Job Description

Program Manager III The Department of Administration's (Admin) Division of Facilities Management and Property Services is seeking an experienced Program Manager III to join the team. Facilities Management (FM) maintains and operates approximately 53 buildings, which include the State House, Capitol Complex Office Buildings, the Governor's Mansion and other buildings in the Columbia area. In this role you will manage Permanent Improvement Projects and serve as a key liaison between customers, contractors, maintenance teams, and leadership to ensure work is completed efficiently, on time, within budget, and in compliance with applicable policies and procurement requirements. Responsibilities of the
Program Manager III:
Manage and monitor work orders to ensure timely completion based on priority. Review SAP Plant Maintenance reports related to preventive and corrective maintenance, work order status, completion, and closure. Coordinate purchase requisitions, vendor invoices, goods receipts, to e nsure that all procurements comply with applicable Admin policies and the SC Consolidated Procurement Code. Communicate regularly with all customers. Serve as the owner's/customer's representative for Permanent Improvement Projects, including planning, design, bidding, construction, and closeout to ensure that projects are completed on time and within established budget. Coordinate project activities with architects, engineers, contractors, maintenance teams, Facilities Management, and building occupants. Oversee daily operations, major expenditures, critical system repairs, and service request responses for assigned facilities. Coordinate with the Construction and Planning Manager for proposal and establishment of needed building construction projects at both the GS and PIP level. Develop, track, and report needed Permanent Improvement Projects for inclusion in the annual Comprehensive Permanent Improvement Plan (CPIP). Recommend long-range facility plans major projects, service improvements, and energy conservation measures. Ensure that warranties for major building assets and component systems are maintained and tracked. Lead and support staff through coaching, training, and performance development. Streamline workflows while implementing management policies and organizational initiatives. Foster a positive, team focused environment. A bachelor's degree and relevant program management experience to include knowledge of building maintenance and experience in managing large construction projects of moderate complexity and risk.
Additional Requirements:
Position may require employee to work evenings and weekends. Position requires routine driver duties. Position requires frequent stooping and/or bending.
Position requires frequent lifting:
35lbs Position may be required to report to work during emergency situations and hazardous weather events. This position may require occasional extended hours, and the employee is subject to be on call, for limited periods of time (days or weeks), for duty, 24 hours a day / 7 days a week. Knowledge of state and federal laws, rules, and regulations pertaining to the corrective and preventive maintenance and management of state-owned buildings. Ability to manage multiple teams. Ability to utilize and monitor work order systems and processes to ensure efficient work order planning, creation, execution, completion and closure. Ability to analyze and provide reports. Strong communication and organizational skills. Working knowledge of the SC Consolidated Procurement Code. Experience with, and knowledge of SC Office of State Engineer and SC Executive Budget Office project requirements, processes and forms. Extensive knowledge of adopted building and related codes and laws. Knowledge of the principles and practices related to Construction Project Management. Demonstrated ability to communicate well with all stakeholders. Proficiency in MS Project.
