BUSINESS UNIT
TERMINALS Kinder Morgan is the largest independent terminal operator in North America, providing a strong, reliable network of 144 terminals serving our customers' storage, distribution, blending and logistical needs. Our terminals store and handle renewable fuels, petroleum products, chemicals, vegetable oils and other products. We have a combined liquids storage capacity of approximately 151 million barrels and handle about 59 million tons of dry bulk materials annually.
POSITION SUMMARY
The Project Manager Engineer provides experienced engineering and project management support for DOT and PHMSA regulated pipelines, tanks, and terminal facilities at the Pasadena Terminal. This role is responsible for executing sustaining capital and maintenance-driven projects, maintaining technical documentation (including P&IDs), supporting Management of Change (MOC) and variance submittals, and ensuring regulatory compliance across terminal assets. The position blends process and mechanical engineering, maintenance and integrity support, and end-to-end project management, working closely with Operations, Integrity, Compliance, Maintenance, and EHS teams to improve safety, reliability, and operational efficiency.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Engineering & Technical Oversight Provide engineering support for DOT and PHMSA regulated pipelines, terminals, tanks, pump stations, and associated facilities Review, revise, and maintain P&IDs and engineering documentation for pipeline and terminal systems Support like-kind replacements, equipment modifications, and facility upgrades Evaluate asset condition data, inspection results, and integrity assessments to support maintenance and repair strategies Provide engineering oversight for hydrostatic testing activities, including planning, execution, and documentation Support tank projects and maintenance activities in accordance with
API 650, API
653, and
API 2350
standards Assess equipment, controls, and operational procedures; make recommendations for improvements or corrective actions Support failure investigations and root cause analyses; develop corrective and preventive actions Project Management & Execution Plan, manage, and execute sustaining capital, maintenance, and integrity-driven projects from initiation through closeout Develop detailed project scopes of work, cost estimates, schedules, and execution plans Manage multiple projects concurrently while maintaining schedule, budget, safety, and quality objectives Coordinate contractors, inspectors, vendors, and internal stakeholders to ensure safe and efficient execution Monitor project progress, manage risks, address field issues, and communicate status to leadership Review financial commitments and expenditures to ensure accurate forecasting and cost control Ensure proper documentation, turnover, and closeout of completed projects Safety, Environmental & Regulatory Compliance Ensure all work complies with PHMSA regulations (49 CFR Part 195), DOT requirements, and company standards Support MOC, variance, and regulatory submittals, including technical evaluations and documentation Promote and enforce safe work practices, including Job Safety Analyses (JSAs), permits, and contractor safety requirements Support regulatory inspections, audits, and internal compliance assessments Coordinate with EHS teams to minimize environmental impact and maintain spill prevention and response readiness Operations, Integrity & Cross‑Functional Coordination Interface daily with Operations, Integrity Management, Compliance, Maintenance, and Reliability teams Support outage planning, shutdowns, hydrotests, and return-to-service activities Align project execution with operational and integrity priorities Improve terminal processes, documentation accuracy, and regulatory readiness Drive continuous improvement initiatives to enhance safety, compliance, and operational efficiency. Documentation, Reporting & Communication Maintain accurate engineering drawings, P&IDs, maintenance records, and project files Prepare technical reports, engineering evaluations, and project status updates Maintain detailed records of operational activities, asset characteristics, and project progression Communicate clearly with supervisors and stakeholders on project status, risks, and decisions. Leadership Directly manages assigned employees, including hiring, onboarding, training, performance management, disciplinary actions, and employee development. Conducts regular performance evaluations, provides constructive feedback, and develops improvement plans as needed. Ensures team compliance with all company policies, procedures, and safety requirements. Fosters employee engagement, collaboration, and professional growth while maintaining accountability for results.
