The expected FY26 salary for this position is: $70,556 - $103,116.WHO WE ARE
The Montgomery County Department of Transportation's (DOT) mission is to move people and connect places with seamless, equitable transportation options that are safe, environmentally responsible, and support economic growth and vibrancy in Montgomery County. MCDOT supports its residents, commuters, and visitors with transit options and infrastructure that provide seamless public transportation. The Division of Highway Services (DHS) manages the maintenance of all transportation infrastructure within the County right-of-way, including more than 5,400 lane miles of rural, residential, and primary roadways, as well as nearly 1,000 miles of concrete curb, gutter, and sidewalk. The Tree Maintenance Section manages an inventory of over 250,000 street trees and more than 200,000 trees in the rural areas. This position is designated as an Essential Position and will require the ability to work evenings and weekends, as well as working off-site.WHO WE ARE LOOKING FOR
The Department of Transportation (DOT), Division of Highway Services (DHS) seeks a highly motivated and skilled Work Force Leader IV within the Division of Highway Services, Field Operations Section. The candidate shall possess a wide range of experience in managing staff and extensive technical knowledge of procedures for repairing paved roadways, storm drain systems, concrete structures, and other roadway appurtenances. Significant experience with snow removal and the best practices for salt management, emergency operations, knowledgeable with the purchases of heavy equipment, budgeting of large programs, skills with community outreach, experience and understanding of government procurement processes, trained in work zone safety, and other related tasks and topics.Note:
Offsite work required. Evening or weekend hours required. The Department of Transportation (DOT), Division of Highway Services (DHS), seeks a Work Force Leader IV who will be responsible for managing and supervising the duties of approximately 50 County maintenance workers and several contract employees. This also includes the daily operations of a large fleet of heavy-duty highway equipment. As the Work Force Leader IV, this person will perform the following duties: Analyzing work schedules and determining employee and equipment resources, material requirements, and methods of application. Planning work assignments. Reviewing and analyzing production of cost and personnel, utilizing records to evaluate progress of work and to control or reduce costs. Investigating, resolving, and reporting on unusual problems regarding the condition of roads, bridges, sidewalks, aprons, storm water facilities, etc. Determining maintenance responsibilities within easement areas. Applying the proper codes, specifications, and standards as related to the work. Maintaining and applying the proper use of construction stock materials and special-order materials. Responding to customers such as residents, other agencies, and senior management. Ensure that the proper maintenance of all equipment. Manage all employees in accordance with the County Personnel Policies and the Division's Attendance policy, to include scheduled appraisals of the employees at the assigned depot. Manage all aspects of storm operations within a geographical area, including wind, rain, and snow. Manage various seasonal operations such as paving, mowing, leafing, and snow removal. Address hazardous and emergency road conditions during regular work hours and after hours.Additional Information:
The individual selected for this position will be considered an Essential Employee. Essential employees must report to work during a general emergency or on liberal leave. You will provide oversight and guidance to assigned staff, including planning and coordinating daily work activities, monitoring work quality and safety, and supporting employees in carrying out field operations.Experience :
Six (6) years of experience in highway general construction and maintenance or specialty construction/maintenance work, such as bridge construction, road resurfacing operations, or trees and forestry management, two (2) years of which must have been at the working leader/supervisory level.Education :
Graduation from high school or High School Certificate of completion recognized in the State of Maryland.Equivalency :
An equivalent combination of education and experience may be substituted.Physical Ability :
Ability and willingness to work in the field in adverse weather and under hazardous conditions, and to perform physical tasks.Medical Protocol :
This position requires completion of a pre-employment Medical History Form and a drug screening to assess your ability to safely perform the essential duties of the role. We will use interview preference criteria: Possession of a valid Class C (or equivalent) Driver's License from an applicant's state of residence. Leadership and supervision role managing a diverse workforce and personnel in a collective bargaining environment. Developing personnel performance plans, evaluations, and adverse personnel actions. Experience in Highway maintenance and/or construction activities and foliage control. Experience developing weekly work plans, project schedules, and resource allocation (personnel, equipment, and materials) for highway maintenance projects and/or programs. Experience responding to natural emergencies such as winter snow and ice storms, wind and rainstorms, and debris management.
