Job Description

Hiring Compensation Range:
Grade 106 ($39.04-$43.72 per hour/$81,203-$90,937 annually), starting pay will be based on experience and qualifications, with higher placement possible for well-qualified candidates. Employees assigned to or working in the East End District are eligible for an additional $7.50 per hour for all hours worked.

Deep Creek/East End (San Miguel County, CO) First review of applications will begin on June 19, 2026 Position Summary The Full-time, non-exempt District Supervisor is responsible for supervisory and operational control over an assigned District in San Miguel County. The assigned district's boundaries cover large sections of the county and include remote locations. This supervisory position plans, organizes, and coordinates road maintenance, repair and construction work, painting and/or repairing roadway striping and pavement markings, or transportation warehousing functions, plans and directs total road maintenance and construction operations in an assigned district, crew or functional area, supervises and reviews the work of subordinate personnel; and performs other related duties as required. The District Supervisor is a supervisory level classification assigned to a District Road Shop or road construction crew. Due to the geographic dispersion of the District Road Shops and the functional crews, incumbents exercise considerable discretion and independent judgment in carrying out their responsibilities. In addition, District Supervisors may be involved in considerable contact with the public and business community in examining and resolving matters relative to their specific function. The position will report directly to the Road & Bridge Director, and will be classified at a Grade 106. As a full-time position, the District Supervisor is eligible for County-sponsored insurance and benefit plans as summarized in the SMC Summary of Benefits, subject to applicable waiting periods. The position will be primarily based out of the assigned County Shop, located in San Miguel County.
Supervision Received:
Receives direct supervision from the Road & Bridge Director.
Supervision Exercised:
The District Supervisor is responsible for the supervision, training and gives daily direction to the Lead Worker, and/or Senior Equipment operator and Equipment Operators and Mechanics. This position exercises considerable discretion and independent judgment for the efficient and effective operations of their assigned district. Job Description The following statements are illustrative of the essential functions of the job and do not include other nonessential or peripheral duties that may be required. San Miguel County retains the right to modify or change the duties or essential functions of the job at any time. Tasks, Duties and Responsibilities Include, but are not limited to, the following:
  • Responsibility for the activities of all District Shops, gravel pits, road maintenance and construction crews and vehicles and equipment.
  • Coordinate and determine priority of road maintenance work projects, which include the resurfacing and reshaping of existing roads and streets, and the cleaning, maintaining, construction, and repairing of storm drains, culverts, catch basins, and concrete gutters.
  • Plan and prepare work assignments for District Road & Bridge employees engaged in road maintenance projects (e.g., the graveling and grading of County roads, installing new traffic control devices, painting or repainting of pavement markings on County roads, and construction of County roadways, including paving and various applications of preventative roadway maintenance treatments.
  • Patrol and inspect roads and streets within the designated functional area of responsibility, and recommend and schedule repairs as necessary.
  • Develop adequate control procedures to ensure the maintenance of necessary levels of road maintenance materials, parts, and tools; monitor the maintenance and repair of tools and equipment; examine and resolve complaints relative to road maintenance activities as presented by the public and business community.
  • Is responsible for all equipment assigned and used in District operations. Reviews, monitors, and approves the ordering and warehousing of heavy truck and heavy construction parts or other materials, tools, and parts used in the District operations of the Road & Bridge Department.
  • Interview, select and evaluate subordinate personnel.
  • Advise and train employees in the use of equipment and materials utilized in road maintenance projects, including proper safety precautions.
  • Monitor and inspect work in progress and upon completion to ensure projects are completed as required.
  • Prepare cost estimates for road maintenance activities.
  • Provide assistance or information to the public as necessary.
  • Represent the Road & Bridge Department interests at meetings and conferences as necessary.
  • Maintain records and prepare reports, including providing staffing and budget recommendations.
  • Follows oral and written instructions.
  • Ensures personal and crew compliance with County policy and enforces safety regulations, policies, and procedures.
  • Actively and positively supports and implements County and Departmental vision, mission, goals, and objectives.
  • Provides assistance and information to the public.
  • Responds and leads personnel in emergency situations including, but not limited to, blizzards, fires, floods, and other disasters, including work outside of regularly scheduled hours.
  • Performs and leads personnel in snow and ice removal, which includes the application of anti-icing and deicing materials, including work outside of regularly scheduled hours.
  • Performs other related duties as required and assigned. Knowledge, Skills and Abilities
  • Knowledge of and compliance with MSHA, DOT, Colorado 811 and other applicable industry safety regulations and procedures.
  • Possesses strong reasoning and analytical skills; must be able make rational decisions through sound logical and deductive reasoning processes to make sound judgments, decision making, and problem solving.
  • Knowledge of the methods, materials, and equipment used in the construction and maintenance of roads, culverts, drainage ditches, and road signs; the operation, capabilities and limitations of road maintenance equipment; the methods of patching, surfacing and resurfacing roads with bituminous materials; striping and re-striping of County roadways and other types of roadway markings, including paint type markings; roadway construction techniques, including sub-grade, base grade, and paving of County roads, warehousing of heavy construction equipment parts; the purchasing of any and all tools and supplies related to roadway maintenance and construction; safety practices and procedures; the principles and techniques of supervision.
  • Knowledge of Microsoft Office Suite, including Word, Excel, Power Point, Outlook, Gmail, Google Sheets and Google Docs.
  • Understands principles, practices, and techniques of equipment operation required for the maintenance and construction of roads, bridges, drainage structures and facilities of the County Road System.
  • Knowledge of the safety rules, operation, maintenance, capacities, and limitations of construction and maintenance equipment; traffic safety procedures.
  • Safe work practices and work zone traffic control as it complies with the MUTCD.
  • Geography of the County Road System
  • Knowledge of State Traffic laws.
  • Possesses strong office technology and computer skills; ability to learn and effectively and accurately use various software programs related to the tasks, duties and responsibilities required of the position.
  • Understands fundamentals and procedures for snow and ice control
  • Street/highway maintenance, repair and construction and work zone practices.
  • Use and care of equipment used in the performance of job tasks.
  • Skilled and experienced in the safe operation of all machinery, equipment and vehicles.
  • Maintain and construct drainage structures, native and gravel surface roads, paved roads, and roadway drainage systems.
  • Measure distance accurately and lay out work precisely.
  • Personnel management and supervision.
  • Ability to determine personnel, materials, and equipment requirements for maintenance projects; read and interpret road plans; plan, supervisor and direct the work of others, prepare estimates and various reports relative to budget, staffing and progress on work projects and other road maintenance activities; learn, interpret and apply Road & Bridge Department rules, regulations, and policies; establish appropriate work priorities in accordance with departmental procedures; establish and maintain effective relationships with the public and business community.
  • Ability to read, understand, and compose written information and instructions.
  • Ability to use mathematical reasoning to carry out management responsibilities.
  • Ability to express ideas clearly and concisely, both verbally as well as in a variety of written formats, including live and virtual presentations.
  • Must be extremely organized and possess the ability to manage multiple tasks and reprioritize workflow and assignments as work situations and needs change.
  • Ability to deliver effective results in a fast-paced environment while adhering to scheduled deadlines.
  • Possesses an extremely high level of attention to detail.
  • Must be honest, truthful, positive and trustworthy and possess a high degree of personal integrity.
  • Possesses strong reasoning and analytical skills; must be able to make rational decisions through sound logical and deductive reasoning processes to make sound judgements, decision making and problem solving.
  • Ability to speak one or more foreign languages, particularly Spanish is preferred but not required. Education and Experience
  • High school diploma or equivalent required.
  • Five (5) years of progressively responsible experience in either the maintenance, construction, signing, striping or traffic control of roadways, or the warehousing of equipment parts, tools, and supplies utilized in road and bridge construction projects. Two (2) years of the required experience must have included lead or supervisor responsibilities in a field related to the assignment.
  • Any equivalent combination of education and work experience that produces the knowledge, skill, and ability to perform the essential duties/responsibilities of the position will be considered. Required Licenses and Certifications
  • Must possess a valid State of Colorado Class "A" commercial driver's license upon hire, or ability to obtain an unrestricted Colorado Class "A" commercial driver's license with tank and air brake endorsements within six months of hire. Review of motor vehicle records is required at time of hire and periodically throughout employment.
  • For those positions designated by the Department of Transportation (DOT) as safety-sensitive, applicants are required to complete a DOT mandated pre-employment drug screening. (A positive test or refusal to test during the past two years may disqualify an applicant from consideration for County employment). Reference checks from former DOT regulated employers are also required.
  • Obtain certifications in CPR, First Aid, Flagging, and MSHA, within 12 months of hire.
  • As part of your duties as a county employee, you may be called upon to perform duties outside your day-to-day activities in order to support county emergency operations. All county employees are required to complete National Incident Management System (NIMS) training within the first 6 months of employment.
  • Must be able to satisfactorily pass a comprehensive, pre-employment criminal background and motor vehicle check. Probationary Period
  • As a county employee, this position is subject to a probationary period of six months.
