Job Description The Michigan State Lottery is looking for a dependable, honest, motivated, and hardworking individual with a positive attitude and strong ethical standards to join our team! The Michigan State Lottery was established under the authority of Public Act 239 of 1972 to generate funds to support Michigan's public-school system and generates revenue through the sale of Lottery tickets at retail locations and over the internet. Profits from lottery revenue are used to supplement state education programs. This position will assist with a variety of technical assignments in support of the Administrative Division of Lottery. The technician creates and maintains data tracking, creation of spreadsheets and purchasing files, and is responsible for closing transactions related to purchasing transactions. The primary functions of this position are to assist the purchasing and contracts staff in the completion of purchasing functions which include the purchase orders (PO's), obtaining quotations for the purchase of supplies, equipment, services, materials and repair parts. Maintains files, computerized records, and completes spreadsheets and reports as required. Analyzes costs and pricing of orders and transportation of items. Seeks ongoing guidance of procurement issues, processes, policies and procedures, and assisting with analyzing data, purchasing operations, and preparation of correspondence as it relates to procurement activities. Serves as the primary point of contact for all desk phone and wireless device orders, changes, and trouble shooting. Assists in maintaining records as they relate to the Lottery fleet of leased and agency owned vehicles. Performs additional duties as assigned. Required Education and Experience Education Educational level typically acquired through completion of high school. Experience Procurement Technician 7 One year of administrative support procurement experience in a purchasing office equivalent to the experienced level, or one year of experience in the receipt, storage, and distribution of supplies and materials equivalent to the 7 level. OR Completion of a one-year college level business program may be substituted for the entry level (7 level) experience requirements. Procurement Technician 8 One year of experience equivalent to a Procurement Technician 7, or one year of administrative support procurement experience in a purchasing office equivalent to the advanced level, or one year of experience in the receipt, storage, and distribution of supplies and materials equivalent to the 8 level. Procurement Technician E9 Two years of experience equivalent to a Procurement Technician, including one year equivalent to a Procurement Technician 8. Alternate Education and Experience Procurement Technician 7 Completion of a one-year college level business program may be substituted for the entry level (7) level) experience requirements. Procurement Technician E9 Possession of a Bachelor's degree and two years of job-related experience qualifies for the experienced level Procurement Technician E9 classification. Additional Requirements and Information To be considered for this position, you must submit to the following initial background check requirement(s). In accordance with Civil Service Regulation 2.07, you may be sanctioned from applying to positions with the State of Michigan, permanently or up to (3) three years, should you fail to pass/submit to the pre-employment drug test. Under Civil Service Regulation 3.06, you may be sanctioned from applying to positions with the State of Michigan, if you make any false statements or omissions of a material fact during the selection process. Civil Service Rule 2-7 requires that all persons who are not currently state employees submit to and pass a pre-employment drug test. This urine sample test must be administered within 24 hours, or your offer may be rescinded. An applicant must remain at the testing site until the testing process is completed and permitted up to 3 hours to provide a sufficient specimen. It is considered a refusal to test if an applicant fails to provide a sufficient amount of urine for a drug test within the allowed time. Positions within the Bureau of State Lottery will require a criminal history background check.
