ORA_ON_SITE Description The Vanguard 2.2.1 Program currently has an opening for a Secure Voice Operator to support a Department of State (DoS) Bureau of Diplomatic Technology (DT) program. This program provides transparent, interconnected systems and security supporting the DoS in successfully carrying out its U.S. foreign policy mission. DT provides enterprise architecture design, engineering, operations and maintenance support services for desktops, servers, networks, firewalls, and enterprise applications across the Department. Program is named "Vanguard 2.2.1" and is an IT consolidation consisting of the Department's servers, mainframes, network devices, network perimeter, anti-virus engineering, public key infrastructure (PKI)/biometrics/encryption, monitoring tools, telephony, mobile computing platform, virtual environment, and enclave design/security engineering. The Secure Voice Operator is responsible for providing secure telecommunications support over the Multilevel Secure Voice Network (formerly the Defense Red Switch Network, DRSN) to Department of State (DoS) personnel. Provides the Secretary of State and the Secretary's traveling party with accurate, reliable, and Secure Communications support during their worldwide travel. Support Secure Voice and conferencing requirements to the Secretary of State Department of State, civil and Allied decision makers with the DRSN community. Set up; test, with S-EX State Operation Communicators Staff and Mobile Communication travel team. Add and monitor communications with aircraft (SAM) during pre-flight tests and during actual flying time. The role involves assisting in the establishment and maintenance of secure voice calls and teleconferences, as well as managing conference functions. Secure telecommunication support is provided on a 24/7 basis. Shift is 7am-3pm, Monday-Friday and weekend and holiday work may be required based on the contract's needs.
Description of Duties:
Assist in building conferences on the DoS secure voice system and bridging to other secure voice networks with multiple participants in CONUS, OCONUS, and other government agencies. Assist State Operations in establishing secure voice communications or the transmission of secure data to traveling DoS personnel. Establish, test, and monitor secure communications with aircraft mission support. Trained to operate

multiband rack mounted radios, SATCOM, Mystic Star, INMARSAT for secure voice operation and know who to report any degradation of services to. Maintain official permanent records/narrative of mission support activities, calls, and service tickets. Conduct crypto rekey and maintain COMSEC inventory. Conduct Foreign Affairs Link (FAL) weekly test calls supporting foreign countries. Manage incoming phone calls and email requests. Setup on-going conferences, setup conference reservations. Escalate appropriate support issues to maintenance, engineering staff, and management.
Qualifications Required Education & Experience:
Associates degree and 6 years in related discipline or High School and 8 years of related experience. Proven ability to work effectively in a team environment. Attention to detail. Able to handle moderately complex assignments with little supervision and excellent problem-solving skills to find solutions quickly and efficiently to accomplish assigned tasks.
Highly preferred experience:
Telecommunication support experience. Experienced with troubleshooting and supporting SATCOM. Experienced with placing and managing calls using STE, vIPer, and VoSIP type phones. Experienced with establishing conference calls between users on disparate systems such as vIPer, STE, VoSIP, Gold, CMS.
Required Clearance:
US Citizenship. Active top secret clearance with the ability to obtain a TS/SCI.
Target salary range:
$80,001 - $120,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
