DEFINITION
Provides strategic leadership and operational oversight for the Maintenance Services Division within the Public Works Department, directing the maintenance and repair of City infrastructure including , grounds, streets, stormwater and wastewater.. As part of the Department's leadership team, this position establishes priorities, develops and supports staff, and ensures the division delivers safe, efficient, and responsive maintenance services that protect public assets and support the community.
SUPERVISION RECEIVED AND EXERCISED
Receives direction from the Public Works Director. Exercises administrative supervision over assigned staff.

Essential responsibilities and duties may include, but are not limited to, the following:
Essential Functions :
Plans, directs, and manages the functions of the Maintenance Services Division of the Public Works Department through appropriate delegation, managerial support, and work supervision for streets, stormwater, wastewater, grounds, and related maintenance programs. Provides leadership and supervision for assigned staff; participates in selection, training, performance management and professional development; and supports a service oriented and safety-focused work environment. Develops, recommends and implements goals, priorities, policies, procedures and workplans; reviews work methods and outcomes; identifies opportunities for improvement; and resolves operational issues. Participates in the development, implementation and maintenance of asset management programs. Utilizes the Computerized Maintenance Management System (CMMS) and Geographic Information System (GIS) platforms to track asset condition and performance, identify assets nearing end-of-life, and generate reports to support capital planning and data driven decisions. Monitors and evaluates the efficiency and effectiveness of service delivery methods, administrative systems, workloads and staffing levels; recommend improvements and adjustments. Develops and administers divisional budgets and work plans; determines resource needs for staffing, equipment, materials, and supplies; monitors budget-to-actual performance; and advises the Director of anticipated budget impacts. Supports, develops, implements and enforces employee safety training programs to ensure safe work practices; ensures compliance with applicable local, state and federal regulations. Ensures consistent application and adherence of the collective bargaining agreement for represented Divisional employees; support the contract negotiations team and participates in the grievance procedure process. Supports and implements strategies to assure quality of maintenance services, including wastewater, stormwater, streets, sidewalk, and grounds (park and rights-of-way) maintenance. Participates and supports the development of long-range planning processes (utility comprehensive/master plans, capital facilities plan, emergency management planning, succession planning, etc.) and development of programmatic areas of responsibility. Responds to emergencies as needed; develop and coordinate response procedures; assess emergent issues and assess resource needs. Directs and monitors the use of contracted resources and inter-local agreements. Obtains ad evaluates bids and price quotations; oversees the procurement of supplies and equipment; and negotiates, administers, and monitors contracts. Prepares, reviews and presents reports, analyses and recommendations; communicates service delivery needs and issues; and provides information and advice to Public Works Director, City Manager, City Council and community groups as needed. Coordinates with Parks, Fleet and Facilities to ensure equipment and vehicles meet the needs and requirements of the Division. Serves as the liaison for the Maintenance Services Division with other divisions, departments, agencies and the public; interpret and explain policies, procedures and regulations; and respond to and resolve sensitive citizen inquiries and complaints.

QUALIFICATIONS
Knowledge of:
Principles and practices of public works and utilities maintenance services and program administration. Principles and practices of asset management systems. Principles and practices of customer relations. Practices and procedures of health and safety. Principles and procedures of preventive maintenance. Principles and practices of program development and administration. Methods and techniques of emergency response and resolution. Applicable computer software applications, including asset and project management. Principles and practices of government budget development, implementation, and administration. Principles of business letter writing and basic report preparation. Principles of supervision, training and performance evaluation. Federal, State and local laws, codes and regulations governing municipal utilities and public works projects National Pollutant Discharge Elimination System (NPDES) and Washington state water quality program standards and regulations. Manual on Uniform Traffic control Devices (MUTCD) and Washington State Department of Transportation (WSDOT) standards and guidelines for public works construction and safety standards in hazardous traffic environments. Regulations and standards governing emergency preparedness and response activities including Federal Emergency Management Agency (FEMA) guidelines and Incident Command System (ICS) protocols Project management practices. Principles and tools of a continuous improvement culture.
Ability to:

Interpret and apply Federal, State and local policies, laws and regulations. Establish and maintain effective working relationships with those contacted in the course of work. Operate computers including MS Office products and specialized software Experience and Training Guidelines Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience :
Five years of increasingly responsible public works transportation and utilities maintenance experience including three years of administrative and supervisory responsibility.
Training :
Equivalent to a bachelor's degree from an accredited college or university with major course work in civil engineering, business or public administration or a related field.

Physical Conditions:
Essential and marginal functions may require maintaining physical condition necessary for sitting or standing for prolonged periods of time, and for making field observations; near visual acuity to operate computer programs.

Remote Work Eligibility:
This position is eligible for remote work. The City's remote work policy, Employees Working Remotely, requires staff in positions eligible for remote work to work onsite a minimum of four days per two-week pay period (every two weeks), during the orientation period it is expected that all work will be performed at the assigned City's location. Full-time remote work is not an option. Once hired, employees must reside in the State of Washington .
