AIRCRAFT MAINTENANCE
MANAGER, GS-1601-12, you will provide responsibility for directing and managing Squadron Personnel, Equipment, and overall readiness of all assigned resources. Incumbent partners with the Group Commander, as well as the other Commanders and organizions in the Wing to plan, schedule, and implement a flying program following overarching Operional Risk Management (ORM) concepts. Incumbent also coordines efforts with numerous outside agencies to execute responsibilities. The supervised workforce may fluctue daily to meet mission requirements.
The workforce may include:
Title 32 Military Technicians, Traditional Guard members, Active Guard/Reserve (AGR), Title 5 NG Employees, ste employees, other civilian, military duty personnel. 1. Directs unit's overall efforts to ensure readiness of assigned aircraft, personnel, and equipment to meet wartime, day-to-day mission requirements, and any Ste Active Duty to support Ste Emergencies. Plans, organizes, and oversees the activities of the organizion to direct flying operions. Establishes, reviews, and/or revises policies, procedures, mission objectives, and organizion design for the assigned staff, as necessary to elimine work problems or barriers to mission accomplishment. Directs all functions to provide mission generion support by executing on-equipment activities to produce properly configured, mission ready weapon systems to meet contingency and training mission requirements for both operions and maintenance personnel. Ensures standardized procedures and organizions among Aircraft Maintenance Units (AMUs). Constantly exercises conflict-resolution skills to de-conflict flying schedule priorities supporting wing mission requirements, Operions and Maintenance Training requirements, and real-world Air Tasking Order (ATO) commitments. This also involves fluctuing deadlines, supporting multiple AMUs dispersed locions, and work occurring on 2 or more shifts. Incumbent is also expected to make critical decisions involving fleet Urgent and Immedie action Time-Compliance Technical Order aircraft modificions as they affect the flying schedule. Provides critical input to Maintenance Standardizion and Evaluion Program (MSEP) evaluion process to ensure quality of daily on-equipment maintenance activities. 2. Collabores with the Group Commander/Squadron Commander and other base organizions to plan, develop and implement numerous long term plans to include: the Wing/Group Stregic Plan (mission, goals, values, objectives, etc.), Wing Commander's Inspection Program, the Base Master Plan (facilities), Communicions/Computer Plan (infrastructure capabilities/upgrade), the Vehicle Replacement Plan, the Deployment Cycle Plan, Aircraft Modificion Plan, Depot Input Plan, force management and recruiting/retention plans, weapon system conversions, and base supplements. Communices with test and evaluion agencies to develop tools and test equipment to further enhance maintenance capability and capacity which includes coordinion with MAJCOMs and depot key points of contact. This includes the collaborion/coordinion with applicable contractors and vendors supporting improvement activity. 3. Coordines with approprie groups in the wing to ensure an integred approach to action solutions of problems reling to fleet health, availability of aircraft, and the ability to conduct the military mission. Assesses the impact of the flying schedule and schedule changes program to ensure th aircraft requirements and configurions can be met. Plans, implements, and coordines multiple complex and often competing mission requirements and commitments involving Expeditionary Comb Support (ECS) and aviion packages which may require the activion and deployment of an adaptable, agile force able to respond to dynamic worldwide events. Ensures the unit retains the capability for the simultaneous execution of home stion maintenance and training. Confers with applicable base support functions to ensure th squadron needs and requirements are being sisfied. Balances risk to ensure approprie allocion and prioritizion of resources required to meet mission requirements. Identifies aircraft failure trends to part/component level. Develops and executes fleet one-time inspection guidance when warranted. Chairs meetings to coordine and schedule work to be accomplished by various technicians from a variety of trades th must work as a team to accomplish tasks and goals. 4. NATIONAL GUARD MEMBERSHIP IS REQUIRED
: This is an excepted service position th requires membership in a compible military assignment in the Nional Guard. Selectee required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.

GENERAL EXPERIENCE
: Experience, educion, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specificions, using test instruments, making computions, and keeping records. Experience using computer and automion systems.
SPECIALIZED EXPERIENCE
: Must have least 36 months experience in applying principles, concepts, and methods of equipment, facility, or service operions sufficient in planning assignments. Experience using well-established occupional methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restorion, repair needs, etc. Experience in determinion of resource needs, allocion of resources, and budgeting/funding needs. Experience in human resources management policy mters affecting the entire organizion, with personnel actions affecting key employees to include experience coordining work forces and resources and negotiing with management or clients concerning problems.
