About WSDOT The Washington State Department of Transportation (WSDOT) is a multimodal agency with a global reputation for excellence. In addition to maintaining over 20,000 lane miles of state highway and 4,100 bridges, WSDOT leads an award-winning Active Transportation Plan, manages the world's longest floating bridge, and operates the largest ferry system in the nation! The Opportunity WSDOT is currently seeking a Maintenance & Operations Superintendent to lead and oversee maintenance operations for Area 2
  • Mount Vernon, supporting a growing population of approximately 300,000 residents.
In this role, the Superintendent will strategically assess business needs, direct operational resources, and make long-term capital investment and budget decisions to ensure the safe and efficient operation of the highway system. This position coordinates with internal and external partners, including cities, counties, tribal governments, and federal agencies, to support major transportation and maintenance projects, emergency response efforts, and weather-related operations. The Superintendent also oversees maintenance programs related to environmental compliance, integrated vegetation management, and stewardship of Area 2 land holdings. A strong candidate will possess exceptional leadership, strategic planning, communication, and partnership-building skills, along with the ability to balance complex operational and construction priorities. What to Expect Among the varied range of responsibilities held within this role, the Maintenance & Operations Superintendent will: Represent maintenance interests throughout the planning, design, and construction phases of highway construction and preservation projects while ensuring long-term maintainability and quality control standards are met. Review and approve construction plans, design reports, permits, developer improvement projects, and roadway access requests to support safe and effective transportation operations. Coordinate and collaborate with federal, state, county, municipal, tribal, and private stakeholders to integrate maintenance activities, support project delivery, and maintain positive working relationships. Lead emergency response operations for natural and man-made disasters by directing field activities, coordinating within the National Incident Management System (NIMS), and supporting County Emergency Operations Centers. Develop long-term operational strategies, budgets, staffing plans, fleet requirements, and program policies to support maintenance, safety, and asset preservation goals. Monitor employee safety performance, implement preventative action plans, and promote a strong safety culture through training, employee involvement, and adoption of new technologies and practices. Supervise, coach, mentor, and evaluate employees while administering policies, labor agreements, performance standards, corrective actions, and employee development programs. Administer maintenance and preservation contracts, oversee procurement activities, review expenditures and program performance, respond to public and media inquiries, and represent WSDOT as the maintenance authority for Area 2. Qualifications To be considered for this opportunity, the following are required :
Maintenance and Engineering Expertise:
Demonstrated knowledge of engineering design and construction principles and comprehensive highway maintenance operations, including roadway, right-of-way, incident response, signage, and rest area maintenance. Applies this expertise to support safe, effective, and consistent operational delivery.
Leadership and Organizational Management:
Demonstrated ability to lead and manage a large, multifaceted maintenance organization. Applies supervisory and management principles to effectively delegate, develop staff, foster accountability, and maintain a productive work environment.
Policy, Regulatory, and Labor Relations Knowledge:
Demonstrated knowledge of agency policies, procedures, and personnel practices, as well as labor relations and collective bargaining agreements. Ensures consistent application of policies, compliance with regulations, and appropriate administration of corrective and disciplinary actions.
Strategic Planning and Program Management:
Demonstrated ability to plan, prioritize, and manage multiple programs and competing priorities. Develops and implements standards, controls, and strategies that align with statewide maintenance goals and operational needs.
Fiscal and Resource Management:
Demonstrated ability to develop and manage complex budgets and oversee the effective allocation of personnel, equipment, and materials to achieve program objectives.
Emergency Management and Operational Readiness:
Demonstrated ability to lead emergency response efforts, including snow and ice operations, and make timely operational decisions in dynamic, high-pressure environments. Maintains readiness for 24/7 response and field-based decision-making.
Communication and Relationship Management:
Demonstrated ability to communicate clearly and effectively, both orally and in writing, and to build and maintain strong working relationships with diverse stakeholders, including those with competing interests.
Technology and Operational Tools Proficiency:
Demonstrated ability to use relevant technology, systems, and communication tools to support maintenance operations and decision-making.
Growth Mindset:
Actively demonstrates a commitment to learning and growth.
Service-Oriented:
Takes action to meet the needs of others. In addition to the above, the following are also required : A valid driver's license and the ability to operate state-owned vehicles. Ability to traverse rough, steep, and uneven terrain. Ability to respond to non-scheduled call-out emergencies on a 24/7 basis, including nights, weekends, and holidays as needed. Ability to obtain the National Incident Management System (NIMS) Incident Command System (ICS) Certifications 100, 200,300, 700, and 800 certifications within 12 months of date of hire. It is preferred that qualified candidates also demonstrate:
Advanced Regulatory and Environmental Expertise:
Experience applying complex federal, state, and local laws, including environmental regulations, to transportation maintenance and operations.
Executive-Level Budget Oversight:
Experience managing large-scale or highly complex budgets (e.g., multi-million-dollar biennial budgets) with broad organizational impact.
Legal and Risk Management Experience:
Experience representing an organization in legal proceedings, including serving as an expert witness, coordinating with legal teams, and supporting risk management activities.
Licensure:
A Commercial Driver's License Class "A" without airbrake restrictions. Important Notes This recruitment may also be used to fill additional positions per business needs.
