PEMEX Deer Park provides a diverse and inclusive work environment that employs approximately 1000 employees with another 1200 contractors on site. The refinery's rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. For more information, please visit our website: PEMEX Job Summary Ensure routine maintenance work scopes are executed safely, effectively, and efficiently by Pemex and contractor craft personnel. Drive alignment across behaviors and culture, craft competency and qualifications, time on tools, and effective use and management of resources. Foster strong, collaborative relationships with Production Team members across Technical, Operations, and Maintenance to support delivery of a reliable and available production unit both now and in the future.
Accountabilities & Responsibilities:
Personal and Process Safety Facilitate daily tailgate meetings with craft teams, incorporating site leadership safety messaging, Enablon updates (including safety infractions and ACE observations), and recognition of positive behaviors and performance. Proactively address equipment and facility safety concerns, ensuring accurate reporting and tracking in Enablon and GSAP. Ensure Pemex and contractor craft personnel are competent, qualified, and prepared to safely and efficiently execute assigned work prior to releasing daily assignments. Participate in daily Joint Job Site Inspections to ensure compliance with site policies and procedures, including S-102, S-114, and S-120. When inefficiencies are identified, exercise stop-work authority and engage all parties to clearly communicate expectations. Review TSAs and work permits for accuracy and quality, recognizing excellence and addressing gaps. Ensure all incidents are promptly reported to relevant stakeholders and accurately entered into the site Enablon system. Maintenance Execution / Workflow / Productivity Lead daily morning alignment meetings to review headcount changes, first-start readiness, overtime job status, schedule breakers, E-Tickets, and daily scheduled work. Actively participate in daily scheduling meetings with the OMC and Scheduler providing critical updates on work status and workforce adjustments. Review plans for scheduled work to ensure scopes are practical, properly sequenced, and aligned to support efficient execution. Validate that Safety System Bypass Forms (SSBFs) are completed and approved prior to scheduling work. Ensure work scope is clearly understood by Pemex and contractor craft personnel prior to deployment by addressing questions and issuing complete job work packs, including work orders, scope, detailed location, photos, P&IDs (as required), loop sheets (as required), specification sheets, pump cards, OST cards, 3319, and all required compliance documentation. Ensure first starts begin as planned and provide immediate support to craft personnel when delays arise. Proactively and reactively manage daily execution issues that impact productivity, including equipment availability, operations readiness, shared resources, tools, rental equipment, and materials. Validate that E-Tickets and schedule breakers are aligned with the Risk Management Matrix. Maintain continuous field engagement with Pemex, contractor, and third-party crafts through face-to-face and radio/phone communication to ensure efficient progress, high effectiveness, and removal of barriers. Ensure crafts and MSC or Weekend Duty personnel clearly understand overtime work assignments and provide onsite oversight as needed to ensure safe and efficient execution. Align DCs with daily activities and priorities and provide assurance. Manage Craft payroll daily. Leadership Responsibilities Set clear expectations for Pemex employees and provide timely, effective feedback on performance, emphasizing safety behaviors and craftsmanship while addressing areas requiring improvement. Maintain a thorough understanding of the Craft Expectation document, collective bargaining agreement, and Pemex Deer Park policies—including Maintenance Overtime and Craft Vacation policies—and ensure team compliance. Consistently utilize the Employee Discussion Log (EDL) to document employee recognition, performance, attendance, and conduct, ensuring entries are thorough, timely and detailed. Ensure Pemex craft personnel remain compliant with all required CBT, ILC, and medical testing requirements. Ensure consistent management and documentation of off-duty and return-to-work reports for all hourly employees. Manage AIP with hourly represented employees.

Job Knowledge, Skills & Experience Education and Experience:
10+ years' experience of Maintenance execution in Refinery, Chemical plant or similar asset Prior supervision of industrial represented workforce.

Employees must be able to perform the following physical activities daily: Must be legally authorized and capable of driving company vehicles. Must be able to walk and/or stand for up to four hours per day on uneven industrial terrain. Must be capable of bending or stooping for up to three hours per day for inspection of equipment or piping. Must be capable of climbing for up to two hours per day on stairs and ladders (each), fixed or portable. Must be capable of crawling for up to one hour per day to access confined spaced or low-clearance equipment. Must be able to utilize hands unimpeded for eight hours per day, including the use of hand tools for up to six hours per day. Must be able to lift at least fifty pounds on a daily basis. Must be capable of donning and doffing all necessary personal protective equipment (PPE) to complete daily tasks, including SCBA.
