Job Description

Incumbents in this position are responsible for managing the Centralized Maintenance Division. The incumbent is responsible for maintenance duties associated with all Wastewater Treatment and Water Treatment plants. This position is assigned to pay grade R36. Develops plans and programming, formulates budgetary data, assigns job duties, conducts employee evaluations, prepares contractual obligations, develops educational curriculum, and reports parameters as they relate to the overall programming of the office. Exercises QA/QC throughout the prosecution of work from inception to closeout and turnover to the infrastructure's owner. Oversees the procurement of maintenance equipment and make decisions concerning outsourcing and contracting of maintenance work. Oversees the Fleet Replacement program within the annual Capital Improvements Program (CIP)and participates in CFPUA's CIP development. Directs and leads the repairs and maintenance of all wastewater treatment facilities, and water treatment facilities, including groundwater wells and elevated water towers. Directs and leads the water and wastewater treatment warehouses and inventory. Performs building and facilities maintenance for CFPUA. Oversees the maintenance and repairs of CFPUA's fleet program. Manages the review of CFPUA's GPS system and repairs of system. Directs and oversees contract preparation, bidding, and administration. Manages the CMMS system (Maximo) as it pertains to the division. Oversees and mentors department's personnel's professional development and training. Directs and oversees the Centralized Maintenance budget, Fleet Maintenance budget and preparation including purchasing, procurement of goods and services, pricing, requisitions, purchase orders, and inventory control/maintenance. Exercises value and cost control. Sets performance standards for Centralized Maintenance staff and all maintenance activities. Participates in and/or coordinates/supervise the work of others in the installation, expansion, relocation, diagnostics/analysis of equipment performance, deterioration, or failure, removal, disassembly, servicing/repair/replacement, post-servicing checkout/testing, reassembly, and reinstallation. Active role within CFPUA's Emergency Operation Center. This position is a member of the organization management team and is responsible for demonstrating and holding others accountable to the CFPUA values. This position is required to work in partnership with their own department and all other CFPUA departments toward achieving organizational goals. This position is responsible for creating a culture of belonging and inclusion. This position works in partnership with the Human Resources department to ensure staff completes all relevant employment training. This position is responsible for ensuring compliance with all CFPUA policies and procedures. This position works in partnership with the Human Resources department to ensure compliance with federal and state employment law. Directs and oversees inventory/property management. Participates in CFPUA's CIP development. Exercises a purchasing authority up to $1,000 without approval from supervisor. Performs other related job duties as assigned. In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties. Associates degree in facilities management, construction management, engineering, or any related course study. Five (5) years of professional maintenance work experience in a managerial role such as maintenance superintendent, facilities superintendent, facilities manager, or any related work field. Fifteen (15) years of industry work experience in lieu of Associates degree. Possession of or ability to readily obtain an appropriate state-certified license for water or wastewater treatment as appropriate.

Maintenance Technologist, the Society for Maintenance and Reliability Professionals and/or the International Maintenance Institute, ISO, and NIMS training certifications are preferred. Possession of or ability to readily obtain a valid State of North Carolina driver's license.
