GENERAL DESCRIPTION
To assist the Director of Physical Plant with recruiting, directing, and overseeing the team devoted to the maintenance and future improvements of a highly functional, aesthetically attractive, and welcoming living and learning environment for the students, faculty and staff of the University, community members, and visitors to campus. The ideal candidate will have sufficient knowledge and experience to hire, supervise and evaluate employees and contractors with technical expertise in a variety of construction, repair and maintenance fields. This will be performed in conformance with a variety of standards to complete tasks related to all phases of maintenance, construction, housekeeping, ground maintenance, and vehicle pool operation. The Assistant Director will also be responsible for oversight of all properties owned by the university outside of those used as rental properties. This role works closely with the Vice President for Finance, the Chief of Staff, the Director of Conference Services under the direction of the Executive Director of Physical Plant.
RESPONSIBILITIES
Provide leadership to each area of the Physical Plant operations through direct staffing or hired contractors: General Maintenance, Construction, Vehicle Pool, Grounds and Athletic Fields, and Custodial. Direct proper functioning of the Service Desk Plus work order log daily and evaluate, prioritize, plan, estimate, confirm funding and if deemed appropriate, schedule and distribute all tasks, with the general work orders assigned daily and designated by the office administrative assistant. Develop and submit to the Vice President for Finance an annual Physical Plant Budget consisting of the Maintenance, Custodial and Grounds Departments for approval. Assist and approve all General Plant Budget expenditures which include: Building, Grounds, and Custodial and to see that the departments stay within the annual budget by monitoring, evaluating, scheduling and prioritizing expenditures to meet campus objective, and work closely with the administration when additional funding is needed. Maintain adequate and safe inventory of vehicles for the vehicle pool whether departmental issue or general use, in collaboration with the Vice President for Finance which may include, but not limited to: providing for maintenance and servicing, rotating to manage mileage, managing lease schedules according to vehicle mileage, purchasing, replacing, rotating and disposing of vehicles as appropriate, seeing that insurance, taxes and tags are maintained. Assist managing all major building and construction projects as instructed, which may include, but is not limited to: designing, planning and scheduling, evaluating and determining a budget which may require a bid process, interviewing and selecting prospective contractors, managing progress, and approving all change orders, with a goal of completing the project within budget and on time. Assist with development and maintenance of a Written Hazardous Communication Program as outlined by OSHA which include, but not limited to: Manage the MSDS record regularly, produce an all-campus chemical inventory annually, provide training for all affected personnel. Assist scheduling, and use contractors if necessary, to monitor, service, evaluate, make necessary repairs or adjustments, record and file all required inspections and reports as mandated by the EPA, DEHC, OSHA, Fire Marshal, SC-LLR in addition to local requirements which include, but are not limited to: sprinkler suppression systems, annually; Hood suppression systems, semi-annually; Fire alarm systems, annually; grease traps, semi-annually; annual fire extinguisher; hood cleaning, quarterly; termite inspection, annually; elevators, annually/monthly. This work will be done in collaboration with the office of Campus Safety. Develop, maintain, manage and update additional policies as required by Governmental Regulations which include, but are not limited to: Bloodborne Pathogens Exposure Control Plan, Personal Protective Equipment Policy, Spill Prevention & Counter Control Plan, Storm Water Management and provide necessary training for all effected personnel. This work will be done in collaboration with the office of Campus Safety. Complete yearly performance evaluations of employees under your supervision. Develop and maintain Safety Program which includes, but is not limited to: Safety Orientation to all new Physical Plant personnel, review of safety procedure for all employees of the department at regular safety meetings, and provide instruction as required by OSHA on safety which includes, but is not limited to: Aerial and Lift Safety, Confined Space Entry, Back Safety, Ladder Safety, Electrical Safety, Lawn Equipment Safety, Chainsaw Safety, Fire Safety. Assist with a process to plan, negotiate, and contract campus pest control and adjust as required, including scheduling the annual termite inspection. Negotiate, contract, prepare and schedule the ongoing EPA self-audit program identifying any discrepancies, making necessary corrections and/or adjust policies in order to stay in compliance with the regulation and maintain a copy of the report along with the corrective measures. 14. Provide a Planning and Assessment report, with support of the Physical Plant Team, as scheduled by the Director of Institutional Effectiveness. 15.Assist in creating a report to the Finance Committee of the Board of Trustees at their regular meeting on the state of the Physical Plant. 16. Attend meetings as necessary and conduct and/or assign workers as needed in preparations for special functions or activities which may include, but are not limited to: setting up for Graduation or other groups that include Fine Arts events, Homecoming, Board of Trustee events, Christmas events, and assist with parking from placement of barriers to directing traffic flow, and provide shuttle service during some of these events. 17. Advise and/or assist the technicians, ground crew and custodial department from time to time, as required. 18. Monitor the preventive maintenance schedule of the campus facilities which include, but are not limited to: painting the interior and exterior of the facilities, summer maintenance of the dorm facilities, roof inspection and replacement, HVAC maintenance and replacement, interior and exterior lighting, sidewalk and road repair, gym floor refurbishing at least annually, and see that the necessary records are kept up to date. 19. Monitor inventory of all Physical Plant areas, to see that they are being maintained adequately in order to provide the expected level of service. 20. Oversee and complete special projects or other activities that may be required to meet the mission and objectives of the University's Administration and Physical Plant. 21.Other duties, as assigned.
QUALIFICATIONS A
minimum of a High School Diploma is required. Due to the various types of required work, a minimum of seven to ten years of work experience related to this position is a requirement depending on formal training received. Candidate must have five to ten years of management experience. Candidate must be skilled in mathematics and knowledgeable of formulas used in construction and electrical. Technical training in related fields is required and must be proficient in mechanical, electrical, plumbing, carpentry and have good knowledge and experience in HVAC and ground maintenance. Candidate must be competent in planning, designing and the drawing of layouts, being proficient in reading mechanical, architectural and schematic blueprints. Candidate must be proficient in evaluating, planning and writing policies and procedures as required and creating other related documents for record keeping. SWU is committed to maximizing the use of technology in its daily operations and in achieving its strategic goals; the ideal candidate will be familiar and comfortable with web-based, mobile and PC applications including but not limited to the use of Microsoft Office (Outlook, Word, Excel). Computer technology is utilized for receiving and logging in work orders on a daily basis and the completion of written reports that may be required. It is also used in setting of controls in various locations.

Physical/Environmental Requirements. This position requires strenuous activities from time to time and is classified as heavy work which involves lifting up to 100 pounds. The work environment includes inside and may be required to work outside in a variety of weather conditions. Safety Requirements. As an employee of the Physical Plant it is imperative that all safety procedures are carried out as outlined in its policies (for example, lockout/tagout, hazard communication, personal protection equipment, spill prevention, and much more). These are available in the Director's office for review. All new employees will go through a safety orientation. Hours of operation. The Physical Plant Department operates on a 40 hour per week work schedule, but may require addition work hours in an emergency and/or during special events. As a Director, managing multiple shifts, schedules must be adjusted from time to time in order to interact and monitor all aspects of the Physical Plant. Pre-employment Screening .
