As a Strategic Real Estate Analyst, you will provide strategic advisory services, portfolio analysis, occupancy planning support, and data-driven recommendations to optimize FPS's nationwide real estate portfolio. This role supports long-term facilities planning, federal space reduction initiatives, occupancy agreement analysis, and executive-level reporting. This position is contingent upon receipt of award and candidate's ability to pass required background screening. Key Responsibilities Conduct comprehensive portfolio analyses to identify opportunities for consolidation, cost savings, and operational efficiencies. Analyze space utilization data and develop strategic recommendations supporting FPS mission requirements. Draft strategic real estate plans aligned with FPS long-term operational objectives. Support occupancy agreement planning and tracking activities for approximately 280 occupancy agreements. Coordinate with GSA and FPS stakeholders regarding occupancy agreements, lease actions, and portfolio initiatives. Support development of five- to ten-year strategic facilities plans. Conduct business case analyses to evaluate project feasibility, lifecycle costs, and operational impacts. Develop reports, dashboards, presentations, and executive briefings for FPS leadership. Forecast future space needs and assess impacts of operational changes, workforce requirements, and federal building dispositions. Conduct space utilization analytics and identify underutilized areas for consolidation opportunities. Support development of Integrated Project Plans (IPP), Real Property Capital Plans, Resource Allocation Plans, and Exhibit 54 reporting. Assist with real property reporting, occupancy planning, and leasehold improvement tracking. Support compliance with OMB, FAR, FMR, DHS, and GSA real estate regulations. Conduct site visits and facility assessments to support strategic planning activities. Coordinate with project teams to support relocation and build-out initiatives.
Qualifications Required:
U.S. Citizenship Bachelor's degree in Real Estate, Urban Planning, Business Administration, Facilities Management, Finance, Architecture, or related field (or equivalent experience) Minimum 10 years of strategic real estate or federal facilities management experience Active Certified Commercial Investment Member (CCIM) certification Strong analytical and strategic planning skills Experience supporting federal real property and occupancy agreement activities Experience conducting portfolio analysis and space utilization assessments Strong proficiency with Microsoft Excel, PowerPoint, and reporting tools Ability to prepare executive-level reports and briefings Strong understanding of federal real property regulations and space utilization initiatives Excellent written and verbal communication skills Ability to travel as required for site visits and stakeholder meetings Valid driver's license
Preferred:
Active FAC-C certification for Leasing Contracting Officers within the last 5 years or equivalent Experience supporting DHS, GSA, or other federal agencies Familiarity with ServiceNow, AutoCAD, Tririga, or real estate portfolio management systems Experience supporting federal consolidation and optimization initiatives Experience with business case development and capital planning Knowledge of federal lease administration and occupancy agreement management Strategic Results In assuming this position, you will be a critical contributor to delivering high-quality administrative and training support services that enable TSI to accomplish its mission of developing a skilled transportation workforce. You will play a key leadership role in ensuring operational excellence, effective coordination across divisions, and strong partnership with Government stakeholders. Your ability to align teams, manage performance, and drive continuous improvement will directly impact the success of the contract and the effectiveness of TSI programs.
