- This is highly responsible work in managing the Fleet Maintenance division of the Escambia County Mass Transit Department referred to as ECAT.

This position is responsible for the coordination of all activities related to maintenance and preventative maintenance of Mass Transit vehicles, facilities, and equipment by supervising maintenance and support staff, prioritizing reviewing work for accuracy and completeness, and maintaining all associated records as well as developing procedures, policies, and programs for the Fleet Maintenance division. The incumbent in this position is expected to operate with a wide latitude for decision making and requires independent judgement. The incumbent in this position will report to the Deputy Director of Mass Transit. This is a "mandatory-testing" position that requires Drug Testing.EXAMPLES OF DUTIES
Oversees the Fleet Maintenance division of ECAT by directing, planning, and coordinating all areas and personnel of the division, including coordinating with the Transit Facilities Management department for maintenance and repair of the buildings, grounds, bus stops, and other on street transit amenities and communications equipment as well as supervising and directing Facilities personnel for the duration of their work time performing duties for ECAT facilities. Oversees ECAT's extensive fleet of vehicles and equipment by ensuring the performance of timely and cost-effective maintenance and repairs as well as monitoring maintenance of ECAT assets that are utilized by external contractors. Monitors systems for compliance by developing, planning, and maintaining effective preventative maintenance, vehicle safety, and quality assurance programs. Inspects ECAT vehicles, equipment, and facilities in order to ensure conformity with operational standards. Assists in fulfilling operational and inventory needs by preparing and reviewing new vehicle and equipment plans, specifications, requests for proposals, and discussing equipment needs and modifications with internal departmental staff and ECAT executive management. Manages a Fleet data system to record service and repair time, parts utilization, and other operational or maintenance expenses in order to analyze the frequency, costs, and effectiveness of vehicle maintenance and repair. Provides technical leadership and direction for new methods and technologies as well as with existing application systems by assisting with specifications, cost-benefits, and other analyses for vehicles and equipment. Establishes and maintains effective working relationships with other transit divisions, County departments, subordinates, Union representatives, and the general public in order to promote and maintain an effective and efficient public transit service. Assists in the preparation of the fleet maintenance budget by monitoring and controlling expenditures as well as submitting proposed budget revisions and expenditure levels. Manages the Maintenance division operations by determining, researching, and justifying purchasing needs and coordinating delivery schedules for required tools, supplies, services, equipment, and parts. Oversees inventory by directing and coordinating inventory control and parts room activities and processes. Reviews requisitions, purchase orders, vouchers, and reports to ensure accuracy and conformance with ECAT and County policies. Supervises assigned employees by assessing performance, ensuring training of staff to improve work performance, acquainting staff with County and departmental policies and procedures, ensuring staff are functioning in an efficient manner in order to increase and promote morale, and ensuring that quality and safety are integrated into all aspects of subordinate responsibilities. Assists withFTA/FDOT
required plans by implementing and coordinating items such as the Transit Asset Management Plan and Public Transit Agency Safety Plan. Performs other duties as assigned or required.TYPICAL QUALIFCATION
Minimum Qualifications:
Training and Experience:
High school diploma or GED and five years of progressively responsible automotive, fleet, or maintenance service experience, including three years in a supervisory or management role in a transportation operation comparable to the ECAT maintenance division; or a combination of education and experience equivalent to these requirements.Licenses and Certifications:
Valid Florida driver's license from state of residence Must currently possess or have the ability to obtain a Class B Commercial Driver's license for the type of equipment operated with special endorsements within 90 days of employment Must currently possess or obtain Florida D.O.T. Medical Certification within 90 days of employmentPreferred Qualifications:
Advanced experience in the transit or transportation industry Experience working in a union environment Automotive technical certifications or ASEs strongly preferred Knowledge, Skills, Abilities, and Other Characteristics (KSAOs): Supervisory principles Budgeting principles Applicable tools and equipment utilized in fleet maintenance Vehicle and equipment repair techniques Repair, maintenance, and modification of light and heavy gasoline, electric, and diesel-powered equipment Occupational hazards and safety precautions Plan and direct the activities of an automotive maintenance unit Supervise and direct skilled and technical personnel Inspect vehicles and equipment Maintain complex records Prepare detailed reports Prepare and monitor budgets Manage and evaluate subordinate employees and oversee their training Deal effectively with subordinates, coworkers, and peers as well as representatives of Governmental and community agencies and organizations Implement, manage, and control an effective preventative maintenance program Read and understand technical repair manuals Perform basic mathematical calculations (addition, subtraction, multiplication, division, percentages) Work under pressure and long hours when necessary Communication and interpersonal relations as applied to interaction with coworkers, supervisor, elected, officials, and the general public sufficient to exchange or convey information and to receive work directionSUPPLEMENTAL INFORMATION
