POSITION OVERVIEW
Under general supervision of the Customer Service & Utility Billing Manager, the Water Services Technician performs the installation, removal, testing, calibration, repair and maintenance of water meters and AMI devices and associated automated data collection endpoints. Reads utility meters and records usage to facilitate the City's utility billing process. Disconnects and reconnects water services in regards to new utility services, transfers, move outs, and non-payment.
ESSENTIAL DUTIES
Installs, calibrates, troubleshoots and replaces Water End Point's, and AMI Communications systems and associated infrastructure. Installs, tests and maintains water meters. Investigates metering and remote terminal irregularities. Position requires the ability to explain and/or instruct customers regarding policies, practices, and procedures, and work in progress, to resolve more complex problems. Coordinates and deploys resources to ensure an adequate level of service. Performs monthly battery test and maintenance on the AMI field network controllers and completes monthly reports. Programs and tests all End Point's, AMI Transmitting and Receiving devices and Metering Equipment. Operates testing equipment to locate the cause of defective performance, and initiate the repair process by either in-house process' or by vendors as required. Coordinates with utility billing in the change out of damaged End Points so that accounts can be remotely read. Routinely requires creativity to solve new problems or offer suggestions for improvements in this position. Assists utility billing with customer issues and manual meter reading. Performs disconnects of water services, to assist utility billing with service request, for delinquent accounts, new services, transfers, move outs check for leaks and rereads. Meets with customers. Interprets and explains water utility service policies and procedures. Participates in meetings, internal and external training, Provides input to ensure the maintaining of an adequate inventory of AMI and Water Metering material. Provides technical input on Water Meters and Endpoints, and Metering Devices for accurate revenue recording and identifies leaks and illegal use in the City's water distribution system. Communicates ideas and troubleshoots and problem solves within division and other City divisions. Trains less experienced technicians. Regular and prompt attendance is an essential function of the position; and Performs such other related duties as may be assigned.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of medium distribution water systems, meter programming, computer systems and safety Knowledge of utility water metering and AMI systems as a process control Knowledge of methods, procedures, tools and equipment in testing water metering devices Knowledge of industry meter specifications and standard Knowledge of maintenance and repair techniques for water lines, collection system, electric circuits, pumps and motors Knowledge of SCADA Knowledge of standard safety practices Knowledge of water metering analysis and water usages Skilled in using communication and software applications Skilled in writing safety reports, processing work order, metering data spreadsheets, power calculations and lock-out/tag- out documentation Skilled in verifying equipment specifications and manufacturers operating ranges-limitations Skilled in installation and maintenance of AMI water metering systems Skilled in the use of computer operating systems and basic PC skills Ability to follow all relevant safety rules and regulations Ability to communicate effectively, both verbally and in writing Ability to operate light and heavy equipment and tools used in maintaining water collection system
