Job Description
We are hiring for a Building Superintendent in the Public Services Department. This role is responsible for the maintenance, repair, operation, and improvement of municipal buildings, facilities, and the municipal parking garages. This position supervises facility maintenance programs, contractors, and capital projects to ensure City facilities remain safe, functional, and well-maintained. Key Responsibilities:
Plan, schedule, and oversee maintenance, repair, and operation of municipal buildings and facilities Perform and coordinate skilled building trades work including carpentry, plumbing, painting, roofing, and general repairs Supervise contractors and ensure work meets specifications, codes, and timelines Oversee operation and maintenance of the municipal parking garages Inspect facilities and completed work for quality, safety, and compliance Develop and manage maintenance schedules and project priorities Assist with budget development and monitor facility-related expenditures Maintain maintenance records, logs, and work order documentation Support capital improvement planning and long-range facility needs Respond to facility emergencies and urgent maintenance issues Promote workplace safety and ensure compliance with OSHA and building codes Collaborate with City departments, vendors, consultants, and contractors Perform other related duties as assigned
Education and Qualifications:
High school diploma or equivalent required Associate degree in Facilities Management, Construction, or related field preferred Minimum 5 years of building maintenance, construction, or facility operations experience, including supervisory experience Valid Maine driver's license required Equivalent combinations of education and experience considered For further details, the full job description is available on our website job posting.
Compensation and Benefits:
Competitive salary range of $30.39 - $44.63 per hour depending on experience and qualifications. Salary rates may be subject to increase upon ratification of the new collective bargaining agreement effective July 1, 2026. This position is covered by the General Unit collective bargaining agreement. A comprehensive benefits package includes medical (PPO plan at 12% premium cost, plus HRA reimbursement), dental, vision, life insurance (one times base salary), short and long-term disability, and employee assistance program. Generous paid leave including vacation, sick, and 13 holidays per year. Tuition reimbursement for job-related courses. Retirement program of the Maine Public Employees Retirement Plan (Maine PERS) or defined 457 with matching up to 6%.

The City of Westbrook was a traditional mill city that has grown and diversified significantly over the last two decades to become a residential hub and business center for the region. Westbrook has a population of over 20,000 and covers 17.36 square miles. Westbrook is centrally located to both urban and rural amenities. Currently, the City employs approximately 195 full-time and 80 variable-hour employees, covered by five different Collective Bargaining Agreements. The departments contained within the City are the Mayor's Office, Economic Development, City Clerk, Finance, Human Resources, Planning, Code Enforcement, & Assessing, Public Services, Community Services, General Assistance, Library, Police, Fire & Rescue, and Dispatch. The Public Services Department ensures the safe and efficient operation of municipal service systems that enhance the quality of life in Westbrook. It is responsible for the construction, operation, and maintenance of drainage systems, waste management services, and municipal properties. Public Services also manages roadside mowing, street and sidewalk maintenance, snow and ice removal, and seasonal cleanups. The department plays a key role in ensuring public safety, environmental sustainability, and the maintenance of infrastructure. Public Services collaborates with other City departments to respond to emergencies and maintain citywide services. The department is staffed by 35 full-time employees.
