GENERAL STATEMENT OF DUTIES
Supervises daily operations of the Parks Maintenance division; assigns tasks to employees, collaborates with staff to complete tasks, and follows up to ensure the work is completed in a timely manner.
DISTINGUISHING FEATURES OF CLASS
An employee in this class is responsible for planning, organizing and acting as a working supervisor to provide oversight and management of the staff and operations of the Parks Maintenance Division, supervising and performing regular maintenance of City parks facilities, buildings, and grounds, including the City's amusement area, aquatics facilities support, large special events, and playgrounds. Assures that safe and clean park facilities are provided for residents and visitors of Burlington. Work is performed under the supervision of the Parks Maintenance Operations Manager. This classification is considered exempt in compliance with the Fair Labor Standards Act (FLSA).
ESSENTIAL DUTIES AND TASKS
Oversees daily operations of the Parks Maintenance Division, including parks, facilities, grounds, custodial services, playgrounds, and related assets. Implements maintenance standards, procedures, and service expectations established by departmental leadership. Monitors operating budgets Provides assistance and training in technical issues and responsibilities.
Processes work orders:
orders materials, supplies and equipment as needed. Interviews applicants for employment, recommends which applicant to be hired, approves requests for vacation and sick leave, completes and conducts employee performance evaluations and recommends job assignments. Provides support for specific aquatics maintenance through the direction of the Parks Maintenance Operations Manager and the Aquatics Director. Participates in an on-call schedule understanding the need for reactive callbacks for the Division and staff after hours, nights, and weekends. Assists with staff training and development within the division. Assists in Developing maintenance standards and schedules to improve efficiency. Performs related duties as required
KNOWLEDGE, SKILLS, AND ABILITIES
Working knowledge of building/facility maintenance in a public setting. Working knowledge of rules and regulations pertaining to function and use of Recreation and Parks buildings, facilities, and grounds. Working knowledge of occupational hazards and safety precautions. Considerable knowledge of methods, materials, tools, and equipment used in maintenance. Basic proficiency in the use of standard office software and computerized work order system. Considerable knowledge of supervisory and management principles and practice sufficient to supervise the work assigned to employees Ability to plan, organize, assign, and supervise the work of employees Ability to implement established standards and procedures consistently Ability to monitor budgets and manage resources with approved limits Ability to establish and maintain effective working relationship with other City employees and the general public.
EDUCATION AND EXPERIENCE
Associate degree in related field and three (3) to five (5) years of work experience in the maintenance and repair of buildings, facilities, and grounds in a public setting; or an equivalent combination of training and experience.
SPECIAL REQUIREMENTS
Valid North Carolina Driver's License Certified Aquatic Facility Operator (AFO) or Certified Pool Operator (CPO) or the ability to obtain it in 6 months. Certified Playground Safety Inspector (CPSI), or the ability to obtain in 6 months. North Carolina Pesticide Applicators License class (L) Turf and Ornamental, or the ability to obtain in 6 months.
PHYSICAL REQUIREMENTS AND WORKING CONDITIONS
Work in this position is generally heavy work exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Work typically involves the ability to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing and repetitive motions. Work necessitates visual acuity to operate machines such as lathes, drill presses, power saws, and mills where the seeing job is at or within arm's reach. The Employee is subject to hazards including a variety of physical conditions such as proximity to moving mechanical parts, electrical current, working on scaffolding and high places, oils, noise, extreme weather conditions and vibration. Working conditions include both inside and outside environmental conditions.
