Department Public Works Location Public Works Position Type Full-Time Employee (40 hr/wk) Salary $32.35 hr./$67,288 annually Open Date 05/06/2026 Close Date 05/20/2026 Description SUMMARY
  • T he Street Maintenance Supervisor is an integral part of the Department of Public Works Management Team responsible for the supervision and facilitation of key decisions concerning day-to-day street maintenance operations at the Department of Public Works.
This position is a supervisory position performed under the general supervision of the Department of Public Works Chief Supervisor. Assignments are carried out following broad policy guidelines, general goals, and objectives.
ESSENTIAL DUTIES AND RESPONSIBILITIES
¨ Plans, organizes and supervises the work of the Department's crews engaged in street maintenance activities including maintenance of asphalt pavements and concrete structures, storm drains, pavement markings, traffic control signs and street signs, guardrails, street cleaning, street trees, grounds maintenance and special projects with minimal supervision and may, on occasion, be called upon to assist in the performance of these maintenance activities. ¨ Responds as needed to organize and supervise crews involved in emergency operations such as, but not limited to, flooding, snow emergencies, high wind damage, hazardous material spills, and similar situations. ¨ Inspects work in progress and upon completion to assure adequacy and thoroughness and takes action deemed necessary to meet acceptable levels. ¨ Maintains manual and computer records of the work performed by crews, provide analysis and writes clear, concise reports of this work. ¨ Is knowledgeable of and supports City and Departmental policies and procedures and sees that subordinates understand and comply with these policies and procedures. ¨ Is actively involved in designing and providing training to employees in proper work procedures, safety compliance and habits, personal and public health and safety matters, Departmental certifications, and Commercial Driver's Licenses. ¨ Monitors, documents, and evaluates employees' performance and recommends awards, promotions, or disciplinary actions. ¨ Receives written work orders or verbal instructions from the Director or Assistant Director ¨ Operates and trains employees on all specialty equipment such as backhoes, front end loader, bobcat, bucket trucks, paint machine, roll-off, and tow truck. ¨ Trains and supervises employees on proper snow removal procedures, including operating both large and small plow trucks. ¨ Operates and trains on all street related vehicles such as the bucket trucks, paint machine, roll-off tow truck, etc. ¨ Supervises repairs of streets and sidewalks with asphalt, cold patching materials, and concrete ¨ Removes and replaces damaged traffic signs. ¨ Operates snow removal equipment to maintain streets, sidewalks, and driveways. ¨ Install lane marking devices such as paint, hot tape, or thermoplastics. ¨ Train employees on tree pruning, removal, and planting. ¨ Trouble shoot traffic signal repairs. ¨ Repairs or replaces masonry, stone, asphalt, and concrete. ¨ Replaces worn or damaged parts on small equipment and hand tools ¨ Willingly and cooperatively accepts other duties and responsibilities as assigned.
SUPERVISORY RESPONSIBILITIES
  • This is a responsible supervisory position requiring the incumbent to be knowledgeable and experienced in Municipal Public Works maintenance activities.
The person in this position shall be able to effectively plan the work of and supervise several work crews, document their performance, and provide training in safety and work methods with minimal supervision. Responsibilities include completing performance evaluations, managing employees, addressing complaints, and solving problems
MINIMUM QUALIFICATIONS
¨ Background
  • Applicant must be a citizen of the United States (U.S.) with no convictions of a felony or a serious crime. Applicant must also complete a background examination that will include, but is not limited to, a criminal history check, education and professional certification verification, credit check and drug testing before employment with the city. ¨ Education and Experience
  • High School diploma or GED and six (4) years' experience directing and supervising maintenance activities related to roadways and appurtenant structures, traffic control devices, and snow removal operations. ¨ Certificates, Licenses, Registrations
  • Must possess a current and valid Class "B" Maryland Commercial Driver's License.
Possession of a current Maryland State Highway Administration (SHA) or American Traffic Safety Services Association (ATSSA) Flagger Certification Card, Stormwater Inspector Certification, Traffic Control Devices and Work Zone Traffic Controls certified courses or the ability to acquire within 6 months of employment. Completion of the National Incident Management System (NIMS) command courses required by the City Office of Emergency Management within six (6) months of employment with the City.
