Job Description
The County of Volusia is seeking a Zoning Technician and a Zoning Technician/Development Technician for the Planning & Development Services Division. The positions are located in DeLand, Florida, and is responsible for technical work of a specialized nature in the implementation of the County Zoning Code. Primary duties are the processing and examination of zoning applications, the approval of construction plans and building permits, real estate due diligence research, and other work necessary to ensure compliance with zoning regulations. Other duties include but are not limited to, the preparation of data and materials, writing interpretations of the County's zoning regulations, presentations to the Planning and Land Development Regulation Commission, and other public meetings as assigned. The selected candidate must have strong customer service skills both in person and over the phone, as the work includes shifts in the customer services lobby and shifts answering phone calls to the county zoning information call center.

Reviews and makes recommendations relative to zoning ordinance compliance on applications for building permits, land development, and other applicable applications. Addresses questions in person, by letter, and over the phone relating to Future Land Use Map designations, Comprehensive Plan element policies, zoning classifications, land development, permit requirements and procedures, and map amendment, rezoning, variance, and special exception application processes. Reviews zoning and Comprehensive Plan certification on applications submitted pursuant to the Land Development Code and makes recommendations for approval or denial. Receives and processes applications for changes in zoning, variances, special exceptions, appeals, waivers, and vested rights. Coordinates with other county divisions and agencies to resolve complex permitting problems that may involve zoning. Assists in public hearings on zoning matters. Assists the public with completing applications and related submittals. Provides procedural and related information as required. Handles customer questions and issues regarding permit requirements, refers technical questions to appropriate staff, and advises customers of actions to be taken as necessary. Provides courteous and professional assistance to external customers, internal staff, and other divisions as needed. Updates and maintains property files in the county's permitting database. Disseminates information and new regulations to the public, staff, and other government agencies. Serves as liaison between applicants and reviewers. Serves as liaison to special task teams, other government agencies, and citizen groups. Attends work on a continuous and regular basis. Takes shifts manning the customer lobby, and the zoning information call center. Must adhered to Federal, State, County, and Local ordinances. Must adhere to Federal, State, County, and Local ordinances. Responds to emergency situations. Performs other duties as assigned.Development Technician Duties:
Receives and processes applications for Planning & Development Services, such as site plans, subdivision plats, stormwater management permits, appeals, lot combinations, and vested rights. Assists the public with completing those applications. Distributes and monitors applications to ensure all necessary reviews are completed and comments are received by the deadlines. Provides procedural and related information as required. Answers phones, responds to emails, and assists customers in the customer service lobby with inquiries relating to application requirements, procedures, and zoning. Refers technical questions to appropriate staff and advises customers on actions required to complete applications. Provides courteous and professional assistance to external customers, internal staff, and other county departments. Updates and maintains files. Disseminates regulatory information to the public, staff, and other government agencies. Updates the Planning & Development Services website for informational content and publishes meeting agendas and minutes. Serves as liaison between applicants and reviewers. May participate in special task teams, citizen groups, and collaborate with other government agencies, if needed. Writes correspondence containing technical information and legal citations. Complies with public records retention rules, including the Florida Sunshine Law. Researches and writes special reports. Prepares reports on parcel history, archived permits, plats, subdivision information, and other data requested by customers and county staff. Provides background information for land development and planning applications, including site plans, subdivisions, exemptions, zoning cases, and property eligibility for development orders. Collaborates with GIS staff to ensure maps are accurate and accessible. Prepares meeting rooms, including computer displays and audio equipment, for public hearings to ensure meetings are conducted in a professional manner. May be assigned to other county locations based upon operational needs. Attends work on a regular and consistent basis. Must adhere to Federal, State, County, and Local ordinances. Responds to emergency situations. Performs other duties as assigned. Graduation from high school or possession of a GED and four (4) years of experience in working with the public in real estate, land use regulations, code enforcement, planning, zoning, or related field. A comparable amount of education, training, or experience may substitute for the minimum qualifications. Must possess and maintain a valid Driver's License at time of hire. Must possess and maintain a valid Florida Driver's License within thirty (30) days of hire. Knowledge of the principles of zoning, comprehensive planning, and land development. Knowledge of real estate law. Knowledge of the zoning ordinance. Knowledge of general permit processing and procedures. Knowledge of land development and construction terminology. Knowledge of permitting software. Knowledge of basic mapping programs. Ability to locate property on maps and aerial photos using legal descriptions. Ability to interpret map layers and aerial photographs. Ability to examine building permits and plot plans for compliance with zoning and other County regulations. Ability to read surveys, legal descriptions, and easements. Ability to disseminate zoning and land development information to the general public. Ability to communicate effectively both orally and in writing. Ability to deal tactfully with the public and other County agencies. Ability to deal with internal and external customers in a professional, courteous manner. Ability to accurately answer questions and resolve problem situations or refer to the appropriate office. Ability to analyze situations, identify pertinent issues, collect relevant information, evaluate realistic options, and recommend an appropriate course of action to customers and other staff. Ability to work within strict timelines and under stressful situations. Ability to research information regarding plats, easements, etc. Skilled in the use of computer applications. Skilled in the use of various office equipment (e.g., telephones, computers, printers, scanners, and plotters).ADA REQUIREMENTS

Primarily sedentary work requiring sitting, bending, reaching, stooping, and standing. Ability to move about an office. Ability to look at a computer screen for long periods and operate a computer keyboard and other office equipment requiring repetitive hand movement. Ability to speak, hear, and see.
