Manages day-to-day rail related activities for the Newark Light Rail, reacting to service disruptions and supervising recovery efforts. Ensures day-to-day inspections/repairs to rolling stock and infrastructure are performed on schedule, acts as Project Manager for assigned projects and monitors budget categories.
Roles and Responsibilities:
Plans, coordinates, and directs the day-to-day rail related activities for the Newark Light Rail (NLR) System associated with Service Delivery; to include Safety, MOW, MOE, Transportation and Training. Responds to service disruptions and enacts the coordination of service recovery; Coordinates with other operating entities (both internal and external) to maintain advertised service levels, minimizing service-related impacts due to planned or unplanned events. Supports and maintains occupational, operational and system safety practices/programs consistent with NJ DOT/FTA, FRA, NLR and NJ Transit regulations. Develops and oversees short/long-term maintenance campaigns, responsible for MOE and MOW capital maintenance programs, projects and initiatives in accordance with SOGR standards, corporate strategic vision. Applies current practices in accordance with the CBA, NJ Transit Surface Transit goals, objectives, policies, DOT regulations and all other statutory governance, as prescribed. Maintains/establishes good and mutually beneficial relations with internal and external customers, which includes, but not limited to State and local government officials, Labor Union personnel/leadership, advisory boards, various community stakeholders. Maintains effective coordination between MOW, MOE, and Transportation to ensure day-to-day inspections/repairs to rolling stock and infrastructure are performed on schedule and as needed in concert with revenue and non-revenue service functions. Ensures Newark Light Rail consistently complies with applicable NJ DOT/FTA, FRA and NJ Transit maintenance, construction, and operating codes/standards/practices. Must respond to unusual occurrences, regardless of the day or time to provide direction, oversight, and leadership to personnel. Conducts performance assessments and monitors overall performance indicators to ensure NLR Scorecard. performance meets the department's goals/objectives. Develops and implements strategies and action plans to meet departmental and corporate goals and initiatives. Coordinates all NLR activities in support of the Corporate D&A Program. Acts as Project Manager for assigned projects/programs within NLR. Develops and monitors budget categories for the O&M departments under their jurisdiction. Develops and monitors capital programs/projects under their jurisdiction to ensure the scope, schedule and budget are maintained within the framework of the NLR department's Capital Program. At the direction of the Chief or Deputy Chief, may be required to provide backfill support for O&M activities at Hudson Bergen and/or RiverLine on an as-needed basis.

Bachelor's Degree in Transportation, Business Administration, or related area, and/or equivalent, with seven (7) years of applied experience with the numerous maintenance and operating activities associated with supervising an operating rail transit system, to include practical and successful experiences with the oversight of agreement and non-agreement personnel. One year of closely related work experience can be substituted for each year of education required.
Knowledge and Skills:
Excellent verbal and written communication skills are required, as well as experience with Microsoft Office applications, including but not limited to Trapeze, VMIS, Oracle, Microsoft Word, Excel, and Access. Must have the ability to assess, balance and manage various priorities/activities as they emerge. Working Environment Office Environment at the

Physical Demands This position may involve periods of time in which climbing, stepping over rail and walking on uneven surfaces in the Yard or ROW will be necessary. Other Conditions Must be able to respond to NLR Incidents/Accidents as needed on 24-hours basis, 7-days a week. This position is deemed safety sensitive per the Department of Transportation (DOT) Drug and Alcohol Testing Regulations. The DOT Drug and Alcohol Testing Regulation 49 CFR Part 40 does not authorize the use of marijuana for any reason . It is unacceptable for any safety-sensitive employee subject to drug testing under DOT regulations to use recreational or medical marijuana. The prohibition includes any derivative of marijuana such as CBD oils, teas, etc. T he use of recreational and medical marijuana is a violation of NJ TRANSIT's Drug and Alcohol-Free Workplace Policy for safety-sensitive employees.
