Director of Maintenance 205 Tinsley Way, Gaston, NC 27832 From $68,000 a year - Full-time From $68,000 a year - Full-time Roanoke Chowan Housing Authority is seeking an experienced Director of Maintenance & Modernization to lead capital improvements, modernization projects, and maintenance operations across Agency properties. This role is responsible for managing construction and rehabilitation initiatives, overseeing contracts and project execution, ensuring regulatory compliance, and maintaining safe, high-quality housing environments that support strong HUD performance outcomes. The ideal candidate brings strong leadership, construction and facilities expertise, and experience managing large-scale modernization projects within residential, public housing, or similar environments. Key Responsibilities Lead planning, coordination, and execution of modernization, capital improvements, rehabilitation projects, and new development activities. Manage Capital Fund Program (CFP) activities, budgets, reporting, grants, and financial documentation to ensure compliance and timely submission requirements. Develop and implement preventive maintenance programs to preserve property conditions and extend asset life. Oversee maintenance and modernization teams, establish priorities, assign work, and monitor performance and productivity. Prepare budgets, cost estimates, project schedules, and quality assurance plans. Develop bid specifications, requests for proposals (RFPs), and procurement documentation in accordance with Agency policies. Coordinate with architects, engineers, contractors, and consultants throughout planning, design, bidding, and construction phases. Conduct inspections and monitor project progress to ensure compliance with contracts, specifications, safety standards, and quality expectations. Identify and resolve construction deficiencies and manage project claims and disputes. Support capital planning through development of annual and five-year improvement strategies. Maintain Agency manuals, modernization policies, risk control procedures, and emergency readiness plans. Coordinate environmental activities, including assessments, remediation, abatement, and related training. Serve as liaison with local officials regarding code compliance and required inspections. Oversee fleet management, inventory control, warehouse operations, and asset stewardship. Participate in leadership meetings and represent operations initiatives internally and externally. Promote continuous process improvement, operational efficiency, and exceptional customer service. What We're Looking For Education & Experience Bachelor's degree in Engineering, Architecture, Building Sciences, or related field from an accredited institution or an equivalent combination of education, training, and experience will be considered. Minimum of 10 years of experience in building trades and construction management. At least 5 years of managerial experience overseeing teams and projects. Required Certifications (within one year of hire) Fair Housing Certified Maintenance Manager (CMM) Renovation, Repair & Painting (RRP) Lead Certification Certified Apartment Maintenance Technician (CAMT) Uniform Physical Condition Standards (UPCS) Knowledge & Skills Strong knowledge of construction, modernization, maintenance, and facilities management. Understanding of HUD requirements, housing regulations, and public procurement practices. Experience managing capital improvement budgets and construction contracts. Ability to read blueprints, interpret specifications, and evaluate project costs. Excellent leadership, communication, problem-solving, and project management skills. Strong organizational and documentation abilities. Proficiency with computer systems and project-related software.
