Personal protective equipment is provided and must be worn when appropriate. RFTA is 24/7 operation and Facilities Maintenance personnel may be required to work outside of their assigned shift.
