Job Description

JOB The Operations Maintenance Manager is responsible for the full leadership, strategic direction, and operational execution of maintenance and rehabilitation activities across lift stations and associated infrastructure. This position oversees preventative, corrective, and predictive maintenance programs, as well as capital rehabilitation (R&R) initiatives.

This role serves as a senior leader within the Operations Division, they are expected to drive operational excellence by aligning maintenance strategies with organizational priorities, regulatory requirements and industry best practices. The Operations Maintenance Manager is accountable for system reliability, regulatory compliance, workforce performance, and budget execution. The position bridges field operations, engineering, SCADA, and capital programs to ensure a unified and efficient operational environment. The Operations Maintenance Manager also plays a key role in developing and leading a high-performing workforce by establishing clear expectations, building technical capability, and fostering a culture of accountability, safety, and innovation. Through strong leadership and cross-functional collaboration, this position ensures the organization delivers reliable, efficient, and sustainable operations in support of community and customer needs.
EXAMPLE OF DUTIES
Identifies, optimizes, and recommends appropriate preventive, corrective, and predictive maintenance strategies based on life cycle costs and risk assessment analyses; coordinates feedback in the design or redesign of systems and plans related to maintenance; oversees research and coordination of the evaluation, selection, design, layout, and installation of a variety of mechanical and electrical equipment.

Oversees the development of standard department maintenance key performance indicators, data standards, and business processes in support of continuous system improvement. Makes recommendations on staffing levels in support of maintenance initiatives where appropriate.

Develops, prepares, and analyzes budget on a maintenance / inventory basis; evaluates maintenance / inventory costs and develops programs for improving efficiency.

Leads, manages, supervises, and evaluates the performance of assigned staff and teams and champion employee engagement, involvement, accountability, and workplace culture.

Oversees preventive and corrective maintenance program for (600+) lift station sites. Spot check lift station run and start times from the computer, review work orders for accuracy. Reviews mechanical and electrical design plans for lift stations. Answers technical questions from the Foreman. Prepares and coordinates the development and administration of divisions budget; forecasts the necessary funds for staffing, materials, supplies, and capital improvement projects. Presents and defends budget proposals to the department Director. Administers division's budget to ensure effective expenditure of allocated funds; authorizes supplies, materials, and equipment purchases. Monitors and approves expenditures and adjustments as necessary. Implements midyear adjustments.

Manages performance of direct reports through effective and timely coaching, setting of annual objectives, mid-term and annual performance discussions with counseling, as requiredCollaborates with various departments and stakeholders to support special projects and initiatives as outlined in Toho Water Authority's Strategic Plan or designated by the Director. Stays abreast of technology trends and industry advancements. Attends regular training for both compliance and to enhance professional development. All other duties as assigned.
TECHNICAL OVERSIGHT
Ensure SSO prevention strategies are implemented across all projectsOversee bypass pumping planning and executionValidate pump installations, mechanical systems, and performanceStandardized maintenance practices and equipment selectionEnsure system redundancy and reliabilityPossess strong working knowledge of mechanical and electrical systems including pumps, piping, valves, motor controls, VFDs, electrical distribution, instrumentation, and SCADA systemsTroubleshoot and support resolution of complex mechanical and electrical failuresEvaluate equipment performance and recommend improvementsEnsure coordination between mechanical, electrical, and control systems

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

The noise level in the work environment is usually moderate. Environmental factors include indoor, flat surface, noise, sitting with occasionally walking and standing.
