Assists the supervisor in other functional areas of the engineering program, as required. Supervises 11-35 associates and the highest grade of the nonsupervisory, primary work supervised is M-10. 1. Supervises the maintenance and repair of equipment and facilities within the area or installation to include utilization of various types of semi-skilled and skilled craftsmen as follows: A. Implements overall maintenance programs, preventive maintenance schedules, and cost estimates of work to be accomplished and materials to be used. Supervises work involved in making alterations and construction additions to buildings in accordance with standards and projects. Advises supervisor of necessary action required to have repairs performed by post/base engineers or through contracting, as appropriate. B. Inspects all projects involving the complete rebuilding and repair of electrical and refrigeration equipment, and installation of electrical, building wiring, and communication systems. Provides for transportation of labor, parts, and equipment to/from job sites. Keeps informed on status of work-in-progress, back logged projects, priorities, rate of production, etc. C. Plans, coordinates, and directs field maintenance activities involving preventive maintenance, emergency maintenance, renovation, remodeling, and repair of equipment and facilities in assigned areas. Provides for the periodic inspection of equipment and facilities and the rendering of maintenance services, as required. 2. Processes work order requests for approval and implementation and determines appropriate controls on cost and account identification. 3. Directs the operation of the maintenance and repair shop in support of assigned activities. Plans and implements preventive maintenance programs for all fixed assets (other than vehicles and MHE) including mobile sales outlet operating equipment such as drink dispensers, cash registers, etc. 4. Assists in reviewing and evaluating a variety of records, reports, and documents reflecting assigned activities to determine effectiveness and efficiency of operations. Recommends necessary corrective action to eliminate deficiencies and to improve the program. 5. Establishes and monitors basic parts and materials inventory required by recurring preventive maintenance. 6. Provides technical assistance to activity managers in the accomplishment of self-help work. 7. As required, performs TDY travel of one or more days duration to other Exchange locations. 8. Ensures compliance with fire, safety, sanitation, and security regulations. Initiates work orders for repair and maintenance. 9. Ensures the security of cash, fixed assets, and merchandise inventory. 10. Supervises assigned people. Establishes work schedules; assigns and distributes work; counsels people; prepares and/or approves performance reviews; approves/disapproves leave requests; conducts or supervises the conduct of people training; recommends people actions; and performs other supervisory functions. 11. Keeps abreast of, actively supports, and as required, implements the provisions of pertinent public laws, executive orders, and directives relating to the federal equal employment opportunity (EEO) Program within the Army and Air Force Exchange Service. 12. Performs other duties as assigned.
