MAINTENANCE SUPERVISOR
(DOQ) Position Number 012345 FLSA Status Exempt Full Time/Part Time Temporary Salary $56,000 Annually, or depending on qualifications Job Summary Under limited direction, performs supervisory and oversight responsibilities of assigned Brownsville Public Utilities Board (BPUB) facilities. Responsibilities Facilities Maintenance Supervisor I Checks and maintains various building systems for proper operation, including but not limited to, light fixtures, fire protection and sprinkler systems, air conditioning and heating systems, and power systems. Inspects and coordinates the work of outside contractors and company maintenance personnel, including but not limited to, electricians, air conditioning contractors, electronic service technicians, painters, building maintenance contractors, carpet cleaners, and grounds maintenance contractors. Ensures compliance with bid terms and estimates material and equipment needs; keeps work, time and material records and makes reports on work performed. Responsible for the cleanliness and maintenance of assigned BPUB facilities. Conducts all administrative duties for the department, including organizing the work schedules, maintaining written logs and records for assigned departmental staff. May reassign personnel as required to minimize overtime or compensate for personnel shortages. Coordinates projects with management on various elements of new construction and/or renovations of existing facilities. May oversee the project to ensure timelines, budgets, and quality standards are met. Assists with the security of assigned BPUB facilities including the alarm system, issuing security codes, communicating with law enforcement, and periodically changing locks and card access systems. Reports any observes conditions to facilities and acts accordingly to correct any problems. Completes other job duties as assigned. Facilities Maintenance Supervisor II (in addition to duties listed above) Conducts internal facility inspections and submits reports to management. Assists with safety and security inspections and event coordination. Facilities Maintenance Supervisor III (in addition to all duties listed above) Assists the manager in creating the scope of work for large-scale projects and assist with budgeting and capital improvement projects. Administers purchase card processes, contracts, and service agreements for all related trades for each facility.
SUPERVISORY RESPONSIBILITIES
Plans, directs, and supervises the activities and schedules the work for Facilities Maintenance personnel. Provides training, guidance, and assistance departmental staff and assists with on-site supervision of external subcontractor personnel. Facilities Maintenance Supervisor II (in addition to responsibilities listed above) Responsible for the coordination, planning, and scheduling of work conducted by external subcontractors, vendors, and other service providers. Facilities Maintenance Supervisor III (in addition to all responsibilities listed above) Assists the manager with the administrative and supervisory activities of the department including the selection, training, evaluation, counseling, and recommendation for dismissal of employees. May assume all duties and responsibilities of the manager in their absence or as needed. Knowledge, Skills, and Abilities Knowledge important to perform the functions of the job include: Thorough knowledge of the materials, methods and equipment used in facilities maintenance. Thorough knowledge of the occupational hazards and safety precautions of the work. Knowledge gained through experience and training to correct systems or resolve problems that occur on a daily basis. Skills important to perform the functions of the job include: Computer software skills using Microsoft Office programs. Good communication skills in English and Spanish to communicate effectively with the public and explain difficult situations as required by work activities. Abilities important to perform the functions of the job include: Ability to plan, layout, assign and supervise the work of others. Ability to train and instruct subordinates. Ability to understand, interpret and effectively carry out written or oral instructions. Ability to read appropriate equipment or construction plans, specifications, drawings, diagrams, or schematics as they relate to facilities maintenance. Ability to prepare reports and maintain records. Ability to exercise considerable independent judgment and initiative in the performance of work. Education & Experience Requirements High School Diploma, GED or satisfactory and approved equivalent required, and four (4) years of experience in the cleaning, repair, and maintenance of buildings, grounds, equipment, and related facilities. An equivalent combination of appropriate education, related experience, and relevant certifications may be substitute for the experience requirements. Facilities Maintenance Supervisor II Two (2) additional years of progressively responsible experience are required. Facilities Maintenance Supervisor III Four (4) additional years of experience in a senior or supervisory facilities role are required. Certificates, Licenses, Registrations Requires a valid Texas Driver License or receipt of a valid Texas Driver's License within 90 days of relocation to Texas and a safe driving record, as measured by company policy. Must obtain Facilities Management Certificate (FMC)
BOMA/BOMI
within two (2) years of appointment. Facilities Maintenance Supervisor II (in addition to requirements listed above) Required to hold the designation of Certified Professional Maintenance Manager (CPMM) from the Association of Facilities Engineering (AFE). Facilities Maintenance Supervisor III (in addition to all requirements listed above) Required to hold the designation of Certified Facility Manager (CFM) from the International Facility Management Association (IFMA). Physical Demands The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Ability to walk and/or stand for prolonged periods of time while supervising the work of subordinates or contractors' crews. Ability to lift a minimum of 60 lb. to a 3-foot height when required. Ability to climb up or down ladders to a 25-foot height or depth without feeling discomfort. Ability to work under adverse weather conditions including but not limited to rain and sleet and withstand temperature extremes ranging from 20 to 110 degrees Fahrenheit. Ability to work extra hours during workdays, weekends or holidays to complete work as required. Eligibility for Employment In addition to any and all other qualifications required for employment stated under the Brownsville P.U.B Personnel Policies and Procedures Policy No. 39: Prohibit the hiring of any person who is related to BPUB Executive Management within the third degree of Consanguinity or second degree by Affinity;and Based on certain prohibitions of the Charter and Statute on nepotism, no person can be hired who shall be related to any member of the Board of Directors or City Commission within the third degree of consanguinity or second degree by affinity.
