Operations Supervisor II (HVAC
What are we looking for?
We are looking for outstanding individuals to join our team and contribute to excellence in Howard County operations.
What you'll like most about working at
Serves as liaison to contractors; coordinates work schedules; arranges site visits to discuss scope and specifications of work to be performed; works with suppliers to obtain materials ordered by Bureau of Operations and Maintenance on a timely basis to ensure an uninterrupted flow of work.
Supervising maintenance operations using a computerized maintenance management system (CMMS) is required. Responsibilities include generating and prioritizing work orders, assigning tasks to staff, tracking labor hours, and ensuring timely completion and closing out of work orders. Manages the HVAC Preventive Maintenance (PM) program, including planning, scheduling, and assigning PM work orders to support facility performance. Must be able to assess equipment failures and make informed decisions regarding repair versus replacement based on cost, condition, and operational impact.
Examines estimates of labor hours, material costs, parts, and equipment costs, performance requirements, and delivery schedules to ensure completeness and accuracy.
Requests amendments or renewal to existing contracts.
Provides input on supplies and materials expenditure accounts for budget preparation; assembles information from specifications on small tools, heavy equipment, and services to be rendered by outside contractors; makes inquires with supervisors and Heating, Ventilation, and Air Conditioning (HVAC) team as to the tools they require to perform their tasks; prepares reports and justifications regarding capital purchases; analyzes past fiscal years' expenditures; establishes annual spending operating funds. Assembles specifications and generate purchase requisitions for goods and services required by the Bureau of Operations and Maintenance; Supervises specific jobs completed by outside contractors.
Initiates emergency purchases of goods and services; prepares emergency authorization forms to justify the need for emergency purchases, and other supporting documentation.
Coordinates the preparation of technical specifications for new contractual services and updates existing contracted services.
Provides full range of office control, including answering correspondence and telephone inquiries; processing invoices for payment; invoice reconciliation; maintains contractors and vendors files; and writing purchase orders and specification for purchase orders.
Reviews bid and proposal packages to ensure compliance with established requirements, plans and schedules; invoices procurement of supplies and services.
Meets with Purchasing Office to discuss vendors performance; provides assistance in carrying out county purchasing regulations and policies; and resolves complaints and problems.
Maintains good working relationships with vendors; assists in developing standards for materials and supplies; keeps informed of county purchasing policies; analyzes pricing and changes in market trends. Works with Purchasing Office to ensure contractors and vendors are in compliant with purchasing guidelines. Maintains liaison with vendors and purchasing personnel. Assists Purchasing Office resolve purchasing problems. Resolves matters that requires special handling to avoid loss to County Government (e.g., bid protest, poor contract performance, anticipated breach of contract).Monitors Bureau's compliance with procurement policies and procedures, the County Purchasing Code and Purchasing Manual.
Assists the Office or Purchasing with responses to vendor protest.
Conducts cost/benefit analysis and evaluations of programs, staffing, and equipment utilization.
Responds to internal customers' telephone inquiries.
Obtains and assembles data for special projects, reports results and recommendations; initiates and updates forms, procedures and processing methods; attends operational meetings as required; performs management studies as assigned; develops task elements, and program budget analysis.
This position is designated as essential personnel. The incumbent may be required to report to work during inclement weather conditions or other emergency situations to ensure continuity of operations.

DESCRIPTION
Performs intermediate supervisory level and advanced operations service work under general supervision from an administrative or technical superior. Work includes supervising the activities of laboring and equipment operation personnel in areas such as construction, maintenance, landfill disposal, tree care, utility, vehicle repair, contracted refuse collection, water reclamation, parks, horticulture, and forestry work.- Please note that this position falls within a collective bargaining unit and is represented by AFSCME Local 3085, Local 3888, or Local 1810.
